Set Public Hearing For CONTINUED TO /Cam; FILE NUMBER CITY ANAGER RECOMMENDED ACTfON Award a contract to Ironman Parts & Services, using the City of National City's contract, for the purchase and installation of three diesel emission control systems in the amount not to exceed $46,857.49. DISCUSSION The Fleet Division of Finance and Management Services Agency maintains 762 operated vehicles. Additionally, staff monitors Government rules and regulations on emission standards required of large fleets. Public Fleet Rule Section 2022 (dated February 20, 2007) from the California Air Resources Board, in conjunction with the Air Quality Management District (AQMD) required the installation of particulate diesel traps in trucks from year 2002 and older. Staff complied by installing nine vehicles with diesel emission control systems in December 2007. To remain in compliance of the phased installation of the emission control systems, it is required that an additional three vehicles undergo the emission control system. A final phase is required by 2011. The Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against contracts from any public agency utilizing a competitive bid process. The City of National City's contract with Ironman Parts & Service for Cleaire Horizon Electrical Regenerated Systems was awarded as a result of open, competitive bidding, and meets the City's requirements. Staff recommends the purchase of emission systems for two chipper trucks and one large truck mounted crane. A five percent contingency has been included in the award amount.
