HomeMy WebLinkAbout07-10-06s .- SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting July 10, 2006 CALL TO ORDER The meeting was convened at 6:05 p.m. in City Hall, 20 Civic Center Plaza, Stn floor conference room, Santa Ana, California. ATTENDANCE Councilmembers present: Alberta Christy, Claudia Alvarez and Carlos Bustamante. Staff present: Assistant City Attorney Paula Coleman, Police Chief Paul Walters, Fire Chief Phil Garcia, Police Cmdr. Alan Caddell, Sgt. John Follo, and Fire Capt. Dan Moorhouse. Public present: Evangeline Gawronski, Debbie McEwen, Maria Sandoval, Dave Lopez, Tom and Barbara Lamare, AI Amezcua, and Lisann Martinez. SUMMARY OF DISCUSSIONS 1. APPROVAL OF MINUTES Approved Minutes of the March13, 2006 meeting. 2. FIREWORKS ENFORCEMENT UPDATE Capt. Moorhouse updated the Committee on the results of the 4th of July holiday fireworks. He said overall the Fire Department was pleased with the low incidence of fire-related calls. Councilmember Christy suggested changing the ordinance to limit days and times of usage. Paula Coleman will look into other cities' policies and will bring results to the next Public Safety meeting. The public present expressed extreme dissatisfaction with the 4th of July illegal fireworks this year and the lack of patrol cars and police response. They all wanted the committee to support banning fireworks in the City. 3. STRIKE FORCE UPDATE Chief Walters introduced Sgt. Follo who made a presentation on the Police Department's Strike Force and updated the Committee on statistics from December 2005 through June 2006. He also reviewed some major cases and feels the Force has been very successful with a total of 584 arrests of mostly parolees. 2 Mr. Amezcua requested a presentation of the Strike Force be made at a community meeting and a televised Council meeting. The Committee was very impressed and also wants the public to know the proactive efforts of the Strike Force. 4. COMMUNITY NOTIFICATION SYSTEM Councilmember Christy inquired how the public would be notified in case of missile attack. Chief Garcia explained that the news media handles alerts at this time. He stated that we are looking into a computer that calls the public on their phones. The School District uses this type of system now. Homeland Security Division is working on a system that would be a countywide project. 5. PUBLIC COMMENTS As stated above. 6. COMMITTEE MEMBER COMMENTS No further comments. 7. Also, now that Alberta Christy is no longer on the committee, Claudia Alvarez and Carlos Bustamante would both have to be present at a meeting to approve them.
