1. Award a contract to Elite Bobcat Service, Inc., the lowest
responsible bidder, in accordance with unit bid prices in the
estimated amount of $42,424.24 for construction of the MacArthur
Boulevard Frontage to Santa Ana. River Bike Trail Enhancement.
2. Approve a Funding Analysis with a total estimated construction cost
of $56,500.
DISCUSSION
The MacArthur Boulevard frontage to Santa Ana River Bike Trail pavement
is deteriorating due to weather, age and heavy usage (Exhibit 1) . The
project provides for pavement reconstruction of the bike trail that is
connected to the main Santa Ana River Bike Trail. Once completed, the
improvements will enhance the functionality, surface drainage, safety
and visual appearance of the bike trail.
The Notice Inviting Bids was advertised on May 20 and 22, 2009, and bids
were opened on July 8, 2009. A summary of the bid invitations mailed,
the bids received, and the bid results follows.

A total of three bids were received and all were responsive. The lowest
bid was submitted by Elite Bobcat Services, Inc., for $42,424.24, which
is below the Engineer's estimate of $50,000.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, Categorical
Exemption ER No. 2006 -27 has been approved and filed.
FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$56,500 for the project (Exhibit 2). Funds are available in the
Transportation Enhancement Activity Fund (account no. 59- 551 - 6631), the
Park Acquisition and Development Fund (account no. 314 - 232 -6631) and the
Roberti Z'Berg- Harris Grant Fund (account no. 161 - 270 - 6631).
