(Americans with Disabilities Act, Title II 28 CFR 35.102) BASIC COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION MEETING INFORMATION AGENDA DESCRIPTIONS The Agenda descriptions provide the public with a general summary of the items of business to be considered by the Community Redevelopment and Housing Commission. The Commission is not limited in any way by the Recommended Action and may take any action, which the Commission deems to be appropriate on an Agenda item. Except as otherwise provided by law, no action shall be taken on any item not appearing in the agenda. All supporting documentation for this Agenda is available for public review in the Community Development Agency during regular business hours, 8 a.m. - 5 p.m., Monday through Friday. The Community Development Agency is located in City Hall, 6th Floor, 20 Civic Center Plaza, Santa Ana, California, (714) 647-5360. PUBLIC COMMENTS Pursuant to Government Code Sec. 54954.3, the public may comment on any agenda item under consideration by the Community Redevelopment and Housing Commission and on any other matters under the Commission's jurisdiction. To speak, please register by submitting a completed "Request to Speak" form to the Commission Secretary. Speaker forms are available on the speaker's podium and Chamber Lobby. To speak on an item on the Agenda, enter the Agenda item number on your speaker form. The Chairperson will call your name when that Agenda item is considered. To speak on an item not on the Agenda, check the Public Comments box on your speaker form. The Chairperson will call your name during the Public Comments portion of the meeting. When speaking, please state your name and address. Limit your remarks to three (3) minutes. The number of speakers and allotted time may be limited at the discretion of the Chairperson. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the Community Redevelopment and Housing Commission and will be enacted by one motion without discussion. A member of the Commission may "pull" any item from the Consent Calendar for a separate vote. Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the Commission Secretary, in which case the item will also be "pulled" from the Consent Calendar. REGULAR MEETING OF APRIL 4, 2006 RECORDING SECRETARY POSTING REPORT The following notice was posted pursuant to the Brown Act and the Maddy Act. Commission Agendas and Notices are posted on the door of the City Council Chambers at 22 Civic Center Plaza. PUBLIC HEARINGS A Public Hearing provides individuals the opportunity to be heard regarding an intended action of the Community Redevelopment and Housing Commission. Persons wishing to speak regarding Public Hearing matters should file a "Request to Speak" form with the Recording Secretary. 4 PUBLIC HEARING -CONSOLIDATED PLAN ANNUAL UPDATE (Terry Gilbreth) Legal Notice was published in the Orange County Register on March 19, 2006; and April 2, 2006. CRHC AGENDA 4 APRIL 18, 2006 PUBLIC HEARING Recommended Action: Recommend that the City Council approve the Consolidated Plan Annual Update for fiscal year 2006 - 2007 and authorize its submittal to the U.S. Department of Housing and Urban Development. 5. PAYMENT TO EDUCATIONAL REVENUE AUGMENTATION FUND (Patricia Whitaker) Recommended Action: 1. Recommend that the City Council approve an appropriation adjustment transferring loan funds from the Low and Moderate- Income Housing Fund to redevelopment project area funds to make the necessary payment to the County Educational Revenue Augmentation Fund as required by legislation implementing the California State Budget for FY 2004-2005. 2. Recommend that the Community Redevelopment Agency adopt a resolution finding that borrowing $3,330,894.37 in Housing Set-Aside Funds to make the FY 2005-2006 payment to the Educational Revenue Augmentation Fund is necessary due to the insufficiency of other revenue sources.
