L~ATf_: ~ N THIS FOURTH AMENDMENT, made and entered into this 17`~ day of September,
_ ~ ,~ ~ ~~ 2009, by and between the CITY OF SANTA ANA, a charter city and municipal corporation duly
~~ ,~ organized and existing under the Constitution and laws of the State of California ("City") and San
Nice 1' ~ ~' Joaquin Chemicals, Inc. ("Contractor").

RECITALS
A. The City and Contractor entered into Agreement n-2007-096, dated August 13, 2007,
(hereinafter "said Agreement"), by which Contractor has provided water treatment
services to the City.
B. Said Agreement was amended on July, 1, 2008, February 15, 2009 and again on April 1,
2009, to extend the term and add compensation.
C. The parties now desire to again amend said Agreement to authorize water treatment
services for the Grand Central Art Center.
WHEREFORE, in consideration of the mutual and respective promises hereinafter
contained and made, and subject to all the terms and conditions of said Agreement as hereby
amended, the parties do hereby agree as follows:
1. Section 1, SCOPEOF SERVICES, shall be deleted in its entirety and replaced with the
following:
"Contractor shall provide water treatment services for the Santa Ana Police Department and
Detention Facility as set forth in Exhibit A to said Agreement. Additionally, Contractor will
clean the evaporative condenser at the Grand Central Art Center, and provide monthly water
treatment services for the Grand Central Art Center, as set forth in Exhibit B-1 and B-2,
respectively, attached hereto and incorporated by reference.
2. Except as modified herein, the terms and conditions of said Agreement remain unchanged
and in full force and effect.
IN WITNESS WHEREOF, the parties hereto have executed this Fourth Amendment to said
Agreement on the date and year first above written.

Subject: Acid Clean Evaporative Condenser
SAN JOAQUIN CHEMICALS, INC., will provide chemicals to clean evaporative condenser located at the
Grand Central Art Center in Santa Ana, CA. SAN JOAQLJIN CHF,MICAi.S, iNC., will add SANASOI,VG~
2910 to evaporative condenser and recirculate the descaler for 24 hours. After 24 the system will be flushed
with City water until with 5% of city water pI-I and conductivity. After flushing the cleaner from the system we
will treat the system with our SANACORC~ series antiscalant and corrosion inhibitor.
We must treat the system immediately to prevent the scale formation again. The new program must include an
oxidizing biocide to adhere. The lost of heat transfer is directly related to the thickness of the scale.
I reviewed the water treatment program that is currently in use. During my inspection, we found the inhibitor
tank empty and no bromine. The following items must be repaired:
1 F.ach ASCO solenoid VALVE $225.00
1 Each Walchem #410 FS with Dual Biocide Feed $1,275.00
2 Each LMI Chemical Pump A151-392SI $665.00
SAN JOAQUIN CHEMICALS, INC., will invoice the City of Santa Ana, $1,275.00 for Evaporative condenser
cleaning.

Subject: GRAND CENTRAL ART CENTER Water Treatment Program Contract
SAN .IOAQUIN CHEMICALS. INC'.. to furnish all required chemicals:
• to prevent scale, corrosion and bio-fouling of your cooling tower and condenser water heat transfer surfaces.
• closed hot water & chilled water chemicals and analytical services are included with the provision "chemical supplied to make-up
to 10% of system water volume loss" any additional chemicals required will need to be purchased.
Treated systems' water to be analyzed and water treatment equipment to be serviced once per month during operation. Reports to be
submitted to the Chief Engineer and or their designate.
During each service visit, any minor chemical feed adjustments and/or chemical additions will be made by our SAN .IOAQUIN
CHEMICALS, INC.. application specialist or will be noted on our analysis report for your attention
If changes require the attention of the GRAN D CENTRAL AR"f CENTER Properties personnel, our application specialist will make
contact in person, by phone, E-mail or fax conformation. These items will also appear on our analysis reports.
G RAN D C EN T R A L A RT C EN T E R will be invoiced in the amount of $225.00 on the 1st of each month for that month's services. All
analysis and written recommendations for the previous month service will accompany the cturent monthly billing.
This contract can be canceled by either party with a thirty day written notice without prejudice.
Our annual price of $2,700.00 or of $225.00 /month is based on the data supplied. This contract will commence August 15, 2009 and
continue through July 31, 2010, with three additional one year negotiable contract periods.
