On May 20 the county board of supervisors is voting on the landscaping contract for OC Animal Care (OCAC). It's county business, but this city is receiving animal shelter services from OCAC. What the county does matter to the city. You don't need to ask the BOS to reject this contract. I'll assume that this contract is legitimate and not some type of favoritism. Please tell the BOS to get the county to deliver results on this contract. I don't know if it's the fault of the contractor or OC Community Resources, but the shelter play yards have deteriorated badly in 2022-2024. The decrepit yards send a negative signal to staff and volunteers, whom the shelter needs to recruit and retain. Staff and volunteers perceive the yards as an indicator of systemic mismanagement. (Some yard problems also pose safety risks.) Most of the shelter's grass yards used to be visible from public walkways. Beginning in the Spring of 2020 (the COVID outbreak),the shelter blocked public access to some areas, and these yards remain invisible to the public. This may be the reason for the neglect. You can look at the "After"photos in Karen Vaughn's piece. They came from volunteers or staff, in the weeks prior to the publication of that piece. I am attaching a map of OC Animal Care. The "Four Play Yards"just south of buildings 5 & 6 are the worst. On your next visit to OCAC, ask to visit and photograph the "Four Play Yards" south of buildings 5 & 6. Use the map to make sure you're seeing the correct yards. I'll say it before you do: You are NOT landscape inspectors. I don't want to be a landscape inspector myself. I am having trouble sending this to the e comment handle, not sure if I have it wrong... to ensure it reaches its destination I am sending it to the City Clerk as well as City Council email handles. I am seeking to inform the public as to this apartment complex that has a lot of HCV recipients, including SAHA. this property is called Eight 80 Newport Beach, but goes unofficially by differing variations of names, including names not officially registered with any Public Government entity having Jurisdiction. they file B.S lawsuits against tenants under the moniker'UDR Eight 80 1' and 'UDR Eight 8011' and add in their name the words 'Delaware Limited Partnership' in order to get away with being able to have their attorneys verify-ie swear to the truth of their court filings. the attorneys pretend the client is not in the County of OC and has no way to swear as to the accuracy of the complaints. A search of public records online revealed that they file under deliberate misspellings in order to confuse the court clerks into thinking these are all different companies. One can search This is clearly false, as the company has a fictitious Business Name on file with the OC Clerk Recorder's office and also states in public filings that they have a physical office in Newport Beach. A vast super majority of cases brought by this apartment complex are never properly served and end in a Clerk's default at OC Superior Court. In the rare case a tenant fights their case, the attorneys deploy unlawful tactics to wear the tenant down but in my case I pushed back- HARD and they were forced to dismiss. I'm not sure why they are filing ANY lawsuits as they do not even have a business license in Newport Beach. Eight 80 1 and Eight 80 11 are SHELL CORPORATIONS that are really wholly owned subsidiaries of United Dominion Realty. a class-action lawsuit is pending against UDR,the parent company in San Bernadino County for illegal late fees charged to tenants. SAHA has been made aware of this and more fraud, but I have been told they have no authority to investigate any of these practices. this is actually incorrect per HUD. some reasons why PHA's should take an interest in this is be there is large scale fraud and racketeering. After the case against me was dismissed this company hit me with a 3 day notice for alleged unpaid amounts practically every week and demanded I show up in person to a POST OFFICE BOX TO PAY. this is insane and should not be allowed to continue. Defendants agree to provide a.Settlement Fund of$3,000,000.00 to compensate Settlement Class Members,pay notice and adminis- tration costs,incentive awards to the class representative,and litigation costs and expenses;and to pay attorney's fees to compensate Class Counsel. On the most recent 3 day notice they included the figure of 357.72 PLUS extra amounts for water sewer and trash. I am so sick of the fraud they get away with and in distress over the constant pay or quit notices being served up on me without explanation.They are even serving me with notices to pay their collatoral LEGAL costs like certified mail on the NOW DISMISSED CASE. if I do not pay they will file another eviciton. This is Extortion to the Max.They should not be allowed to get away with this. They are represented by David Thatcher and his email is actually copied above.
