Motions: 1. Place ordinance on first reading and authorize publication of title.
ORDINANCE NO. NS-2501 - An ordinance of the City of Santa Ana
calling for and giving notice of a General Municipal Election to be held
in the City of Santa Ana on November 5, 2002 for the election of
certain officers as required by the provisions of the City's Charter
2. Adopt resolutions.
RESOLUTION NO. 2002-049 - A resolution of the City Council of the
City of Santa Ana establishing a system for candidates whose
statements are submitted to the electorate in the 2002 General
Election to pay the pro rata share of the cost of inclusion of the
statement
RESOLUTION NO 2002-050 - A resolution of the City Council of the
City of Santa Ana requesting the Board of Supervisors of Orange
County to consolidate a General Municipal Election of the City of Santa
Ana with the statewide general election to be held on November 5,

GRANT
To consider the 2002-2003 Supplemental Law Enforcement Services
Fund (SLESF) Grant. The funding amount for 2002 has yet to be
authorized through the State budget, however, in compliance with the
requirements of this legislation, an adopted resolution and an expenditure
plan must be submitted to the Supplemental Law Enforcement Oversight
Committee prior to funding.

Consider approval of the issuance by the Housing Authority of the City of
Santa Ana (the "Authority") of multifamily housing revenue bonds (the
"Bonds") in a principal amount not to exceed Two Million Dollars
($2,000,000) to assist in the permanent financing of the acquisition and
rehabilitation of 45-units of multifamily rental housing development known
as Minnie Street II Apartments (the 'Project'). The Project is located at
935, 1006, 1010, 1014 and 1018 South Minnie Street.

As required by California Vehicle Code (CVC) Sections 21455.5 and
21455.6 the City Council will conduct a public hearing on the proposed
use of an automated enforcement system.

Presentation of staff report by Lieutenant Tony Levatino, Santa Ana Police
Department. Highlights of this presentation are as follows:
Studies show that photo enforcement programs save lives and reduce
injuries; reduce accidents at installed intersections; reduce accidents at
all intersections; modify driver behavior through education; improve
traffic flow; provide 24 hour enforcement; and prevent injuries to police
officers

WORK STUDY SESSION
• Elements of an automated enforcement system:
1. A vehicle activates a camera triggering device
2. Photos are taken of vehicle running the red light
3. Registration check is conducted
4. Police Officer views photos and issues citation
5. citation is mailed to the registered owner
6. Owner can contest ticket and view evidence
7. Owner can request trial, pay fine, or attend traffic school
8. Same legal effect as an officer issuing a citation
• Red light collisions are the #1 most dangerous collisions
• A side -impact collision is most likely to directly strike an occupant
• 90% of Americans believe red light violations are "extremely" or "very"
dangerous
• 30% know someone killed in a red light collision
• 95% fear being hit by a red light runner, yet 56% admit to running red
lights
• Nationally, in 1998, there were 89,000 red light collisions resulting in
80,000 injuries and 986 deaths
• In Santa Ana in calendar year 2000, red light collisions accounted for
24% of all 1526 injury collisions; 3 people killed; 358 injured
• Top intersections for violations: 15i and Harbor; 15t and Fairview, 15f
and Euclid, Broadway and 17th, and Euclid and McFadden
• A red light committee was formed comprised of representatives from
the Police Department, City Attorney, Purchasing, Finance, and Public
Works Traffic Engineering
• Interviews relative to enforcement systems were conducted with the
Orange County Sheriffs Office — San Juan Capistrano, Garden Grove
Police Department, City of San Diego, Culver City Police Department,
Fresno Police Department, LASD North Hollywood, and Long Beach
Police Department
• Systems have faced recent legal challenges; in San Diego case, the
court determined that red light systems are constitutional
• Santa Ana Police Department is recommending approval of red light
system and estimates it could be installed by February, 2003
• Implementation of automated system demonstrates commitment to
safety; provides 24 hour traffic safety education; seven day a week
enforcement capability; effective use of modern technology; keeps
police officers safe; and, compliments traffic engineering efforts
Speakers: David Brandt, Connie Potter, Ronda Rajotte spoke in support
of implementation of the automated enforcement system; Dave Lopez
noted that pedestrian safety was also needed.

- ( Council discussion ensued. Members stated that additional information was
needed and suggested that the matter be continued to the next Council meeting
and asked staff to obtain more detailed statistical data from jurisdictions that
have utilized this technology.

Councilmember Solorio
• Noted that the opening ceremony for the Police and Fire Games was held
on June 16, 2002 and congratulated the Police and Fire Departments
Councilmember Christy
• Asked the Fire Department to ensure that copies of a brochure promoting
safe and sane Fourth of July celebrations be distributed to community
centers and also advertised on radio and television
Councilmember Bist
• Asked the Council to adjourn in the memory of Priscilla Holmberg, a long
time Santa Ana resident and a pilot at the age of 15. She was also the
Peter Pan girl on the label of Peter Pan peanut butter. Ms. Holmberg
died on June 6, 2002
