HomeMy WebLinkAbout08/16/07 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL COMMITTEE ON PARKS, RECREATION, EDUCATION AND YOUTH AUGUST 16, 2007 CALL TO ORDER The meeting convened at 4:33 p.m. in the City Hall, Room 831, 20 Civic Center Plaza, Santa Ana, California. ATTENDANCE Councilmembers Present Michele Martinez (Chair); Sal Tinajero arrived at 4:45 Councilmember(s) Absent: Vincent Sarmiento Staff Present: David Ream, City Manager; Cathy Standiford, Assistant City Manager; Gerardo Mouet, Executive Director; Jose Sandoval, Assistant City Attorney; Ron Ono, Administrative Services Manager; Alma Flores, Sr. Management Assistant Public Present Neti Alvarado, Leah Fraser, Dan Gleason, Alberto area and Glen Stroud 1. APPROVAL OF MINUTES . Minutes of June 6, 2007 and July 30, 2007 approved as presented 2. JOINT USE CAPITAL IMPROVEMENT CONCEPTS Staff indicated the State has not approved the State's budget. Part of this approval is the proposed distribution of Proposition 84 funding. The funding distribution also includes a category for agencies that have Joint Use Projects with school districts. In preparation of this release staff is proposing to present to the school district the following three projects: a. Field Improvement at Spurgeon Intermediate On August 6, 1973, the City of Santa Ana and the Santa Ana Unified School District entered into an agreement for sports lighting and various improvements on Spurgeon Intermediate School for joint-use of the sports facilities and playground area. Lighting requirements have changed and current sports lighting system need to be upgraded in addition to the installation of new lighting on the football/soccer field. The City is proposing the construction of a public restroom building to serve as a multi-use facility with the School, Park, and the SA River trail users. The Park's playground needs to be completely renovated. The estimated cost for these improvements is approximately $1.5 million. PREY Regular Meeting - MINUTES 1 August 16, 2007 b. Tennis and Basketball Court Improvements at Willard Intermediate No Joint-Use Agreement exists between the City and Willard Intermediate. Parks, Recreation & Community Services Agency has been working with the District on a Tennis Program. The City would like to formally enter into an agreement for use of the tennis and basketball courts during after school hours and weekends. This will require resurfacing of the courts and the installation of sports lighting. The cost estimate for these improvements is approximately $333,450. c. Joint-Use Science/Education Center at the Zoo The SA Zoo Master Plan identifies an Educational Facility at the south-end of the Zoo. The possibility of joint-use funding can open discussion with the SAUSD on exploring the possibility of developing an environmental science and conservation center at the Zoo and expansion of the parking lot. The facility will include classrooms. exhibits and office space for nature and conservation studies. This will provide an opportunity for the City and SAUSD students to be involved in zoological and conservation studies. The cost estimate for these improvements is approximately $2.8 million. Discussion ensued. Councilmember Sal Tinajero arrived at 4:45pm -. PREY Committee Minutes approvedfor June 6,2007 and July 30, 2007. 3. SANTA ANA UNDERAGE DRINKING TASK FORCE Dan Gleason made a presentation and introduced Task Force members Leah Fraser- Ersayh and Sandra Viera. Mr. Gleason recommended the following; that City Council adopt a resolution to reduce underage alcohol use by limiting the social avaiiability of alcohol to youth; the training of adults that work with minors, and the scheduling of a Town-Hall meeting campaign addressing underage drinking. Discussion ensued. 4. SUMMER UPDATE ON PARKS AND RECREATION SERVICES Staff presented a list of past events and programs and future events that will be held during the summer time. Events and programs included Independence Day Celebration, Madison Park Neighborhood Walk-A-Thon/Resource Faire and Concert, Wilshire Square Concert, 32nd Annual Antique and Classic Car Show and Concert, Morrison Park Concert, Santa Anita Concert, Youth Expo and Concert and Washington Square Concert. Staff reported on the various summer programs being offered by Recreation Services, i.e., the new Pathway to Adventure Program, Roar and Snore at the Zoo, Tennis Summer Program, Catalina Program, the Kayaking Program and various programs held at the Recreation Centers. Discussion ensued 5. YOUTH IN LOCAL GOVERNMENT UPDATE Staff presented the updated schedule for the Youth and Local Government Program. A kick-off/pre-orientation dinner was conducted on July 31, 2007 with 21 students in PREY Regular Meeting - MINUTES 2 August 16, 2007 attendance and their parents. Background information was provided to motivate students and their parents to attend the program. The Program is to educate students on how local government works and to prepare them for leadership positions through hands-on learning. Our goal is to have 30 students enrolled in the program, which begins September 15'h with an orientation session. An inter-department work team will develop the agenda packet for the mock City Council meeting and serve as coaches to the students to assist them to identify issues and prepare study session materials for the mock City Council meeting. Motivational and keynote speakers will be provided through the sessions. 6. YOUTH EXPO UPDATE Staff presented the 2007 Youth Expo Program. The event will be held on Sunday, October 7, 2007 from 11 :OOam to 2:30pm at the SA College Campus Mall, in partnership with SA College, SAUSD, CSUF and UCI. The 2007 theme is "Have Fun' Get Fit' Be Respectful". The Concert sponsor is Target and we are looking for additional sponsors to cover other items of the event. 7. TEEN CENTER IN THE LIBRARY - Youth Commission Role Library staff made a presentation to the Youth Commission on the Teen Center at the Library. The Youth Commission commented it was a good idea and will be providing input on the design of the program and center. The lounge and computer area will not be set up as a conventional seating arrangement, but will focus on teen preference. 8. UPCOMING COUNCIL ITEMS . Youth and Family Master Plan 9. PUBLIC COMMENTS - None at this time 10. COMMITTEE MEMBERS COMMENTS Sat Tinajero - Asked if soccer organizations were following the rules. Vince Sarmiento - Stated that we need to talk to FOSAZ staff to improve their focus in the marketing of the Santa Ana Zoo. 11. ITEMS FOR FUTURE MEETINGS: . PAL Program at McFadden Center. 12.
