Regular Adjourned Meeting of February 4,2008 MISCELLANEOUS ADMINISTRATION 19A CLOSED SESSION REPORT CONFERENCE WITH LABOR NEGOTIATOR pursuant to Government Code Section 54957.6(a) Motion: Amend the City Manager's employment agreement to increase the base salary by 15% together with an increase in the deferred compensation contribution up the maximum regular annual amount permitted under the IRS Code. 19.B. EXCUSED ABSENCES - None **END OF CONSENT CALENDAR** WORK STUDY SESSION W.SA GENERAL PLAN HOUSING ELEMENT UPDATE - POLICY VISIONING SESSION - Planning and Building Agency CITY COUNCIL MINUTES 49 FEBRUARY 19, 2008 Highlights of this work study session are as follows: . Jay Trevino, Executive Director of Planning and Building Agency made a presentation of various elements of the City's Housing Plan . Housing element is a required chapter of Santa Ana's comprehensive General Plan . General Plan guides future development in Santa Ana . Legal requirements of the element include the following: o Analysis of existing community characteristics o Inventory of suitable sites for housing development o Analysis of potential barriers and constraints to housing development o City's housing goals, quantified policies and implementing programs . Santa Ana is required to plan for 3,393 new units between 2006 and 2014 including apartments, condominiums, and single-family homes . Housing prices must be affordable to all income levels in Santa Ana (Median income in Santa Ana is $54,000) . Santa Ana offers about 75,000 housing units; predominantly single- family housing types . Homeownership-renter ratio is 50:50 percent . Vacancy rate is low - approximately 2 percent . Deadline for completion of the housing element is June 30, 2008 . Steve PonTell, President of the New West Ventures, presented various facts, maps, and data related to options for the City's future housing plan Councilmember Carlos Bustamante left the meeting at 8:20 p.m.; Mayor Pulido left the meeting at 8:22 p.m. and Mayor Pro Tem Alvarez assumed the chair. Council discussion ensued and members provided several suggestions for inclusion in the plan. Mayor Pro Tem Alvarez asked staff to prepare a working draft document for further Council review. PUBLIC COMMENTS Steve McGuigan noted that the Work Study session could have been conducted in the Council Chambers; also noted that the City needed to review the general plan and the transportation plan in conjunction with the housing element George Collins noted that the Council took action on an item tonight that was not part of the work study session CITY COUNCIL MINUTES 50 FEBRUARY 19, 2008 PUBLIC COMMENTS CITY MANAGER AND COUNCIL COMMENTS 90.A.
