1. Reject the bid from Cici Tactical Shop as nonresponsive to the
specification.
2. Award a contract to United Shield International, LLC for the
purchase of ballistic police helmets with riot face shields in the
amount not to exceed $37,655.
DISCUSSION
The Santa Ana Police Department issues helmets with face shields for the
protection and safety of officers who respond to potentially violent
situations. The current inventory is over nine years old and the helmets
were not made to provide ballistic protection. Last year, the department
ordered and field-tested a small number of new ballistic helmets. The
department is satisfied with the new model and plans to replace the entire
inventory of dated helmets over the next three years. The recommended
action will replace 140 helmets as the first phase.
The notice inviting bids was advertised December 26, 2007, and bids were
solicited. A summary of the bid invitations and bids received is as
follows:

Bids were received and opened January 14, 2008 (Exhibit 1) The bid
received from United Shield International, LLC is responsive to the
specification and meets the Police Department's requirements. The award
amount includes a contingency to facilitate the purchase of additional
helmets.
