RECITALS: A. The parties entered into Agreement # A-2006-051, dated March 21, 2006, (hereinafter "said Agreement") by which Consultant has provided historic resources consulting services. B. In accordance with the terms and conditions of said Agreement, the parties wish to amend said Agreement to extend the term and increase compensation to pay for services during the extended term. WHEREFORE, in consideration of the covenants contained in said Agreement, and subject to all the terms and conditions of said Agreement, except those amended in this First Amendment to Consultant Agreement, the parties agree as follows: 1. Section 1, SCOPE OF SERVICES, shall be amended, to read, in full, as set forth in Exhibit A-], attached hereto and incorporated by this reference. 2. Section 2, COMPENSATION, shall be amended to increase compensation by $90,000.00 to pay for services provided during the 2007/2008 fiscal year. 3. Section 3, TERM, shall be amended to extend the termination date to June 30, 2008. 4. Except as hereinabove amended, all terms and conditions of said Agreement shall remain in full force and effect. PA City Manager SAPPHOS ENVIRONMENT ZX i&A. President SCOPE OF WORK TASK 1. CATEGORIZATIONS 1.1 Windshield Survey and Database. Perform a windshield survey to identify potential historic resources for nomination to the Santa Ana Register of Historical Properties in each neighborhood identified on the Citywide Historic Survey Map and selected by City Staff for survey efforts during the FY 2007/2008. Based on the architectural and historical character of each potential Register property, Consultant will make a preliminary categorization of Landmark, Key or Contributive. For each potential Register site, one to three (I to 3) digital photographs will generally be taken. The photographs will be submitted to the City for use in neighborhood outreach meetings and other purposes. It is assumed that the windshield survey will be conducted by Leslie Heumann, assisted by another Sapphos team member as needed. It is also assumed that a base map and comprehensive database of addresses for each neighborhood will be provided by the City. The time required to complete the fieldwork for this subtask will depend upon the size and age of each neighborhood, and is estimated at eight (8) to sixteen (16) consultant hours per area. Deliverable • Memorandum far the Record identifying potential Register properties with preliminarycategorizations in each of the neighborhood survey areas • Digilal photographs of potential landmark and key properties, and a selection of contributive properties 1.2 DPR Forms. Prepare Santa Ana Register templates (i.e., the Executive Summary" and the State of California "Primary Record" and "Building, Structure and Object Record" for an average of five (5) properties per neighborhood. The City may also request templates for self -nominated properties, and other properties outside of the neighborhood. The maximum number of templates completed on a monthly basis will vary, but will generally not exceed six (6). The following subtasks will be undertaken for each property: 1.2.a. Visit and digitally photograph site (.25 hours per site). 1.2.b. Provide preliminary categorization to City staff (.25 hours per site). Deliverable: Preliminary categorization list. 1.2.c. Conduct neighborhood and site -specific research using one or more of the following sources: existing documentation such as survey forms, National Register forms, and tour brochures, building permits, Santa Ana History Room or other library collections, Internet (I to 3 hours per site). 1.2.d. Create and write draft template for each property placed on the Historic Resources Commission agenda, and submit the draft templates to City for review and comment (2.5 hours per site). Deliverable: Droll template 1.2.e. Perform additional research per Template Committee (.5 hours per site). 1.2.f. Revise template per Template Committee (.5 hours per site). Deliverable: Final template (subtotal 1 hour per site, grand total of 5.0 hours per site). The following additional assumptions apply to this task: • City staff will provide a monthly work request identifying properties to be researched and categorized. • Windshield survey results and templates will be transmitted electronically in a Microsoft Word format. • City will be responsible for ownership, Assessor's Parcel Numbers, USGS Quad information, and sketch maps as part of the DPR form. • City will continue to provide building permit access. • City will continue to provide copies of relevant documentation. • City will provide a base map and comprehensive database of addresses and associated dates of construction for assigned neighborhoods • Up to seventy-two (72) templates will be prepared. TASK 2. MEETINGS. Sapphos' Architectural Historian will attend up to 18 meetings as follows: I (Historic Resources Commission (and Template Committee meetings, as scheduled) on the first Thursday of each month, and 6 coordination meetings with Staff. For budgeting purposes, an average of five (5) hours per meeting has been assumed. TASK 3. MISCELLANEOUS SPECIAL INTEREST TASKS. From time to time, at the City's request, the Consultant will undertake additional tasks including assisting the City with reconnaissance -level surveys and historic assessments, providing additional documentation for the City to submit to Office of Historic Preservation (OHP), assisting City staff with the application of the Secretary of the Interior's Standards, conducting additional site inspections. A budget for such tasks has bee included in the current proposal. Sapphos will notify the City when and if this budget is depleted, or if any tasks would request budget augmentation. TASK 4. OTHER REQUIRED SERVICES. Sapphos will prepare and submit a monthly status report, and will conduct periodic project reviews and audits. Subsequent to signing a contract agreement, the contents of this scope of work shall become a contractual obligation if a contract ensues. Failure of a consultant to accept this obligation will result in the cancellation of the contract award. Additionally, proof of insurance will be required prior to the City's award of the contract. The City of Santa Ana requires liability insurance, workers compensation, professional liability, and automobile insurance. As a Certified Local Government with the State Office of Historic Preservation, the C`_ty has agreed to participate with the ongo-ng survey and documentation of historic resources throughout the city. Further, the Historic Resources Commission has identified as one of its objectives the need to continue documenting and maintaining records for properties eligible for listing on the Santa Ana Register of Historical Properties. The City has been working with Sapphos Environmental, Inc. since January 2006 to comprehensively research and document historic structures. An agreement with Sapphos Environmental is recommended due to the firm's unique experience as to Santa Ana's historic resources, and its excellent track record of historic resource consulting. Tasks included in the scope of work include conducting windshield surveys, preparation of historic resource templates to document individual resources, performing field survey and research, and attending meetings of the Historic Resources Commission and other staff meetings as required.
