A G R E E M E N T
THIS AGREEMENT, made and entered into this
day of 1979, by and between the
City of Costa Mesa, a municipal corporation of the State of
California, hereinafter called "Costa Mesa," and the City of
Santa Ana, a municipal corporation of the State of
California, hereinafter called "Santa Ana,"
W I T N E S S E T H
RECITALS:
A. Santa Ana and Costa Mesa each maintains as
part of its municipal service mobile intensive care
paramedics as defined by California Health and Safety Code S
1481.
B. The parties hereto are studying the
feasibility of a multi -agency agreement for combined fire
department communications, training resources and emergency
responses.
C. The parties hereto, as part of the
aforementioned study, desire to enter into an agreement
whereby mobile intensive care paramedics maintained by Santa
Ana may respond to a defined area within the corporate
limits of Costa Mesa.
D. The parties hereto desire to set forth their
rights, duties and responsibilities with respect to said
response obligations.
WHEREFORE, in consideration of the mutual
covenants and agreements hereinafter contained, and subject
to the terms and conditions hereof, the parties hereto do
hereby agree as follows:
1. Santa Ana, pursuant to the authority granted
by SS 55632 et seg. and 6500 et seg. of the California
Government Code, hereby agrees to respond to calls for
mobile intensive care paramedics within the territorial
jurisdiction of Costa Mesa, in accordance with the terms and
'conditions of this Agreement.
2. The paramedic service to be provided by Santa
Ana pursuant to this Agreement shall be provided by Santa
Ana's Paramedic/Engine Company located at 950 West MacArthur
Street, Santa Ana.
3. Santa Ana shall provide the aforementioned
paramedic service. to that area of Costa Mesa lying north of
the San Diego Freeway and east of Fairview Boulevard,
otherwise known as "Costa Mesa Districts 27,47,67 and 87,"
hereinafter referred to as the "service area."
4. Santa Ana Fire Department engine companies or
other fire apparatus shall not be required to accompany a
paramedic unit responding into the service area pursuant to
this agreement.
5. If the paramedic unit responding pursuant to
this agreement determines to accompany patients to a medical
facility, Costa Mesa agrees to use its best efforts to
facilitate the paramedic unit's return to its engine company
by providing return transportation for said paramedics if
necessary.
6. In the event that the paramedic unit at 950
`vilest MacArthur Street is not available for any reason to
respond pursuant to this agreement, Santa Ana shall not be'
obligated to provide paramedic service by any other
paramedic unit, and Costa Mesa agrees to assume all
responsiblity for such response.
7. For purposes of liaison and the administration
of this agreement, the Fire Chief's of each city are
designated as the representatives of the parties to this
agreement, and they shall be jointly responsible for the
administration of this agreement. This responsibility may
be delegated to agents or employees within the respective
fire departments of the cities, provided that each party
shall furnish the other in writing the names and rank of
each such representative.

8. It is understood and agreed by and between the
parties hereto that no money payments will be made by either
city, that no charges will be assessed by either city
against the other, and that each city shall be fully
responsible for all of its costs in connection with the
administration and performance of this agreement. Santa Ana
specifically agrees that the normal fee required by
Resolution of the City Council of Santa Ana for response by
its paramedic units shall not be levied for responses
pursuant to this agreement.
9. This agreement shall commence on July 1, 1979
and end when terminatedasherein provided. Either party
may terminate this agreement by giving notice in writing of
its intention to terminate not less than ten (10) days from

and after the date of said notice.

Approve the agreement permitting Santa Ana paramedic engine company No. 6 to respond into the
areas of Costa Mesa as shown on Attachment A.
BACKGROUND
In September, 1978 the Orange County Emergency Medical Care Committee approved the City's fifth
paramedic unit on a temporary basis for one year. One of the stipulations was that the City
negotiate a boundary drop agreement between Santa Ana and adjoining jurisdictions for para-
medic service. In February of 7979 the Board of Supervisors for the County of Orange mandated
that cities providing paramedic services initiate boundary drop agreements with adjoining
Jurisdictions or face the possibility of losing funding for training of paramedics. The
intent is to provide all citizens in Orange County emergency medical services within the
five minute response time criteria.
The Cities of Santa Ana, Costa Mesa and Newport Beach are now assigned common radio frequencies
and are Created as a single area in the County's mutual aid system, These cities are currently
discussing possibilities for joint powers agreements which may be advantageous to all three
cities. One special advantage is the possibility of combined communication and training
which could result in a substantial savings to Santa Ana.
The paramedic agreement specified "Santa Ana shall provide the aforementioned paramedic service
to that area of Costa Mesa l�ing north of the San Diego Freeway and east of Fairview Boulevard,
otherwise known as 'Costa Mesa Districts 27, 47° 67 and 87' hereinafter referred to as the
service area." Attachment A is a map showing this area.
Fire Station #0 is located ideally to service Santa Ana and the area defined in this agreement
lying within the City of Costa Mesa' The additional service area in Costa Mesa averages 115
calls per year. Paramedic Engine Company 6 is not now receiving an adequate number of
paramedic calls to allow the assigned personnel to maintain their skill levels. The additional
responses will help correct this deficiency and should eliminate the need for special skill
maintenance training.
This extension of paramedic service will commence July l and continue for a six-month trial
period. After the trial period` there will be an evaluation: and a report to the City Council.
This trial period will allow us an opportunity to explore the feasibility of the joint
training, joint communications and joint emergency service operations. The paramedic
boundary drop agreement will satisfy the requirements of the Emergency Medical Care
Committee and the Orange County Board of Supervisors. In addition, it will continue to show
our interest in future developments of Joint power agreememts-

SUBJECT: MULTI -AGENCY AGREEMENT, SANTA ANA, COSTA MESA, NEWPORT
BEACH
Santa Ana and Costa Mesa have had a boundary drop first response agreement
for emergency fire response since September, 1972. This has increased the
level of fire protection for the citizens of both communities in these af-
fected areas.
The Fire Departments of the cities of Santa Ana, Costa Mesa and Newport
Beach are assigned common radio frequencies and are treated as a single area
in the State and County's Mutual Aid System. This plan lends itself to the
sharing of several functions.
The adjoining areas of Santa Ana and Costa Mesa have, and are continuing to
experience, very rapid growth. The area north of the Interstate 405 and
East of the Corona Dorona del Mar Freeway located in Costa Mesa is being
considered for continued intensive development. Because of the increasing
need for fire services in this area, Costa Mesa is considering building an
additional fire station to provide fire protection. Santa Ana already has a
facility ideally located to serve this area.
Discussions have been held at the City Manager and department head level
exploring the advantages and possibilities of a joint powers agreement.
These discussions include shared training facilities and staff, combined
communications facilities, and both emergency and nonemerg ency Fire Depart-
ment service. Completion of such an agreement would result in considerable
monetary savings, increased efficiency and more effective utilization of
resources.
The results of these discussions have been very promising. As a first step
toward the implementation of such an agreement, the Fire Department proposes
to provide paramedic service to the area of Costa Mesa north of the San
Diego Freeway under current mutual aid conditions and procedures. The number
of emergency calls for this area in 1977-78 averaged 116 responses per month
which should have no significant impact on the availability of this paramedic
unit. Since the extension of paramedic service into the northern portion of
Costa Mesa described provides the advantage of operating experience before
entering into a formal commitment, and since the current Mutual Aid Agreement

adequately covers the extention of paramedic service, I plan to approve the
provision of mutual aid paramedic service into the area of discussion. This
extension of paramedic service will commence June 1 and continue for a six-
month trial period. After the trial period, there will be an evaluation and
a report to the City Council. This trial period will allow us an opportunity
to explore the feasibility of the joint training, joint communications, and
joint emergency service operations. I plan to provide you progress reports
on this study during the interim period.
