EXCUSED ABSENCES - None **END OF CONSENT CALENDAR** CITY COUNCIL MINUTES 110 APRIL 21, 2008 W.SA WORK STUDY SESSION CAPITAL IMPROVEMENT PROGRAM (CIP) FISCAL YEAR 2008-2009 - PUBLIC WORKS AGENCY Souri Amirani, Deputy City Engineer, Public Works Agency presented the proposed Capital Improvement Program (CIP) for fiscal year 2008-2009. Highlights of this presentation are as follows: · Total Fiscal Year 08/09 Capital Improvement Program budget equals $110,694,119 · Funding for the Capital Improvement Program comes from the following sources: o Measure M Competitive funds o OCTA Gas Tax Funds - Bristol Street o OCT A "Go Local" Transit Vision funding o Local Street Bond Fund (COP) o Proposition 42 - Prior Year (City and County) o Proposition 1 B (City and County) o Highway Bridge Rehabilitation & Replacement Program (HBRR) o Highway Safety Improvement Program o Regional Surface Transportation Program o Rule 20A - Southern California Edison o California State Park Bond (Proposition 12) o California State Park Bond (Proposition 40) o City of Santa Ana Employee Contributions o County of Orange o Friends of Santa Ana Zoo o Kiwanis Club Donation o Sandpointe Neighborhood Association o State Bicycle Transportation Account (BTA) o State Habitat Conservation Fund Program o State Land and Water Conservation Fund (LWCF) o State Recreation Trails Program o Southern California Wetlands Recovery Grant o University of Irvine Funding . Total Grants/Other Funds = $94,973,400 . Neighborhood Improvements = $26,648,800 and includes omnibus concrete, neighborhood traffic mitigation and local street pavement rehabilitation . Arterial Widening improvements = $46,247,800 and includes arterial widening at Alton Avenue Overcrossing @ SR-55; Bristol Street Widening Phases I and II; First Street Bridge Widening over Santa Ana River; Grand Avenue widening First Street to Fourth Street; GrandlDyer intersection; MacArthur Boulevard @ SR-55; project development; right-of-way management and Seventeenth/Broadway intersection CITY COUNCIL MINUTES 111 APRIL 21, 2008 WORK STUDY . Street Reconstruction/Resurfacing = $10,091,319 and includes Civic Center drive from French to Santiago; Fifth Street rehabilitation from Fairview Street to Jackson Street; McFadden Avenue from Bristol to Flower; McFadden Avenue from Standard to Maple; pavement management; Plaza Drive from MacArthur to Sunflower; rehabilitation of bridges at Fifth Street and McFadden Avenue; Segerstrom Avenue from Bristol to Raitt , Raitt to Fairview, and Fairview to Harbor; Standard Avenue from Warner to First; Susan Street from MacArthur to Sunflower . Total Arterial Improvements = $56,339,119 . Traffic Improvements = $16,659,700 and includes Fairview/Harbor interconnect and intertie with Fountain Valley; Harbor at Kent (traffic signal); Railroad Grade Crossing Enhancement Safety and Quiet Zone Improvement projects; System detection and transportation information system; Santa Ana at Flower traffic signal modification; Santa Ana/Garden Grove "Go Local" concept study; SBC rental fee for signal interconnect; Traffic management plans; Traffic Signal Capital Improvement . Sewer Improvements = $1,450,000 and includes sewer main hot spot repairs and main replacements; sewer reconstruction at Parton Street _ 15th to Washington; sewer reconstruction at Van Ness Avenue, North of Warner; sewer reconstruction at Washington Avenue - Bristol to Pacific . Water main replacements = $4,600,000 . Underground utilities = $1,634,000 and includes Bristol Street - Third to Civic Center; Grand Avenue - First to Fourth . Total Infrastructure Improvements = $7,684,000 . Park improvements or renovations include the follow projects: o Centennial Sanctuary Peninsula Water flow at Centennial Park o Centennial road renovation o "Cienegas de las Ranas" habitat renovation at Thornton Park o Fairview triangle rest stop o Flower Street bike trail extension o McFadden Triangle Landscaping o Santa Anita pool resurfacing o Santa Ana Zoo "Tierra de las Pampas" exhibit o Thornton Park Basketball Court . Total Park Facility Improvements = $3,362,500 Following the presentation on the 2008-2009 fiscal year Capital Improvement Program, Council discussion ensued. CITY COUNCIL MINUTES 112 APRIL 21, 2008 PUBLIC COMMENTS PUBLIC COMMENTS ON ISSUES OF PUBLIC INTEREST Pat McGuigan complimented the Public Works Agency on the road work on 1st Street; she further noted that she received a cable bill that reflected a fee increase however she was not notified of the increase Rick Niedermeyer asked the Council to consider extending the hours of selling fireworks on the July 4th weekend Beatriz Susa Prado thanked the Council for passing a resolution related to controlling underage drinking Stanley Fiala spoke on general concerns CITY MANAGER AND COUNCIL COMMENTS 90.A.
