Approve submittal of the Step 1 Santa Ana/Garden Grove Transit Vision and
Go Local Project Concept Report to the Orange County Transportation
Authority, including a request for funding to move the Project Concept
into Step 2 of the Go Local Program.
DISCUSSION
The City of Santa Ana is partnering with the City of Garden Grove to
develop a Go Local Project Concept. The Santa Ana / Garden Grove Go
Local Project Concept encompasses a project area that extends from the
Santa Ana Regional Transportation Center on the east to the State Route
22 (SR-22) / Newhope Street intersection on the west. The three
components of the Go Local Project Concept create a gateway at each end
of the project areas linked together by new multi-modal transportation
facilities and services.
The three components of the Project Concept are:
1. Implementation of a Modern Streetcar - The streetcar provides the
key transit connection between Santa Ana Regional Transportation
Center (SARTC) and Garden Grove SR-22 Freeway. This links a string
of employment and activity centers along the route, including: the
Santa Ana Civic Center; Downtown Santa Ana; the Renaissance Specific
Plan area; and the planned Brea-to-Irvine Bristol Street Corridor
Bus Rapid Transit (BRT) system which provides connections to John
Wayne Airport, South Coast Metro and Santa Ana College. The
streetcar would travel in the existing street sharing lanes with
vehicular traffic. Stations would be located on public sidewalks
and rights-of-way.

2. Expansion of the SARTC - Expansion of the SARTC would support the
expanded Metrolink service and accommodate the intermodal
transportation system that includes a streetcar, BRT, local and
regional buses, bikes, and pedestrians. The SARTC expansion would
incorporate transit oriented development and include high rise
office towers consistent with the Renaissance Specific Plan.
Finally, the SARTC expansion would include a grade separation of
Santa Ana Boulevard and LOSSAN Corridor.
3. Use of the PE Right-of-Way - To take advantage of the opportunity
provided by the OCTA-owned PE Right-of-Way, the project concept
includes an arterial street extending from the SR-22 to Raitt Street
and the construction of a new interchange at the intersection of
Newhope Street and the SR-22. The combination of the arterial
streets and interchange will provide direct access to central Santa
Ana from Garden Grove and the region. The arterial would
accommodate the modern streetcar and possibly future BRT services
and provide development opportunities for the Willowick Golf Course
site owned by the City of Garden Grove.
City Council action to submit the Step 1 Project Concept to OCTA would
also include a request for funding to further develop the three
components of the project concept in Step 2. Activities will include
planning, conceptual engineering, environmental analyses and document
preparation, development of a funding strategy, and public outreach for
each component. The funding request to OCTA for Step 2 activities is as
follows:

Staff recommends that the City Council approve submittal of the Step 1 Go
Local Project Concept Report to OCTA with an application for Step 2
funding.

There is no environmental impact associated with this action.
FISCAL IMPACT
There is no fiscal impact associated with this action at this time.
However, match funding criteria is currently being evaluated by OCTA.
