FISCAL YEAR 2008-2009 -PROPOSED CITY BUDGET Placed on first reading at the June 2, 2008 City Council meeting and approved by a vote of 7-0. Published in the O.C. Reporter on June 6, 2008 Motion: Place ordinance on second reading and adopt. ORDINANCE NO. NS-2769 - An ordinance of the City Council of the City of Santa Ana appropriating monies to the several offices, agencies and departments of the City for the Fiscal Year commencing July 1, 2008 MISCELLANEOUS ADMINISTRATION 19.A. CLOSED SESSION REPORT Motion: Confirm appointment of Cynthia J. Nelson as the Deputy City Manager for Development Services CITY COUNCIL MINUTES 171 JUNE 16, 2008 WORK STUDY 19. B. EXCUSED ABSENCES Motion: Excuse the absence of Councilmember Tinajero from the meeting of June 16, 2008. **END OF CONSENT CALENDAR** WORK STUDY SESSION W.S.A. SANTA ANA GREEN -PUBLIC WORKS AGENCY Brian Bist, Member, Environmental and Transportation Advisory Committee (ETAC), gave a brief explanation of the programs promoting sound environmental practices that the City has developed; he also promoted the new webpage on the City's site called "Santa Ana Green". Mary Gonzalez, Projects Manager, Public Works Agency, presented details about some of the City's initiatives. Highlights of this presentation are as follows: • Climate Protection Initiative o Worldwide, cities account for 78% of all greenhouse gas emissions 0 300 Mayors in the United States, including Mayor Pulido, have signed the U.S. Mayors Climate Protection Agreement o City committed to meet or beat the Kyoto Protocol targets in the community, through actions ranging from anti-sprawl land-use policies to urban forest restoration projects to public information campaigns o Tips for reducing global warming include: Drive less, be fuel efficient, change your air filter, conserve hot water, insulate your water heater, buy local products, etc Tree Prooram -Tree City USA o The City has established a Tree Board (ETAC), made up of council appointees who provide oversight on tree planting programs o Established a tree care ordinance in 1998 which provides guidelines for maintaining a healthy urban forest o Celebrate Arbor Day annually o Established a Community Forestry Program with an annual budget of a least $2 per capita Green Vehicles -Hybrid and Alternative Fuel Vehicle Program o City established a hybrid and alternative fuel vehicle acquisition policy to be environmentally sensitive in the purchasing and leasing of vehicles for city use CITY COUNCIL MINUTES 172 JUNE 16, 2008 WORK STUDY o Priority to replace vehicles with the cleanest and most fuel- efficient vehicles that also meet the needs of the various city departments o City yard has installed two fueling stations -one for hydrogen vehicles and one for Compressed Natural Gas (CNG) vehicles • Water Conservation o City provides high efficiency toilets and waterless urinals in City Hall, City Yard and Police facilities o Provides weather based irrigation, utilizing sensors that monitor moisture levels, to water only when necessary o Provides high efficiency clothes washers that use less water and perform better o Provides reclaimed water to commercial and industrial users for irrigation or processes o City departments asked to adopt water conservation techniques and equipment o Work with the Municipal Water District of Orange County and Metropolitan Water District of Southern California on a variety of conservation efforts o Educates residents on water conservation programs and opportunities • Recvcling Programs o Examples of programs include: Residential curbside recycling; multi-family recycling; construction and demolition recycling; certified recycling centers; used motor oil and oil filter program; City Employee battery recycling; composting; household hazardous waste; and Sharps/Needles recycling • Build Green Initiatives o Planning and Building Agency waives solar permit fees o Solar plan check services are free o Solar building inspection services are free o Field verification of energy-efficient heating o Special counter window established for inspections Following the presentation, Council discussion ensued. Councilmembers were very impressed with the varied activities and programs the city has developed to promote the environment. Some members asked city staff to look at creative ways to promote the City's efforts in addition to the web page. Members also asked staff to continually review environmental programs and to work with the Council's Development Committee in implementing additional initiatives. CITY COUNCIL MINUTES 173 JUNE 16, 2008 PUBLIC COMMENTS ON ISSUES OF PUBLIC INTEREST AI Amezcua suggested that the City work with the neighborhood associations in developing programs for all residents in the City; he further announced that applications were being accepted for the Measure G Bond Oversight Committee CITY MANAGER AND COUNCIL COMMENTS 90.A.
