Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute a contract with The Planning Center to prepare the General Plan Housing Element in an amount not to exceed $227,670. 2. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute a Cooperative Agreement with the Community Redevelopment Agency of the City of Santa Ana (Agency) to use $25,000 of Agency funds on the General Plan Housing Element. COMMUNITY REDEVELOPMENT AGENCY ACTION Direct the Agency General Counsel to prepare and authorize the Executive Director of the Community Redevelopment Agency and the Agency Secretary to execute a Cooperative Agreement with the City of Santa Ana to supply an amount not to exceed $25,000 for use in preparation of the General Plan Housing Element. DISCUSSION As required by State law, Santa Ana's General Plan Housing Element is to be updated and forwarded to State of California Housing and Community Development by June 30, 2008. Last updated in December 2000, the Housing Element identifies the City's plan, programs and policies to ensure the 80A-1 Contract Award to Santa Ana General August 6, 2007 Page 2 Prepare the Plan Housing Element provision of adequate housing choices for the Santa Ana community. In addition, the Housing Element will provide an inventory of vacant or underutilized land with the potential to develop the City's 3,393 housing unit share of the Regional Housing Needs Assessment (RHNA). The General Plan Housing Element effort will include a summary of Santa Ana's existing demographic and housing characteristics; identify progress on the goals and implementation actions set forth in the existing 2000 Housing Element, multi-lingual community workshops for input by policymakers, stakeholders and the residents; detail locations that allow for future housing growth to serve the Santa Ana community and regional market; and a planning document that frames Santa Ana's Housing policy and goals for the future. A Request for Proposals was distributed to eleven planning consulting firms in late May 2007. In response to the Request for Proposals, staff received proposals from three highly-qualified planning firms: The Planning Center, RBF Consulting and Hogle-Ireland. After reviewing the proposals, Planning and Housing staff conducted interviews with each of the consulting teams. At the conclusion of the interviews, together with an analysis of the proposals submitted, staff determined that The Planning Center was best qualified to assist in the preparation of the Housing Element update. The total contract amount for the preparation of the General Plan Housing Element will not exceed $227,670. FISCAL IMPACT Funds in the amount of $135,000 are available in the CDBG fund for General Planning Projects (account no. 135-149-6291, project no. 08- 7603), funds in the amount of $57,670 are available in the Planning and Building Agency account for other contractual services (account no. 11- 505-6291), funds in the amount of $25,000 are available in the Merged Housing Set Aside funds (account no. 507-508-6291, work order no. 62017), and funds in the amount of $10,000 are available in the Air Quality Management fund (account no. 31-505-6291).
