CONSENT CALENDAR
Motion:
1. Award a contract to R.J. Noble Company, the lowest responsible
bidder, in accordance with unit bid prices in the estimated
amount of $3,294,332 for construction of Standard Avenue
Rehabilitation from Warner Avenue to First Street.
2. Approve a Funding Analysis with a total estimated construction
cost of $4,447,300.
Councilmember Bustamante declared a conflict of interest on Item 23.A
due to a recent campaign contribution from the contractor, and left the
dais for this item

WORK STUDY SESSION
W.S.A. Progress Report on the Housing Element; Review and Discussion of
Policy Framework -Jay Trevino, Executive Director, Planning & Building
Agency and Steve PonTell, President of the New West ventures.
Highlights of this work study session are as follows:
• Housing element is a required chapter of Santa Ana's comprehensive
General Plan
• General Plan guides future development in Santa Ana
• Legal requirements of the element include the following:
o Analysis of existing community characteristics
o Inventory of suitable sites for housing development
o Analysis of potential barriers and constraints to housing
development
o Must address the housing production goals of the Regional
Housing Needs Assessment (RHNA)

WORK STUDY
• Santa Ana is required to plan for 3,393 new units between 2006-2014
including apartments, condominiums, and single-family homes
• Several public forums were conducted from late 2007 through April,
2008 to receive public input on the housing element
• Housing Goals are as follows:
o Promote livable neighborhoods through quality housing
conditions, quality parks and community services, and well-
maintained infrastructure that inspire neighborhood pride
o Provide a diversity of quality housing, affordability levels, and
living experiences that accommodate residents and workforce of
all household types, income levels, and age groups to foster an
inclusive community
o Increase opportunities for low and moderate income individuals
and families to find suitable housing, remain in Santa Ana, and
afford a greater choice of rental or homeownership opportunities
o Provide adequate rental and homeownership housing
opportunities and supportive services suitable for seniors,
people with disabilities, families with children, and people
needing emergency, transitional, or supportive housing
• RHNA is intended to accommodate population and employment growth
and is set by Southern California Association of Governments (SCAG)
• Includes the total number of housing units by affordability level
• Requires jurisdictions to identify adequate sites, zoning, and
development standards
• Opportunity areas were outlined by the presenters and include:
residential opportunities, Renaissance Specific Plan, office/industrial,
commercial, and, parks/open space
Councilmember Bustamante left the meeting at 6:30 p.m. Following the
presentation, Council discussion ensued and members provided several
suggestions for modifying the vision and the goals including adding
opportunities for "move-up" opportunities to encourage residents to remain
in Santa Ana.
Members asked staff to give additional information relative to the outreach
efforts and expressed concern that not enough credit was given by RHNA
for rehabilitation projects in built out cities such as Santa Ana; it was
suggested that the City advocate for legislative changes in the allocations
allowed. Members also discussed ways to evaluate and implement an
inclusionary housing requirement across the City. Mayor Pro Tem Alvarez
asked staff to look at the status of the condition of homes due to the
increase in foreclosures in the City.

PUBLIC COMMENTS ON ISSUES OF PUBLIC INTEREST
Stanley Fiala questioned the need for a housing element due to the troubled economy.
