EXCUSED ABSENCES - None CITY COUNCIL MINUTES 272 OCTOBER 20, 2008 CONSENT CALENDAR AGREEMENTS Motion: Authorize the City Manager and Clerk of the Council to execute the following agreements, subject to non-substantive changes approved by the City Manager and City Attorney. 25.A. AGMT NO. 2008-283- COOPERATIVE AGREEMENT FOR EXTENDED LIBRARY HOURS - With the Santa Ana Unified School District for $168,990 - Library 25.B. AGMTS - RAILROAD GRADE CROS~II'JGSAFETY ENHANCEMENT AND SAFETY MEASURES RELATED. TO QUIET ZONE IMPLEMENTATION- PUblic Works Agency Jim Ross, Executive Director of Public Works, gave a brief presentation to the City Council on this project. Motion: Authorize the City Manager and Clerk of the Council to execute the following agreements, subject to non-substantive changes approved by the City Manager and City Attorney: . AGMT NO. 2008-284 - COOPERATIVE AGREEMENT - With the Orange County Transportation Authority (OCTA) . AGMT NO. 2008-285 - CONSTRUCTION AND MAINTENANCE - With Southern California Regional Rail Authority (SCRRA) MOTION: Bustamante SECOND: Tinajero VOTE: AYES: Alvarez, Benavides, Bustamante, Martinez, Sarmiento, Tinajero, Pulido (7) NOES: None (0) ABSTAIN: None (0) ABSENT: None (0) Isabel Reed, Martha McMillan and Beverly Schick addressed the Council following approval of the item and thanked the Council for supporting the neighborhood. Ms. Schick further suggested that the neighborhood was opposed to a traffic light but would support additional stop signs on Lincoln, as well as speed humps. **END OF CONSENT CALENDAR** CITY COUNCIL MINUTES 273 OCTOBER 20, 2008 WORK STUDY SESSION W.SA PROPOSED YMCA FACILITY AT ALTON AVENUE AND RAITT STREET - JOHN VOGET, EXECUTIVE DIRECTOR, SANTA ANA YMCA John Voget, Executive Director, briefed the City Council on the plans for a new Russ and Kathy Van Cleve YMCA which will provide opportunities and positive change for children and families of the community. A few highlights of this presentation are as follows: o Capital campaign goal for total development of the project which includes an aquatic facility at Segerstrom High School is $23 million; of this amount, $18 million has been raised. o Over 12,000 children and teens live within walking distance of the proposed facility. o Eight K-12 schools are within 1.5 miles. o 80,000 youth under the age of 18 are within three miles. o The population in the community experiences higher than average rates of obesity, asthma and teen pregnancy. o Santa Ana needs more public pools, community centers and safe, open spaces for children to play and exercise to stay healthy. o The first floor of the facility will include a child zone, learning center, and administrative offices. o The second floor will include fitness facilities and health and wellness center. o In addition to the Olympic pool, the outdoor recreational facility will include a speed soccer arena. Following the presentation Councilmembers thanked Mr. Voget for the update on the project and noted that the new YMCA will be a wonderful asset to the City. Councilmembers also pledged their support in assisting the Santa Ana YMCA in its fundraising efforts. PUBLIC COMMENTS ON ISSUES OF PUBLIC INTEREST Michael Stiger and Delante Bess addressed the Council relative to the LaRouche Economic initiative. CITY MANAGER AND COUNCIL COMMENTS 90A CITY MANAGER'S COMMENTS - None 90.B. CITY COUNCILMEMBER COMMENTS Council member Tinaiero . Announced that staff is continuing work on putting together a Santa Ana Day for residents to enjoy many of the attractions in the City either free or at discounted prices. CITY COUNCIL MINUTES 274 OCTOBER 20, 2008 COUNCIL COMMENTS . Noted that the action taken by the Council tonight related to the Quiet Zones will be beneficial for residents most impacted by train sirens and noise. Councilmember Benavides . Asked the City Attorney to continue negotiations on the City's behalf related to Quiet Zone responsibility and liability so that the City can be ready in 2010 when the zones are anticipated to be implemented. . Reminded residents that the November 4th election was coming up and urged voters to take advantage of the privilege to vote and to vote early at Main Place Mall in Santa Ana. Councilmember Bustamante . Thanked the Park Santiago Neighborhood for their support of the City's efforts related to Quiet Zones in the City. . Reminded residents to keep their children safe on Halloween night. Councilmember Martinez . Also reminded residents to have a safe and happy Halloween. Council member Sarmiento . Thanked the Mayor for his leadership on the OCTA Board of Directors relative to railroad grade crossing safety enhancement and safety measures related to Quiet Zone implementation in Santa Ana. . Announced that the Registrar of Voters is accepting voter registration applications until midnight, October 20, 2008. . Noted that the new proposed YMCA facility in Santa Ana is one more positive alternative for our youth. . Thanked the Council's Public Safety Committee for their efforts in identifying several hot spots in the City and thanked the police department public safety operation in the Bishop Manor area where several law enforcement agencies, with the cooperation of the community, coordinated efforts to curtail illegal activities; he noted that several arrests were made and weapons and narcotics seized. Mavor Pro Tem Alvarez . Thanked the Police Department for its commendable work last week in collecting several weapons and narcotics in a collaborative effort with other agencies and the community; she further noted that the City is targeting areas identified as being in the top ten hot spots in the City and in addition to the collection of arms and narcotics, several arrests were made. CITY COUNCIL MINUTES 275 OCTOBER 20, 2008 / COUNCIL COMMENTS . Noted that the Council considered two important matters tonight including the proposed new YMCA facility and the approval of a cooperative agreement for extended library hours with the Santa Ana Unified School District. Mavor Pulido · Thanked the Police Department for their work last week at Bishop Manor and noted that the Department's partnership with federal authorities is very strong. · Also noted that the City is working on many more joint use projects with other governmental agencies. · Asked staff to look into how the City can be more innovative and proactive in working with the judges related to graffiti activity in the community.
