Mayor Pulido announced that, at this time, the Council would open the public comment
period for the purpose of allowing representatives of the Service Employees
International Union (SEIU) to address the Council. He further encouraged the SEIU to
resume discussion with the City representatives on contract negotiations.
Sally Ramirez, representing the Service Employees International Union (SEIU)
addressed the Council and presented petitions signed by individuals in support of a "Bill
of Rights" for Santa Ana's part-time employees, and she spoke in support of the

implementation of a benefit enrichment fund and paid leave time for part-time
employees. Rick Eiden, Maria Santana, Mario Alvarado, Gloria Alvarado, Johnny
Zuniga, and Sandra Cortez also addressed Council in support of the requests by the
i Union on behalf of the City's part-time employees.
Following the comments by the individuals listed above, Mayor Pulido continued the
remainder of public comments until the conclusion of the Business Calendar.

90.A. PUBLIC COMMENTS
Teresa Saldivar and Norma Cunningham addressed the Council and
invited residents to the Artists Village, Friday September 13, 2002 through
Sunday, September 15, 2002 for the Fiestas of the Americas which will
include a visual art show and sale, six hours of live entertainment
Saturday and Sunday on the Artists Village Stage, exhibits and food
Pastor Robert Orr invited the Council and residents of the City to
participate in a service at the 18` Baptist Church at 1010 W. 17'" Street on
September 11, 2002 at 7. p.m. in memory of the victims of September 11,
2001.

COMMENTS
Zeke Hernandez announced that there would be several memorial events
on Wednesday, September 11th, and he spoke in support of the union
proposals for part-time employees. Additionally, Eleazar Elizondo and
Mike Garcia also addressed Council in support of the proposals for a
benefit enrichment fund and paid leave for part-time workers.
Robert Henson Jr. addressed Council relative to a dangerous traffic
condition at Harbor and Kent and requested that the Council consider the
installation of a traffic signal.
Veronica Gonzales, Stephanie Daniels, and Dave Hoen, representing
Families for Education First expressed concern relative to low performing
schools within Santa Ana and the lack of information from the School
District about federal initiatives
Glen Stroud invited the Council and residents to attend the concert in the
park sponsored by the Morrison Park, Fisher Park, Floral Park, Casa de
Santiago, Riverview, Washington Square, and River Glen Neighborhood
Associations on Saturday, September 21, 2002 from 6 P.M. to 10 P.m..
He further noted that he could not support the requests by the unions for
part-time employees because of the lack of sufficient funds for existing
programs
90.B. CITY COUNCIL COMMENTS
Councilmember Alvarez
• Thanked the SEIU for addressing the Council and urged them to
return to the negotiating table with the City
• Announced that the kickoff for the campaign "One book, one City"
will be held on September 20, 2002 at 2 p.m. at the Plaza of the
Sun, and that the selected book, Steinbeck's "The Pearl" is
available in Spanish and English
• Announced that her morning at the Zoo, "Breakfast with Claudia
Alvarez" is scheduled for Saturday, September 7, 2002 from 8:30
a.m. to 10:00 a.m.
• Thanked the state legislators for the new state budget and thanked
Assemblyman Lou Correa and Congresswoman Loretta Sanchez
for all their support of the City
• Asked staff to look at ways to make the City more efficient and to
look at cost saving measures in the various departments
• Thanked the individuals who spoke in support of improving the
quality of schools in the City
• Encouraged all residents to get involved in the upcoming election
process

COMMENTS
Mayor Pro Tem McGuigan
• Commended the Friends of the Zoo for a very successful annual
Zoofari held at the Zoo at Prentice Park on August 24t' and noted
that the funds raised will help support the Zoo
• Noted that on September 7, 2002 a time capsule at the Zoo will be
opened; this time capsule was placed at the zoo when the land was
first given to the City by the Prentice family
• Asked the City Council to adjourn its meeting in memory of former
Parks, Recreation and Community Services Agency Director, Cleve
Williams
Councilmember Bist
• Asked staff to follow up on what the City does when an accident
involving a crossing guard occurs within the City
• Announced that El Sol Science and Arts Academy in Santa Ana
received a grant totaling one million dollars to assist with school
construction; she further announced that the fundraiser held by El
Sol on August 31, 2002 was very successful
• Asked staff to obtain information about the proposed "blitz build" of
a house in Santa Ana by Habitat for Humanity
• Thanked the SEIU for addressing the Council and encouraged
union leaders to resume negotiations with the City
Councilmember Solorio
• Congratulated Mayor Pulido and staff on the success of President
George Bush's visit to Santa Ana and the Bower's Museum on
August 23, 2002
• Reported that he attended a Bike trail clean-up sponsored by
Madison Park and Eastside Neighborhood Associations to
supplement what the City is able to do
• Reported that he attended an event at Main Place to encourage
residents to register to vote and to vote on November 5, 2002
• Announced that on August 29, 2002 there was a ground breaking
for a storm drain at Segerstrom and Bristol streets
• Thanked and commended SEIU for their leadership on behalf of the
City's part-time workers
Councilmember Franklin
• Congratulated the Edna Park neighborhood on the ribbon cutting
event for new playground equipment improvements
• Asked staff to look at a program aimed at discouraging littering in
the City and suggested that the ETAC Committee also look at this
issue
• Asked Council Services staff to look at purported problems with
recent water bills and large increases that some residents have
experienced on their water bills

COMMENTS
• Asked Chief Martin to inform the Council and residents about
planned memorial events on September 11, 2002. Chief Martin
announced that there will be a memorial service conducted at 10
a.m. at the Orange County Firefighter Monument in the Civic
Center and there will also be a day long tribute from sunrise to
sunset at the monument
• Reminded all residents of the importance of voting on November 5,
2002
