Award a contract to Lake Chevrolet for the purchase of one rapid deployment %-ton transportation vehicle in an amount not to exceed $68,170. 2. Award a contract to City Chevrolet for the purchase of six %-ton utility trucks and one 1-ton utility truck in an amount not to exceed $199,740. DISCUSSION The Finance and Management Services Agency Fleet Division's annual Equipment Replacement Program is in the City's annual budget and includes vehicles scheduled for replacement. Funding is monitored through a depreciation schedule established with each department. For fiscal year 2007-2008, 85 vehicles are identified for replacement. The proposed action is to replace 5 of those identified and ac~.d three new vehicles to the fleet. Additionally, the Fleet Division reviews acquisitions in accordance with the City's Hybrid and Alternative Fuel Vehicle Acquisition Policy. Currently, hybrid vehicles are not available in %-ton and large truck categories. Agencies utilize different classes of vehicles in accordance to the needs and requirements of their operations. The Police Department is adding one -ton Chevrolet Suburban to the fleet as a rapid deployment transportation vehicle under a Police Block Grant. The City's 10 SWAT members assigned to Orange County's Joint Hazard Assessment Team will be transported in the rapid deployment vehicle to any incident. Additionally, the Police Department is replacing a 1997 large utility truck used for transporting office and safety supplies as well as delivery of City assets. 22G-1 Contract Awards for Large Trucks March 3, 2008 Page 2 The Public Works Agency is replacing three large utility trucks, ranging between 10 to 12 years old and used in the Environmental Sanitation operation, sewer division and water quality and measurement control meter shop. Also, Public Works is adding two utility trucks to the vehicle fleet - one for a new Project Manager in street tree maintenance and a second to be assigned to a new crew leader in graffiti control. The Park Maintenance Division of the Parks, Recreation and Community Services Agency is replacing a 1998 Chevrolet 3~-ton utility truck used in servicing the City's pools, fountains and two lakes. In accordance with specifications, two separate solicitations were issued. Bids were received and opened on February 06 and 07, 2008 and evaluated. The attached exhibit highlights the results of each bid. The bid from Lake Chevrolet for the rapid deployment vehicle was a sole offer on bid 08-001. On bid 08-003, nine responses were received, including one from the Santa Ana vendor. The bids from Reynolds Buick and Quality Chevrolet are considered non-responsive to the specification, with the bid from City Chevrolet responsive to the specifications and meeting the City's requirements. FISCAL IMPACT Funds are available in the Equipment Replacement account (no. 76-145-6641) in the amount of $149,557; and Public Works Environments/Sanitation account (no. 68-632-6641) in the amount of $22,905; and Public Works Street Trees account (no. 68-637-6641) in the amount of $27,278; and Police Block Grant Supplemental Law Enforcement Services account (no. 128-351-6641) in the amount of $68,170.
