CITY MANAGER
RECOMMENDED ACTION
1. Award a contract to F. T. Ziebarth Company, the lowest responsible bidder, in accordance with
unit bid prices in the estimated amount of $1,717,000 for construction of the West Pump
Station Facilities Upgrade.
2. Approve a Funding Analysis with a total estimated construction cost of $2,146,200.
DISCUSSION
Santa Ana's West Reservoir and pumping station was originally constructed in 1963 (Exhibit 1).
The facility includes a 6-million-gallon steel reservoir with five electric motor driven booster pumps
used to supply potable water to the City's distribution system. All equipment and piping is currently
located outside and the site secured with a chain link fence. The pumping equipment is worn and
deteriorated from years of operation and exposure to the elements, and the electrical panels and
wiring are old, obsolete, and operate inefficiently. Additionally, the site pavement is badly
deteriorated. The project would provide for replacement of the pumping and electrical equipment,
construction of a pump station building, and reconstruction of the site pavement.
The Notice Inviting Bids was advertised on March 24 and 26, 2010, and bids were opened on
April 28, 2010. A summary of the bid invitations mailed, the bids received, and the bid results
