RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the Mayor and Clerk of
the Council to execute an agreement with Riverview Golf Course for a
neighborhood mitigation project in an amount not to exceed $30,000.
DISCUSSION
Over the last six months, ongoing discussions have ensued between the
City, Ryland Homes, Riverview Golf Course and the Riverglen
neighborhood. Through these meetings, the parties have attempted to
identify the issues and define measures that would reduce the level of
golf ball intrusion into the Riverglen neighborhood. As a result of
this process, a mitigation plan has been approved between Ryland Homes
and Riverview Golf Course, and an agreement to fund the plan is
currently being finalized. The plan provides for a 300' long netting
and 50' high metal poles to be placed at the most westerly portion of
the 14th green creating a barrier to golf ball intrusion into the
neighborhood. On the 15th fairway, the plan provides for the planting of
trees and 50' netting and poles to be placed in close proximity to the
"Tee" box, which will direct golf play down into the river bottom and
away from the upper out-of-bounds area of the course.
Ryland Homes and Riverview Golf Course have verbally agreed to share
equally in the cost of mitigation measures, which is estimated at
$60,000. Their funds will be deposited into a fund dispersal escrow at
U.S. Escrow.
