Jl. Award a contract to R.J. Bullard Construction, Inc., the lowest
responsible bidder, in accordance with unit bid prices in the
estimated amount of $464,300 for the Santiago Creek Trail Enhancement
project.
2. Approve a Funding Analysis with a total estimated construction cost
of $581,600.
DISCUSSION
This project will address safety and security access concerns under the
Main Street Bridge and the Santa Ana Freeway (Exhibit 1), by providing
for the installation of a 10-foot high safety fence under Main Street,
re-grading, security lighting, and pavement rehabilitation under both
bridges. Re-grading and lighting under the Santa Ana Freeway will allow
for security vehicle access and the elimination of any level contours
for overnight camping. The project will also provide the necessary
regulation and interpretive signage that will compliment the natural
environment and trails through Santiago Creek. Once completed, these
improvements will enhance security and trail access, lighting, surface
drainage, safety and visual appearance of the Santiago Creek.
The Notice Inviting Bids was advertised on November 19 and 21, 2008, and
bids were opened on December 10, 2008. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of nine bids were received and all were responsive. The lowest
bid was submitted by RJ Bullard Construction, Inc. for $464,300, which
is below the Engineer's estimate of $500,260.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, Categorical
Exemption ER No. 2005-176 has been approved and filed for the project.
FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$581,600 for the project (Exhibit 2). Funds are available in the
Transportation Enhancement Activity Fund (account no.59-551-6631}, the
Recreation Trails Grant Fund (account no. 172-251-6631), the General
Capital Outlay Fund (account no. 051-250-6631) and the Park Acquisition
and Development Fund (account no. 312-232-6631).
