HomeMy WebLinkAboutResolution 3491_1946_August 23 . .. ...... ....; RESOLUTI~N NO. 3491 ~ .~ER~S, the Clty Councl1 of the Clty of Santa Ana proposes to enter Into a contract wlth the Doard of Adml~lstration of the State Employees' Retlrement System maklng the employees of sald Clty members of sald Retlrement System, whlch ssld contract Is set forth In that certain Resolution of Intention to Approve Contract for Partlclpatlon In the State Employeea' Retlrement Syatem adopted at an adjourned ragular meetlng of thls Councl1 on the 23rd day of August, 1946; and ~ .~EREAS, under the provlalone of the Callfornla State Employees' Retlrement Act such contract may not be approved unless and untl1 an electlon hss been held to permlt the employees proposed to be lncluded In the Rettrement System to express, by sscret ballot, thelr approval or dlsapproval of said retlrement proDossl, whlch said election shall be conducted in such manner as to permit the firemen, the pollcemen, and the other city employees to separately express their approvsl or dlsapproval thereof. NOW THEREFORE, BE IT RESOLVED: That such an electlon be conducted on the 26th day of August, 1946, in the manner hereinafter prescribed: ea) Ballots- The ballots to be used shall be those provided by the Board of Adminiatrstlon of the State Employees' Retirement System, pri~ted on dlstinctlve colored paper, for each of the three classes of employees entitled to vote, one for the use of City firemen, one for tbe use ot City pollcemer., and the tnird 1'or the use of employees other than Cl ty firemen and City policemsn; (b) The Election - The eleotion shall be held under the super- vision 01' the Clty Clerk, in the office of the City ~lerk, City Hall. Ballots may be cast at any time between the hours of 9 A.M. and 5 P.M. on the 26th day of August, 1946. A roster shall be establiahed for each of the three classea of employess entitled to vote, on which shall appear the names of all employees in the respective class, a spacs for the signsturs of each such employee, and a space for the notation of the fact of his havi~g voted. Every employee desiring to vote shall present himself at tne office of the City Clerk within the time hereinaoove stated, and, havlng signed the roster, shall bs retire to a votlng booth which shall De given a ballot and in provided, which he then ana there may secretly mark his ballot. He shall thereupon and In the presence of the City Clerk, or hls duly authorized deputy, depoait the same in the oallot cox, and the fact of hls having voted shall thereupon bs entered on the roster. ~ The oallot box ..~hall oe sealed by the ~ity Clerk at or oefore the hour of 9 A.M. cn the day of the election and the box shall not be open thereafter until delivered to the canvasslng committee as provided in (c) nereof. (c) C,untin~ !h!-B!1l21s and Declarin~ ~ Results.- At the hour of 5 P.M. on ths day of the election, the City Clerk shall publicly announce the closing of the election and thereupon deliver the " . '- '-' "'" ballot bOX to a com~ittee of three citi&ens consisting of Messrs. Phil ~. ~Eor~e Parker and Dudley Morrison, who shall thereupon publicly open the box and count the oallots, tabulating separately the '~es' and "No" votes caet by (a) City policemen; (b) City firemen; and (c) employees other than City policemen and City firemen. The results of the election ehall then be publicly aeclared by thie committee ana shall be formally presented by it to tne City Council at its meeting held August 20, 1946. BE IT i'URTHER Ri:SOLVED, Th.t a copy of this resolution be posted on the officisl bulletin board maintained in the main entrance to the City Hall, from the date hereof until the cloee of said election; and ol IT FURTrlER RESJLVED: That the City Clerk notify the heads of all departments of the City government of the adoption of this resolution wlth the instruction to notify the employees of thelr departments as to the contents thereof.
