Appoint Carolyn Richard, Workers' Compensation Administrator, as the
City's Alternate Director to the Big Independent Cities Excess Pool.
DISCUSSION
Since 1988, the City of Santa Ana has been a member of the Big Independent
Cities Excess Pool (BICEP) which provides excess liability coverage to
member cities. Per the BICEP Joint Powers Agreement, the City Council of
each member city is to appoint a director and an alternate director to the
BICEP Board. The director is usually the city's risk manager. Jeff
Stevens, Risk Manager, serves as the City's Director and the alternative
director position is currently vacant. Staff recommends that Workers'
Compensation Administrator, Carolyn Richard, fill the vacancy and serve as
the City's Alternate Director. Carolyn Richard has been attending BICEP
meetings for over a year.
FISCAL IMPACT
There is no fiscal impact associated with this action.
