Adopt a resolution authorizing the City Manager and the Chief of Police to
submit a grant application to the State of California, Office of Homeland
Security for the FY 2007 Public Safety Interoperable Communications Grant
Program.
DISCUSSION
The United States Department of Homeland Security (DHS) and the National
Telecommunications and Information Administration (NTIA) have developed the
Public Safety Interoperable Communications (PSIC) Grant Program. PSIC is a
one-time formula-based, matching grant program intended to enhance
interoperable communications with respect to voice, data, and/or video
signals. PSIC provides funds to local emergency first responders to assist
public safety agencies in the acquisition of, deployment of, or training
for the use of interoperable communications systems that utilize
reallocated public safety spectrum for radio communications.
The State of California's PSIC award has been allocated based on risk to
each of the four planning areas, and each recognized Urban Areas Security
Initiative (UASI) jurisdiction is eligible to apply for this grant. The
Anaheim/Santa Ana UASI has designated the City of Santa Ana as the lead
administrative agency responsible for submitting the application for the FY
2007 PSIC Grant. Guidelines have determined a minimum allocation in the
amount of $6,189,010 for the Anaheim/Santa Ana UASI jurisdiction.

There is no fiscal impact associated with this action.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CITY MANAGER AND
THE CHIEF OF POLICE TO SUBMIT A GRANT
APPLICATION TO THE STATE OF CALIFORNIA OFFICE
OF HOMELAND SECURITY FOR THE FY2007 PUBLIC
SAFETY INTEROPERABLE COMMUNICATIONS GRANT
PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines and
declares as follows:
A. The California Office of Homeland Security has developed the Public
Safety Interoperable Communications Grant Program (PSIC).
B. PSIC provides funds to local emergency first responders to assist public
safety agencies in the acquisition of, deployment of, or training for the
use of interoperable communications systems that utilize reallocated
public safety spectrum for radio communications.
C. The City of Santa Ana will be the lead agency responsible for submitting
the application for the FY 2007 PSIC Grant.
D. The City of Santa Ana Police Department has worked with the City of
Anaheim, the County of Orange, and cities within the Anaheim/Santa
Ana Urban Area to determine current capabilities and needs and have
established goals and objectives for implementing the PSIC Grant
Program.
Section 2. The City Council of the City of Santa Ana hereby authorizes and directs
the City Manager and the Chief of Police to submit a grant application to the California
Office of Homeland Security for the fiscal year 2007 Public Safety Interoperable
Communications Grant Program.
Section 3. The City Council of the City of Santa Ana hereby authorizes and directs
the City Manager and/OR Chief of Police to execute and submit all documents and take
any necessary action, for and on behalf of the City of Santa Ana, a public entity
established under the laws of the State of California, for the purpose of obtaining federal
financial assistance provided by the federal Department of Homeland Security and
subgranted through the State of California.

Section 4. This Resolution shall take effect immediately upon its adoption by the
City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
