My name is Manuel Sarinana and I am writing to demand that Santa Ana Police Department be held responsible! The City Council needs to act! The people of Santa Ana deserve justice when cops in the department kill, harass, or withhold important information from residents! On December 1 st, 2024 two SAPD officers murdered Noe Rodriguez after giving him commands in only English although he spoke only Spanish. Officer Luis Casillas shot Noe 18 times and Officer Isaac Ibarra shot him 11 times. Noe's family, including his two young daughters, deserve justice! They have to live the rest of their lives without him and the department hasn't had the decency to even give them a full police report of what happened. But the body cam footage shows that Noe was not a threat and officers continued to shoot even as he fell to the ground. Noe's family is demanding justice and that Casillas and Ibarra be held responsible for this killing like any normal person would be! They are demanding that Casillas and Ibarra be jailed for this murder and I am writing in support of this demand! The City Council must act to support the family's fight for justice! It's unacceptable to allow these officers to stay patrolling the streets when they are a threat to the lives of the people of Santa Ana. I am also writing due to the alarming report by Ben Camacho that proved SAPD has received 42 notifications from ICE about actions in the city since January and they have withheld that information from the public. SAPD also did not provide this information when the council and the Police Oversight Commission directly questioned Chief Robert Rodriguez and Commander Jorge Lopez about any information shared between SAPD and ICE. The Trump administration is launching aggressive attacks against the immigrant community and in a city where 46% of residents are immigrants, this information is critical to avoid potential detention and/or deportation! We have seen since this administration took power, many people in our communities have felt a deep fear to the point of avoiding leaving their homes. Santa Ana residents deserve transparency from SAPD in the form of immediate alerts when any information regarding immigration enforcement actions is given to the department! Local residents deserve timely, accurate information about potential federal immigration enforcement activity in their own neighborhoods so they can make informed decisions for themselves and their families. The Santa Ana Police Department (SAPD) received at least 42 courtesy alerts from ICE/DHS between January 20 and April of this year.' While courtesy alerts from other agencies are not new, what is alarming is that SAPID did not disclose this information to the public or the Santa Ana City Council when questioned explicitly about immigration enforcement activity at several recent City Council meetings.2 These events highlight a transparency gap regarding ICE/DHS presence in Santa Ana that must be addressed for the City to uphold its commitments to welcoming and supporting all residents. State and local law both already heavily limit how much the City cooperates with federal immigration enforcement. Moreover, SAPID regularly publishes data on firearm seizures despite having no policy directing it to do so. Creating a similar procedure for ICE/DHS courtesy alerts would be a practical step toward strengthening trust in the City, ensuring transparency on issues of community well-being, and increasing clarity about information in the public record that residents should have improved access to. Given the role that federal immigration enforcement presence can play in weakening public safety and eroding trust in community institutions, it is imperative that city leaders act in ways that reflect their dedication to honesty and accountability.3 Community members deserve transparent, steadfast leadership from their local governments-especially in times of increased uncertainty and turmoil. The City Council must take immediate action—the people of Santa Ana deserve justice when officers kill, harass, or withhold vital information from the community. On December 1, 2024,two SAPD officers, Luis Casillas and Isaac Ibarra, shot and killed Noe Rodriguez, despite the fact that he only spoke Spanish and could not understand their English commands. Officer Casillas fired 18 rounds, and Officer Ibarra fired 11. Noe's family—including his two young daughters—has been left devastated, yet the department has refused to provide them with a complete police report. Body camera footage reveals that Noe posed no threat, yet the officers continued shooting as he fell to the ground. His family is demanding justice: Casillas and Ibarra must be held accountable for this killing,just as any civilian would be. They should face criminal charges, and I stand with the family in this demand. The City Council must act to ensure justice is served. Allowing these officers to remain on patrol, endangering more lives, is unacceptable. Additionally, I am deeply troubled by Ben Camacho's recent report exposing SAPD's secrecy regarding ICE collaboration. Since January, SAPD has received 42 notifications from ICE about enforcement actions in Santa Ana—yet this information was withheld from the public, the City Council, and even the Police Oversight Commission when Chief Robert Rodriguez and Commander Jorge Lopez were directly questioned. Under the Trump administration's aggressive anti-immigrant policies, transparency is critical, especially in a city where 46% of residents are immigrants. Many in our community live in fear, afraid to leave their homes. SAPD must immediately alert the public about any ICE-related communications to protect residents from detention or deportation. The people of Santa Ana deserve better. They deserve a City Council that will stand up for justice when police kill residents without consequence and conceal information that threatens community safety. We demand action now.
