To ensure the effectiveness of the operation, it is necessary to recognize and identify narcotics-related assets that are subject to highly complex state and federal forfeiture laws. In 1998, the Police Department entered into an agreement with Joseph R. La Rosa, Jr., a recognized expert in the field of asset forfeiture, to ensure that the City is in compliance with all mandated state and federal forfeiture regulations, and that the City maximizes full asset forfeiture entitlements. During the past nine years, the increase in revenues generated by the asset forfeiture program has exceeded the cost of Mr. La Rosa's services. Mr. La Rosa has performed in a satisfactory manner and staff recommends approval of the recommended action.
