HomeMy WebLinkAbout2007-069 - Amend Resolution No. 91-069 RESOLUTION NO. 2007-069 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 91-066 TO ADJUST THE SALARY AND ADD SPECIAL COMPENSATION PROVISIONS FOR THE UNREPRESENTED EXECUTIVE MANAGEMENT CLASSIFICATION OF FIRE CHIEF (EM). BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines, and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install, and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On July 1, 1991, the City Council passed and adopted Resolution No. 91-066, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as Executive Management (EM) and Middle Management (MM). C. The City Council has amended Resolution No. 91-066 on numerous occasions since its adoption. D. It is proposed that the salary level for the executive management classification title of Fire Chief (EM) be increased in order to remain competitive in the labor market and reduce compression between the Fire Chiefs salary and the salary of other fire managers. E. It is the City's desire that the Fire Chief be eligible for the same Educational Incentive Program that is available to other fire department managers. F. It is now desired to amend Council Resolution No. 91-066 to effect these changes. Section 2: That Section 3A of Resolution No. 91-066, as amended, is hereby further amended by adjusting the salary level assigned to the unrepresented executive management classification title of Fire Chief as follows: Classification Title Fire Chief (EM) FROM Monthlv Salarv $13,290 TO Monthlv Salarv $14,287 Resolution No 2007-069 Page 1 of 3 Section 3: That Section 4. Special Salarv Compensation Provisions of Resolution No. 91-066, as amended, is hereby further amended by adding in proper numerical sequence the following: 4.4 Fire Chief (EM). A. The incumbent in the classification Fire Chief (EM), who successfully completes the California State Fire Training Fire Officer program, or its equivalency as established by the City Manager, shall be paid at a rate set approximately 5% above his or her then current base monthly salary step. B. The incumbent in the classification Fire Chief (EM), who successfully completes the California State Fire Training Chief Officer program, or its equivalency as established by the City Manager, shall be paid at a rate set approximately 2.5% above his or her then current base monthly salary step. Section 4: That except as amended by this Resolution, all other provisions of Resolution No. 91-066, as amended, shall remain in full force and effect. Section 5: That this Resolution shall be operative from and after its date of adoption. ADOPTED this 151 day of October, 2007. APPROVED AS TO FORM: Joseph W.
