Motions: 1. Award a contract to Morrissey Construction Company, the lowest
responsible bidder, in accordance with a lump sum price in the
amount of $2,116,600.00 for construction of Fire Station No. 1
2. AGMT NO. 2002-005 - Direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute an
agreement with WLC Architects for an amount not to exceed
$36,400.00 for construction support services
3. Approve a Funding Analysis with a total estimated construction
cost of $2,584,700.00 - Public Works Agency

Motion: Direct the City Attorney to prepare and authorize the City Manager

25.A. AGMT NO. 2002-006 - COMPREHENSIVE FINANCIAL AUDIT
SERVICES - Execute a contractual agreement amendment with Conrad
and Associates, LLP for comprehensive financial audit services in an
additional amount of $27,400.00 and total amount not to exceed

25.B. AGMT NO. 2002-007 - INMATE FOOD SERVICES - Execute a three year
agreement with an option for two one-year extension options with Aramark
Correctional Services, Inc. to provide inmate food and commissary

WORK STUDY SESSION
WS.A. ROLE OF REDEVELOPMENT IN AFFORDABLE HOUSING — Presented
by Ms. Cathy Head representing Keyser Marston Associates, Inc.
Mayor Pulido left the meeting at 7:33 p.m.
Highlights of the work study session include the following:
• Changes in redevelopment law were enacted in the fall of 2001 (AB
637)
• One of most important sources of funding is property tax increment
housing set -aside funds
• These funds are comprised of 20% of gross property tax
increments generated by the City's redevelopment areas (Central
City, South Main, Inter -City; North Harbor; and Bristol, and, South
Harbor)
• Set -asides must be used to increase, improve and preserve the
supply of low and moderate income housing
• Long-term deed restrictions must be applied
• Housing must be provided at affordable housing cost
• Infrastructure improvements must be directly tied to an affordable
housing project subject to covenants, and must be a fundamental
component of the project
Improvements can only be funded in proportion to percent of
affordable units in the project
• Replacement housing obligation exists any time Agency causes
housing to be destroyed and the replacement housing plan must
be adopted before agreement is executed that causes demolition
• Replacement units can be anywhere in the City
Replacement Units must match income level of household that
resided in the destroyed unit
• Deed restriction is 55 years for rental and 45 years for sale
• 30% of housing developed by an Agency must be available to low
and moderate income households; 50% of these units must be
available to very -low income households
• Requirements apply to project areas adopted after January 1976;
would apply to all except Central City
15% of units developed in project area by private developers and/or
with Agency assistance must be affordable units subject to deed
restrictions
Agency must spend housing funds for very -low and low income
households in proportion to unmet need
Agency must limit expenditures on Senior Citizen projects to same
proportion as 65+ population in City

WORK STUDY SESSION
• Agency's role in affordable housing is to create and preserve
affordable housing, and eliminate blight by replacing existing uses
with new development
• Outside funding sources are available to defray the Agency's cost
to assist affordable housing projects
• When agencies use funds to revitalize neighborhoods the projects
must be subject to long-term income and affordability requirements

Joanne Padilla, and William Winkleman thanked the Council for holding a
meeting at Delhi, and expressed concerns relative to the proposed One
Broadway Plaza project
Samuel Vance expressed concerns relative to treatment his mother
received at the Coastal Communities Hospital
COUNCIL COMMENTS
Councilmember Christy:
• Expressed concerns relative to the increases in basic cable fees
• Thanked the Delhi Board and Executive Director Irene Martinez for
hosting the Council meeting at Delhi Center
• Announced that the Black History Parade would be held on
Saturday, February 2, 2002
Councilmember Franklin
• Thanked the Delhi Center Board for patience and persistence in
realizing their dream
• Asked staff to look at reducing the number of street signs in the
downtown area
Councilmember Solorio
• Congratulated Irene Martinez and the Delhi Center Board on the
completion of the Delhi Center
• Asked Jim Ross, Executive Director of the Public Works Agency to
see if construction schedules could be accelerated for the Warner
Street and McFadden west of Bristol street improvement projects;
he also asked for a status report on these projects

• Asked staff to review why the asphalt at Jerome Park is colored
green
• Thanked the Delhi Board for hosting the Council meeting

Asked the Council to adjourn the meeting in honor of Martin Luther

Mayor Pro Tern McGuigan
• Noted that she had seen an advertisement for Taller San Jose in
Newsweek magazine
• Asked staff to investigate the feasibility of operating parking meters
until 6 p.m. instead of the currently posted time of 8 p.m. in the
downtown area
• Asked the Council to adjourn in memory of Gaye Saroka, an
employee of Waste Management, Inc.
