Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to negotiate and execute an Agreement with A11
Access Entertainment to provide Event Management Services for the 2007
September Fiesta to be named "Fiestas Patrias Santa Ana."
DISCUSSION
The September Fiesta Event has been a positive community event supported
by the downtown businesses for the past nineteen years. Last year, over
200,000 people attended the event. This year, the City received several
permit applications from a number of "downtown" Santa Ana community
groups to host the event. City staff has been working with these groups
to help facilitate consensus as to sponsorship of the event. Despite a
common desire to have this year's event go forward, the downtown business
community was unable to reach agreement regarding the lead host
organization. As a result, these groups have requested that the City
host the September Fiesta.
In recognizing the great value of this event for the downtown business
community and the surrounding neighborhoods and with only six weeks
remaining before the event weekend, City staff is recommending that the
City host the September Fiesta this year and secure the services of All
Access Entertainment to act as the Event Manager. The Event Manager will
be responsible for providing all the necessary equipment, stages,
electricity, carnival rides, vendor booths, and insurance for the event.
All Access Entertainment has provided exceptional event management
services for this event in previous years.

The agreement shall provide that the Event Manager will be responsible
for meeting the usual City requirements for special events such as
insurance and security, assume all costs for organizing and conducting
the event, reimburse the City for all of its costs including, but not
limited to, police and traffic services, plus pay a fee to the City. In
past years, the agreement between the Event Manager and the City has
included a provision that the City receive a flat fee plus a percentage
of the net revenue. Staff is authorized to reach agreement on a fee for
the 2C07 September Fiesta and ensure that all City expenses are covered
under the agreement. Proceeds collected by the City from the event will
be separately accounted for.
FISCAL IMPACT
The City will receive a flat fee and percentage of the net revenue as
finally agreed to by Staff.
