MINUTES RECOMMENDED MOTION: Approve the minutes of the regular meeting of March 22, 2010. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) No disclosures were made. Planning Commission ,Minutes 1 April 12, 2010 WORK STUDY SESSION 1 1 C. TRANSIT ZONING CODE UPDATE Executive Director Jay Trevino and Deputy City Manager for Development Services, Cindy Nelson provided an update on the status of the Transit Master Plan, Transit Zoning Code and the Station District project. Mr. Trevino also gave an overview of the studies underway for components of the Transit Master Plan: Fixed Guideway, SARTC Master Plan, and the Santa Ana Boulevard Grade Separation. COMMISSION RECESSED TO COUNCIL CHAMBER AT 6:27 PM COMMISSION RECONVENED WITH ALL COMMISSION MEMBERS PRESENT, INCLUDING COMMISSIONERS BETANCOURT AND GARTNER. CALLED TO ORDER PLEDGE OF ALLEGIANCE Chairman Alderete PROCEDURAL RULES PUBLIC HEARING ITEMS 1. CONDI"I"ZONAL USE PERMIT NO. 2010-02 COUNCIL CHAMBER 22 CIVIC CENTER PLAZA SANTA ANA, CA 6:32 P.M. Sequoia Deployment Services, representing T-Mobile, is requesting approval of a conditional use permit to allow a 60-foot monopine wireless facility at 1209 East Wakeham Avenue, located in the Light Industrial (M1) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: April 2, 2010 PUBLICLY NOTICED: April 2, 2010 RECOMMENDED MOTION: Adopt a resolution approving Conditional Use Permit No. 2010-02 as conditioned. Associate Planner Larry Yenglin presented the staff report and recommendation. No written communications were received. The public hearing was opened. No public merribers spoke. The public hearing was closed. DRAFT ENVIRONMENTAL IMPACT REPORT NO. 2010-01 FOR THE PARK VIEW AT TOWN AND COUNTRY MANOR PROJECT Receive and file public comments on the Draft Environmental Impact Report No. 2010-01 for the Park View Town and Country Manor project at 555 East Memory Lane. PUBLISHED IN THE ORANGE COUNTY REPORTER: April 2, 2010 RECOMMENDED MOTION: Receive and file the public comments for Draft Environmental Impact Report No. 2010-01. Associate Planner Larry Yenglin presented the staff report and recommendation. Commission noted potential concerns with traffic and parking related impacts, the unit mix, and cornmuriity outreach efforts for the project. Mr. Trevino indicated that the public review period for the draft EIR ends April 29, 2010. Chairman Alderete requested paper copies of the draft EIR appendices be included with the upcoming Planning Commission staff report. Principal/Regional Manager Tom Holm with Michael Brandman Associates provided an update on the environmental process for the Park View project. No written communications were received. The public hearing was opened. No public members spoke. The public hearing was closed. MOTION: Receive and file the public comments for Draft Environmental Impact Report No. 2010-01. STAFF COMMENTS Mr. Trevino welcomed the new commissioners and introduced the Rlanning staff. 4. PLANNING COMMISSION MEMBER COMMENTS Commissioners Acosta and Walters were welcomed by the Commission. Commissioner Acosta announced he will be absent at the April 26 meeting. Chairman Alderete recommended the Commission recognize the years of service for Christopher Leo at a future Planning Commission ,meeting. Mr. Alderete also commented on the selection of Margaret Sohagi's law firm as outside counsel for the Transit Zoning Code and Station District project. 5.
