ADOPTION OF GENERAL MUNICIPAL ELECTION RESULTS Motion: Adopt resolution RESOLUTION NO.2002-101 — A resolution of the City Council of the city of Santa Ana declaring the results of the General Municipal Election held in said City on November 5, 2002 — Clerk of the Council Office MOTION: Alvarez SECOND: McGuigan VOTE: AYES: Alvarez, Bist, Christy, Franklin, McGuigan, Pulido, Solorio (7) NOES: None (0) ABSENT: None (0) CITY COUNCIL MINUTES 413 NOVEMBER 26, 2002 2. 2000-2000 COUNCIL CONCLUSION Mayor Pulido presented a corsage and City Tile to Pat McGuigan for two decades of outstanding service as a member of the City Council and over three decades of outstanding public service to the citizens of the City. He also gave her a copy of the Oral History book prepared by students from California State University, Fullerton highlighting Pat's career in public service. Councilmember Christy presented a proclamation to Pat and praised her as the first woman on the City Council who paved the way for three more women to follow. The presentation concluded with a video tribute to Mayor Pro Tern McGuigan. Mayor Pro Tern McGuigan commented on her many years of service on the City Council and the over 25,000 decisions she has made as a member of that body. She noted that since she took office in 1981 several significant positive changes have occurred in the City including the development of Main Place, the auto mall, expansion of the zoo, the Reagan Court House, additions to the Bowers Museum, tremendous drops in crime, and, increased economic development. Mayor Pro Tern McGuigan thanked all the residents in Santa Ana who had confidence in her ability to serve them. Mayor Pulido adjourned the 2000-2002 City Council at 6:40 p.m. 3. CHAIR RETURNED TO MAYOR PULIDO 2002-2004 CITY COUNCIL COMMENCEMENT CALLED TO ORDER ROLL CALL 4-8 COUNCILMEMBERS present: MIGUEL A. PULIDO, Mayor CLAUDIA C. ALVAREZ LISA BIST ALBERTA D. CHRISTY BRETT FRANKLIN MIKE GARCIA JOSE SOLORIO CITY COUNCIL MINUTES 414 NOVEMBER 26, 2002 1. ELECTION OF MAYOR PRO TEM - The Mayor called for nominations for the position of Mayor Pro Tem. The Mayor nominated Councilmember Franklin seconded by Councilmember Solorio. Motion: Close nominations and elect Councilmember Franklin to the position of Mayor Pro Tem MOTION: Bist SECOND: Christy VOTE: AYES: Alvarez, Bist, Christy, Franklin, Garcia, Pulido, Solorio (7) NOES: None (0) ABSENT: None (0) 2. REMARKS BY MAYOR PULIDO Mayor Pulido declared Councilmember Franklin unanimously elected Mayor Pro Tem. Mayor Pulido welcomed Mike Garcia to the City Council, and congratulated Councilmember Franklin on his election as Mayor Pro Tem. He noted that there are many challenges facing the Council including a declining state budget, but that he and the Council are committed to move the City forward. He expressed optimism for the City's future under the leadership of the new Council. Mayor Pulido invited the audience to join the Council at the Bowers Museum for the installation reception.
