CALL TO ORDER
The meeting was called to order at 7:09 a.m. by Mayor Pro Tem Claudia Alvarez at
City Hall, Room 831.

AGENDA ITEMS
1. APPROVAL OF MINUTES: August 7, 2007
Councilmember Benavides made a motion to approve the minutes, 2"d motion
by Mayor Pro Tem Alvarez.
2. LOCAL STREET REPAIR STRATEGY UPDATE
George Alvarez informed the Committee that next month they will be bringing o
the Committee a copy of the Work Plan prepared by the pavement
management consultant. The Work Plan will consist of a citywide map
identifying which streets will be repaired and the type of repair that will be done.
George added that staff provided the Consultant a budget and they prepare the
Work Plan (cost estimate) in accordance.

Mayor Pulido asked if staff can consider driving City streets to evaluate what
streets need to be repaired. Jim Ross informed him that staff currently goes
out to the field and visually inspects the condition of the streets to determine the
type of repair needed. He added that staff is currently trying to find a way to
streamline the design build process.
3. TRANSIT MASTER PLAN UPDATE
Toni Bates informed the Committee that the Six-Month Go Local Progress
Report will be submitted to OCTA next week.
Toni went over a presentation handout on the Concepts of the Go Local
Program.
Jose Martinez suggested removing the Maglev from the Concepts of the Go
Local Program and advertise it as a future intermodal connection (vision) of the
Go Local Program.
Jim suggested asking Toni and Jose if they believe the "I" in "SARTIC" should
be used. Toni and Jose will provide the Committee with some concepts/names
for the Regional Transportation Center. Mayor Pulido requested that names be
brought to this Committee for approval.
Toni added that there is a Final Report that gets submitted to OCTA in
February.
4. STATUS OF QUIET ZONE DISCUSSION
Jim provided the Committee with a letter that was submitted to OCTA
requesting they pay 100% of the Quiet Zone Improvements.
Mayor Pulido asked if he should pursue this action if a scope of work is defined.
Jim responded that it will depend on the negotiations of what gets included in
the scope of work. Mayor Pulido requested staff to have discussions with
OCTA to define the scope of work. Once the scope of work is defined with
OCTA, staff will provide the Committee with suggestions.
Mayor Pulido asked if there are any streets that can be considered for an
overpass. Jim responded that 17th Street and Santa Ana Boulevard can be
considered; however, due to the 50% match requirement, the City has not
pursued it.

6. COMMITTEE MEMBER COMMENTS
Mayor Pulido requested staff to contact Caltrans regarding the feasibility of
using rubberized asphalt on Interstate 5, north of SR-55, to reduce the noise
impacts.
7. STAFF COMMENTS
Dave Biondolillo informed the Committee that Mike Pazano, of SCAG, will be
making a presentation to TP&O regarding Orangeline on September 27th and
will come back to the Board in October.
Dave Biondolillo added that the SR-57 Extension will be taken to the Regional
Planning & Highway Committee on October 15, 2007. The Army Corp. of
Engineer's report will be presented and a recommendation will be made to
construct an elevated freeway within the channel.

Staff will contact all Committee members and schedule the next meeting date
accordingly.
