'j M v rt, z, ba - K MARV 9 q,7 Z-U,:dft-, LETTERS FROM RESIDENTS REGARDING THEIR REQUESTS HOW MONIES SHOULD BE SPENT IN THE NEW 2025 CITY OF SANTA ANA BUDGET. Submitted May 2"', 2025. November 18, 202- Float Santa Ana City Council, Thanks for 0 your dedication to maintain and improve; our city. I live in the South Coast Neighborhood and have children that: attend local schools in Ward 4. 1 was not in favor of the changes proposed in the Bristol.--Sunflower-Plaza-MacArthur lock. For awareness, i try avoid Bristol 5t by taking Flower to Sunflower as much as possible or MacArthur Blvd to hear depending on the clay because it is already congested but most days, it isn't possible. When I learned of the $22,000,000 "gift" from the developers to the City of Santa Ana, 1 was shocked. It is my understandr`ng that Ward 4 witl be heavily impacted not only by r upcoming Construction but by the result of the belated project to bring apartment living and retail developments to the area of Bristol and MacArthur near S Plaza Dr. It, Is my feeling that those living in Word 4 would not support such an initiative except to improve tho existing retail space due to the heavy congestion we already experience can Bristol St especially from the 405 Bristol Exit and 55 Freeway exit of MacArthur all the way drawn to Fairview. In my grind, it would be; appropriate for the $22,000,000 giftty stay in Ward 4 tG benefit the residents that will be directly impacted by this change. Is there an oversight committee so up to review hew this money wit(be property allocated? With Ward 4 accoss to that fund ing, I'd like to niake the foticawing suggestions for your consideration: 9) Flower St from Sunflower to Warner, both sides of they street is very dark _ I'd llkce to suggest brighter street lights or double the lights tea tine this.part of Santo Ana that has 3 schools along it. 1 do not foot safe walking outside because it is so dark and becae.asre of tht; f[00d channel. We've had many neighborhood meetings about hovel unsafe; it is because of ilia poople that itleegatty camp theme. 2) Because there is traffic coming into the South Coast Nelghboorhood due to MacArthur Fundamental school, I'd like to suggest a bolter drop off/driven route`; along Flower St to mitig4jto intermediate school traffic. perhaps widen or add additional lances that could include bike lanes by covering up the flood channel. *The flood channel only seems to benefit the transients and trouble makersthat hide them;. Please do something about the flood channel that is next to our schools & children! It Is distrossful to know that they are in close proximity to minors. S) M8yl suggest hitting all the telephone poles along Flower St (from Sunflower to Warner) underground to make roam to widen the read T- if it is decided to widenthis hart of Flowesr, then hiding the telephone poles would support that initiative 4) Would it be possible to beautify the [)us stops and widen the sidewalk around tile seating area in Ward 4 down MacArthur from Fairview to West Main so that folks can walk around thorn or ride hikes safely around thern? Could there be a frequent schedule of power washing the root I x month & sanitizing the seats 3 week? Since we don't have bike, tanos on MacArthur, wo typically ride our bike, on the sidewalk and it is vary tight to maneuver around the benches at bus stops, lotus we always notice the trash & vandalism on Our weekly bike rides, 6) Not many residents are aware of the MySantaAna app, Please send yearly postcards to encourage usage. That said, at bus stops within Word 4, instead of having empty advertising Space, please promote the MySantaAna Opp by putting an advortisemomt with QR code for those walking by or waiting at bus stops to encourage adoption & use Of this app. 6) Please got now trucks for street swoopors! The current trucks don't pick up anything. If these are contracted vendors, Please work with vendors that have vehicles that are better maintained. 7) Have all asphalt replaced in Ward 4 - there's so many potholes that get reported and never property fixed, 8) On the MacArthur side of Greenville Fundamental, there is a right turn entrance to the back of the school. That entry way is SO NARROW bOCaLISO there is 0 Street tight close to the entrance, please fix the sidewalk to widen the entrance because it is so awkward to enter off MacArthur.- the back right wheel always ctips the curb, increasing wear and tvar, Drivo it onetime, and you will experience it. Move the 6-treettight, widen the entrance. Thanks for your tirno and consideration to keep the "gift" in Ward 4 by taking up same of these suggestions, We love living in Santa Ana thanks to all the progressive progran-is available to its residents. Please continua tea support the residents impacted by now developments and have sympathy for those tbat will have to dent with the increase in troff ic due to decisions made without ourrcipproval. Bo 1988, M31 Santa Ana, CA 92701 Re: Agenda Item # 25 - Budget Direction — Police Oversight Commission Mayor Amezcua and Members of the Santa Ana City Council, On behalf of Orange County Rapid Response Network, we urge the Santa Ana City Council (Council) to direct city staff to include funding for the Police Oversight Commission (Commission) and its Independent Director in the upcoming 2025-2026 fiscal year budget. The Council took a meaningful step toward community accountability by establishing this Commission in 2022, following years of advocacy from residents and community organizations. In the 2022-2023 budget cycle, the Council allocated $1 million to support its creation, including funding for an Independent Director and support staff. However, the City has not yet hired a Director, which has significantly hampered the Commission's ability to investigate complaints of police misconduct and carry out its core functions. We strongly urge the Council to reaffirm its prior budget commitment, and ensure continued funding for both the Independent Director position and the overall operations of the Commission. The community deserves a well-resourced and fully operational Commission —one that can meaningfully promote transparency, accountability, and trust. Box 1988, M31 Santa Ana, CA 92701 Re: Agenda Item #25 — Budget Direction: Police Oversight Commission Dear Mayor Amezcua and Esteemed Councilmembers, On behalf of Alianza Translatinx, we write in firm support of continued funding for the Police Oversight Commission, including dedicated resources for an Independent Director in the 2025-2026 fiscal year. The creation of this Commission marked a pivotal moment in Santa Ana's pursuit of community -centered accountability and transparency. It was a reflection of collective vision —a reflection of the many voices, organizations, and advocates who called for a more just and responsive city. As a Trans -led organization rooted in Orange County, we understand how essential it is to build systems that restore trust, protect our most vulnerable, and honor the dignity of all residents —especially those too often marginalized or harmed by institutional practices. For TGI (Transgender, Gender Non -Conforming, and Intersex) people, particularly Black and Brown residents, oversight is not theoretical —it is deeply personal. The delay in hiring an Independent Director has undermined the promise made to the people of Santa Ana. A Commission without leadership cannot fulfill its purpose. We urge the Council to reaffirm its commitment by fully funding the Commission's operations and ensuring the immediate appointment of an Independent Director. Let Santa Ana be known not just for its progressive commitments, but for the courage to see them through. In solidarity, Khloe Rios -Wyatt Founder & CEO (714) 483-1351 www.alianzatransiatinx.org 206 W.
