RECOMMENDED ACTION
Reject all bids for the Residential Street Repair Phase 13 project.
DISCUSSION
Phase 13 which is the area south of McFadden Avenue and west of Bristol Street, is part of the
City's comprehensive plan to rebuild residential streets throughout the city. Segments of local
streets located in these neighborhoods have been identified as a high priority for rehabilitation in
the City's pavement management system. The pavement is deteriorating due to weather, age,
and heavy usage. Additionally, some of the adjacent curbs, gutters, sidewalks, cross gutters,
and curb ramps are in various states of disrepair and require replacement.

A total of seven bids were received. After further review of bidding documents and information
provided by the bidders, staff concluded that the number of bid alternates in the bid documents
may be unclear for the bidders. Therefore, staff recommends that all bids be rejected. Rejecting
all bids and re-bidding with a revised bid package will provide clear directions to all contactors
and will result a uniform and fair process for all. Following Council action, staff will revise the
contract documents and rebid the project.
