"On at least four separate occasions this year, the mayor publicly asked the chief of police and the city manager
if Immigration and Customs Enforcement agents were conducting enforcement in town.
Each time, top city hall staff said they knew nothing.
Lopez added that Rodriguez’s statement shows there is no level of expertise on this issue in the police
department and city manager’s office and said it was why the city’s Sanctuary Policy Advisory group should be
reconvened – something she unsuccessfully called for earlier this year.
“Congressman Correa said, Mayor, stay on the down low. He said it to me. He said it to you. He has said it to
you, stay on the down low. And you know he’s a wise man. He’s been in office a long time, so I’m taking that
advice,” Amezcua said.
Correa did not respond to a request for comment Wednesday.
“There is no way that, as an elected leader, I’m going to hide from this battle,” she said about Amezcua’s
suggestion.
“Any elected person, like the mayor saying, ‘Well, let me just hide away and not say his name, because I’m
afraid’ is unfit to be in office at this moment.”
“Many of our community members go to those meetings, or they watch it online, and so they’re getting a sense
of comfort from the city,” she continued. “Acting ignorant in a time where people need a very solid foundation
is just terrible leadership because people are trying to understand the chaos at hand.”
The network is also demanding officials bring back the Sanctuary Policy Advisory Board, expand the city’s
legal immigration defense fund, create an emergency fund for residents whose loved ones are deported and an
audit into the police department’s ICE related activities.

De Anda said Amezcua’s public advice to avoid confrontational statements about the Trump administration or
ICE enforcement actions will do nothing to quell the fear of residents in the city.
“Community members need action now. They need things like a robust legal defense fund that’s going to
represent them if they were to be detained,” she said. “What the mayor is doing, where it’s just kind of
pretending like things aren’t happening in the community to the most vulnerable populations – It’s not good
leadership.”
“One is that those who are reporting that there has been no ICE activity at city council meetings from the Santa
Ana police department are lying. And the other alternative, which is not necessarily better, is that that
information is not making its way to leaders within the Santa Ana Police Department,” they said.
“There’s nothing new about the mayor coming after me,” Lopez said. “I really recommend that she seek
professional help.”
“What I’ve heard from my constituents is that they want a unified council and leadership, and not a mayor that
is consistently trying to bully and harass me for simply giving my opinion.”

On May 20 the county board of supervisors is voting on the landscaping contract for OC Animal Care
(OCAC). It's county business, but this city is receiving animal shelter services from OCAC. What the county
does matter to the city.
You don't need to ask the BOS to reject this contract. I'll assume that this contract is legitimate and not some
type of favoritism. Please tell the BOS to get the county to deliver results on this contract.
I don't know if it's the fault of the contractor or OC Community Resources, but the shelter play yards have
deteriorated badly in 2022-2024. The decrepit yards send a negative signal to staff and volunteers, whom the
shelter needs to recruit and retain. Staff and volunteers perceive the yards as an indicator of systemic
mismanagement. (Some yard problems also pose safety risks.)
Most of the shelter's grass yards used to be visible from public walkways. Beginning in the Spring of 2020 (the
COVID outbreak),the shelter blocked public access to some areas, and these yards remain invisible to the
public. This may be the reason for the neglect.
You can look at the "After"photos in Karen Vaughn's piece. They came from volunteers or staff, in the weeks
prior to the publication of that piece.
I am attaching a map of OC Animal Care. The "Four Play Yards"just south of buildings 5 & 6 are the worst.
On your next visit to OCAC, ask to visit and photograph the "Four Play Yards" south of buildings 5 & 6. Use
the map to make sure you're seeing the correct yards.
I'll say it before you do: You are NOT landscape inspectors. I don't want to be a landscape inspector
myself. OC Community Resources can and should relieve all of us of this unwanted task by taking care of the
yards.

The Santa Ana Unified School Board voted to eliminate the positions based on a $180 million budget
deficit.
The school board voted to eliminate about 550 total positions, which includes teachers, counselors,
coaches and other school personnel.
The board also cited declining enrollment.

I am having trouble sending this to the e comment handle, not sure if I have it wrong... to ensure it reaches its
destination I am sending it to the City Clerk as well as City Council email handles. I am seeking to inform the public as to
this apartment complex that has a lot of HCV recipients, including SAHA. this property is called Eight 80 Newport Beach,
but goes unofficially by differing variations of names, including names not officially registered with any Public
Government entity having Jurisdiction. they file B.S lawsuits against tenants under the moniker'UDR Eight 80 1' and 'UDR
Eight 8011' and add in their name the words 'Delaware Limited Partnership' in order to get away with being able to have
their attorneys verify-ie swear to the truth of their court filings. the attorneys pretend the client is not in the County of
OC and has no way to swear as to the accuracy of the complaints. A search of public records online revealed that they
file under deliberate misspellings in order to confuse the court clerks into thinking these are all different companies. One
can search This is clearly false, as the company has a fictitious Business Name on file with the OC Clerk Recorder's office
and also states in public filings that they have a physical office in Newport Beach. A vast super majority of cases brought
by this apartment complex are never properly served and end in a Clerk's default at OC Superior Court. In the rare case a
tenant fights their case, the attorneys deploy unlawful tactics to wear the tenant down but in my case I pushed back-
HARD and they were forced to dismiss. I'm not sure why they are filing ANY lawsuits as they do not even have a business
license in Newport Beach. Eight 80 1 and Eight 80 11 are SHELL CORPORATIONS that are really wholly owned subsidiaries
of United Dominion Realty. a class-action lawsuit is pending against UDR,the parent company in San Bernadino County
for illegal late fees charged to tenants. SAHA has been made aware of this and more fraud, but I have been told they
have no authority to investigate any of these practices. this is actually incorrect per HUD. some reasons why PHA's
should take an interest in this is be there is large scale fraud and racketeering. After the case against me was dismissed
this company hit me with a 3 day notice for alleged unpaid amounts practically every week and demanded I show up in
person to a POST OFFICE BOX TO PAY. this is insane and should not be allowed to continue. I have attached also a
document from a Request for Admissions from the dismissed case. If anyone is interested in looking into this further,

The class in this case includes all California residential tenants who,from August 12,2017 to October 24,2024,were charged or paid
one or more Late Fees imposed by Defendants(the"Settlement Class").
WHAT IS THIS CASE ABOUT?
The lawsuit claims that Defendants unlawfully imposed on Leasehold Tenants,and collected from its Leasehold Tenants,Late Fees
in violation of California Civil Code§ 1671,and,in so doing violated various California consumer protection laws. Defendants deny any
wrongdoing,but have agreed to settle the lawsuit,to avoid the cost and expense of further litigation. The Court has not made a decision
regarding liability in the case.
WHAT DOES THE SETTLEMENT PROVIDE?
Defendants agree to provide a.Settlement Fund of$3,000,000.00 to compensate Settlement Class Members,pay notice and adminis-
tration costs,incentive awards to the class representative,and litigation costs and expenses;and to pay attorney's fees to compensate Class
Counsel.
The Settlement Agreement provides that the Settlement Fund,net of deductions approved by the Court,will be allocated to Class
Members who were,or are currently,tenants of Defendants at some time during the period from August 12,2017 through October 24,2024
(the"Settlement Class Period")who were assessed Late Fees as reflected in Defendants'records and who submit a valid Claim Form.
Current tenants are not required to submit a Claim Form to receive their benefit but may still do so. Current tenants will receive
their payment by check at their current address after Final Approval of the Settlement,unless they elect a different payment method by
submitting a Claim Form. If a current Tenant elects to receive payment in a form other than a check,they may receive payment as a credit
to their account with PayPal,Zelle,or Venmo. Current Tenants are current residential lease holders who rent an apartment from any of
UDR's California apartment buildings or residential properties.
Former Tenants must submit a Claim Form to be eligible to receive a portion of the Settlement Fund. Distributions to Former
Tenants will be in the form of a check or,at the Settlement Class Member's option,payment to a specified PayPal,Zelle,or Venmo ac-
count. The Court may,however,adjust the manner in which certain Settlement Class Members are paid to better facilitate the delivery of
settlement funds to those who are entitled to receive them. A former Tenant is a residential lease holder who rented an apartment from any
of UDR's California apartment buildings or residential properties during the Settlement Class Period,paid a Late Fee to Defendants but is
no longer a UDR tenant.

The Court has appointed Bursor&Fisher,P.A.of Walnut Creek,CA,and Gucovschi Rozenshteyn,PLLC,of New York,NY as Class
Counsel to represent Plaintiff and all Settlement Class Members.

The Court will determine whether to approve the settlement at a fairness hearing to be held on April 2,2025(the"Fairness Hearing").

again, I am not sure which email to use for public comment so out of an abundance of caution I am sending to what I
think might be backup email handles. Since this property failed spectacularly in their attempt to falsely evict me after I
reported multiple crimes on property-it was basically a retaliatory eviction - but they were forced to dismiss. Since
then,they have served me with THREE (3) Notices to Quit,week after week after week. I am told a fourth one wiill be
coming tonight since they generally serve these on Tuesday nights by posting them on my door. After I paid one of the
amounts in the 2nd notice,the property manager, Charles Grindrod continued to extort me to pay more. I have included
as an example how they send the light bill but do not inform the Tenant of the actual daily usage-or how they came to
this outrageous amount. They are also engaged in fraudu lent'double-dipping' because the Water, Sewer and Trash were
paid as part of the rent. On the most recent 3 day notice they included the figure of 357.72 PLUS extra amounts for
water sewer and trash. I am so sick of the fraud they get away with and in distress over the constant pay or quit notices
being served up on me without explanation.They are even serving me with notices to pay their collatoral LEGAL costs
like certified mail on the NOW DISMISSED CASE. if I do not pay they will file another eviciton. This is Extortion to the
Max.They should not be allowed to get away with this. They are represented by David Thatcher and his email is actually
copied above. I hope at least someone is curious about why they are serving notices to pay amounts they know are
incorrect and telling tenants to pay at a Post Office in Costa Mesa -see attached. This feels very harassing and
overwhelming.This property is engaged in so much racketeering it should make anyone wonder how they are allowed
to operate.This cheap outfit did not even provide PHA with a copy of the 127 page lease.

To all Tenants and Applicants
The Violence Against Women Act(VAWA) provides protections for victims of domestic violence, dating
violence, sexual assault, or stalking. VAWA protections are not only available to women, but are
available equally to all individuals regardless of sex,gender identity, or sexual orientation.z The U.S.
Department of Housing and Urban Development (HUD) is the Federal agency that oversees that Orange
County Housing Authority(OCHA) is in compliance with VAWA. This notice explains your rights under
VAWA. A HUD-approved certification form is attached to this notice. You can fill out this form to show
that you are or have been a victim of domestic violence, dating violence, sexual assault, or stalking, and

Protections for Applicants

Removing the Abuser or Perpetrator from the Household
OCHA may divide (bifurcate)your lease in order to evict the individual or terminate the assistance of the
individual who has engaged in criminal activity(the abuser or perpetrator)directly relating to domestic
violence,dating violence, sexual assault, or stalking.
If OCHA chooses to remove the abuser or perpetrator, OCHA may not take away the rights of eligible
tenants to the unit or otherwise punish the remaining tenants. If the evicted abuser or perpetrator was
the sole tenant to have established eligibility for assistance under the program,OCHA must allow the
tenant who is or has been a victim and other household members to remain in the unit for a period of
time, in order to establish eligibility under the program or under another HUD housing program covered
by VAWA,or, find alternative housing.
' Despite the name of this law, VAWA protection is available regardless of sex,gender identity,or sexual
orientation.
Housing providers cannot discriminate on the basis of any protected characteristic, including race,color,national
origin,religion, sex,familial status,disability,or age. HUD-assisted and HUD-insured housing must be made
