Stanley Fiala offered suggestions for building a better city; Steve Baur
noted that the property on the northwest corner of French Street and
Santa Ana Boulevard has been rented out to a religious group and the
noise on Friday and Wednesday nights is very loud and disruptive.

KIDWORKS AND OTHER PROGRAMS TO ADDRESS SANTA ANA
"HOT SPOTS" INCLUDING TOUR OF FACILITIES
Highlights of this work study session are as follows:
. Mayor Pro Tem Alvarez, Chair of the Council's Public Safety
Committee, and Paul Walters, Chief of Police, gave an overview of the
recent emphasis by the Public Safety Committee and also of two task
forces formed to eradicate the illegal gang activity and improve the
quality of life for the residents of the Bishop Manor Condo Complex
and the Townsend Street neighborhood (700-900 South Townsend)
. Ava Steaffens, CEO/President of KidWorks, gave a tour of the
Donahue Center facilities and explained the services the center
provides to the challenged neighborhoods within central Santa Ana
through education, character formation, and personal development
. The Council discussed the role of the non-profit organizations in Santa
Ana. Members noted that it would be useful in reviewing funding
requests through the Community Development Block Grant process if
organizations would provide a dollar amount for the services provided
each child or resident, and an estimate of the number of individuals
served by the respective agencies.
. Steve Harding, Deputy City Manager for Development Services gave a
brief overview of the East Lake Project in Atlanta, Georgia, and
explained how a neighborhood was transformed. He further explained

that some of the partners involved in the project had visited KidWorks
and had shown interest in the agency's revitalization efforts.
. lliana Welty gave a brief update on the work of the Early Prevention
and Intervention Commission (EPIC); and Valerie Amezcua, Chair of
the Human Relation Commission, noted that she welcomed any
suggestions or comments from the Council relative to the Community
Development Block Grant process

Mayor Pulido asked the Council to adjourn in memory of Debra Fritz, who
was a political consultant for the Firemen's Benevolent Association of
Santa Ana and other unions, for more than twenty years.
