Councilmember Bist noted that the proposed mono -pole is located approximately 68 feet north of the multi -family development on Central and this is not consistent with the City's siting guideline of 140 feet. She further noted that this distance represents more that a 50% variance from the guideline and that she could not support approval of the Conditional Use Permit. Councilmember Solorio asked the Sprint representative if other sites were evaluated. Councilmember Franklin suggested that future Conditional Use Permits for this purpose include the requirement for removal of obsolete equipment. Mayor Pulido requested that, at a future work study session, changes in city policy be considered including the requirement for a bond Motion: Continue matter two weeks and instruct the City Attorney to prepare a resolution denying the Conditional Use Permit. PUBLIC COMMENTS Debbie McEwen, and Paul Giles addressed Council with concerns relative to fireworks sales in the City and requested that such sales be limited to one day on July 4`" each year. Florence Leach addressed Council with concerns relative to a proposed increase in sewer connection fees. 90.B. CITY COUNCIL COMMENTS Councilmember Alvarez • Noted that the City of Tustin has threatened a lawsuit relative to a recent state measure authorizing 100 acres of land at the Tustin Air base for schools; she encouraged residents to notify City of Tustin officials and urge them to resume negotiations Councilmember Christy • Attended the Mexican American Opportunities Foundation (MAOF) annual Fiesta Familiar at Prentice Park on August 4, 2001, and noted that the event was very successful • Remarked that some businesses were not complying with the commercial sign ordinance and noted that City staff is actively enforcing this ordinance Mayor Pro Tem McGuigan • Congratulated the organizers of the Wilshire Square Summer Concert held on July 28, 2001 • Noted that she has received calls from residents of the Sierra Mobile Home Park expressing concerns relative to a car wash on Newhope and Seventeenth Street which is not abiding by hours of operation; she requested that staff investigate this matter • Asked staff from the Public Works and Police Departments to investigate the traffic accident history on Flower Street between MacArthur and Warner CITY COUNCIL MINUTES 298 AUGUST 6, 2001 COMMENTS • Announced that the Antique and Classic Car Show would be held at Portola Park on Saturday, August 11, 2001 • Expressed concern that Orange County News Station (OCN) is closing down and noted that she had registered a complaint with Adelphia Cable Company and urged residents to also contact Adelphia on the need to retain a news station in the County Councilmember Bist • Thanked the organizers of the successful Wilshire Square Neighborhood Summer Concert • Noted that the Eastside Neighborhood Association was not currently listed as a link on the City's Web site but could be located through neighborhoodlink.com • Asked the Public Safety Committee to review the concerns expressed by public speakers relative to the sale of fireworks including the number of stands, types of fireworks and the number of days for sales Councilmember Solorio • Thanked the Mayor for his role in gaining approval by the Governor of the assembly bill relative to land for the Santa Ana Unified School District at the Tustin Air Base and also thanked Assemblyman Lou Correa and Senator Joseph Dunn for their support in this matter • Wished Raul Luna success in his new position on Representative Loretta Sanchez's staff • Congratulated Charlie View on his recent appointment as the Planning Manager in the Planning and Building Agency Councilmember Franklin • Noted that the Tustin Air Base is within the Santa Ana Unified School District and from an historical perspective, the base was one vote away from being under the City's jurisdiction • Urged citizens to notify police of any drag racing activity in the City of Santa Ana • Encouraged residents to plant trees on their property • Thanked the Mayor for his recent efforts in Washington on the City's behalf Mayor Pulido • Asked staff to report to Council relative to an update on cruising on Bristol Street CITY COUNCIL MINUTES 299 AUGUST 6, 2001 COMMENTS • Noted that he is working with staff to negotiate a compromise to get the Court of Appeals to move into the Civic Center; he requested that Councilmember Alvarez join him at the next meeting to discuss this matter • Reported that he worked very hard on negotiations for agreement between the City of Tustin and the Santa Ana Unified School District prior to the Governor's signing of AB212 relative to the Tustin Air Base property; he noted that he will continue to assist in the negotiations between Tustin and the School District • Reported that he met with Secretary of Commerce Dan Evans in Washington and was able to get a commitment from him to bring an office of export assistance into the International Business Center in Santa Ana • Announced that the Pacific Symphony Orchestra is conducting a music and fireworks spectacular at Centennial Park, free of charge, on August 18, 2001 at 7:30 p.m. ADJOURNMENT - 8:49 P.M. - To August 20, 2001 at 5:30 p.m. in the Police Chiefs Conference Room, 60 Civic Center Plaza, 4`" Floor, Santa Ana, J California Patricia E.
