Mayor and City Council,
I support Council member Lopez's request to direct staff to create an ordinance that requires all federal enforcement
agents to identify themselves within the boundaries of our city.They must be required to have name badges, share their
credentials, and not be allowed to wear face coverings. A similar resolution has already been established in the City of
Huntington Park after they rising safety concerns and arresting a man who was impersonating to be a federal agent. I
hope the council does the right thing and directs staff to establish a strong resolution to do so and ensures that there
are penalties of federal agents violates it.

My name is Arcelia Guti6rrez and I am a resident of Santa Ana in Ward 6. I am writing to urge
you to vote in favor of Agenda Item 32 and to vote against the proposed amendments to the
Police Oversight Commission.
At the last council meeting, Councilmembers Penaloza, Phan, and Bacerra stated there is nothing
the city can do to help residents and oppose the militarization of our city. Voting appropriately
on these agenda items are things you can actually do to support your constituents.
Councilmembers Penaloza, thank you for supporting Vibes Boutique and for calling out Rep.
Young. As one of your constituents, I urge you to do more by voting yes on Agenda Item 32 and

Good Evening Santa Ana City Council Members,
I am writing in a comment today for support of Agenda Item#32. 1 can't put into words how it has felt to see my
community be torn apart in front of my very eyes.The fear that I feel everyday for myself, my family& my community is
not something I would ever wish on anyone. The Santa Ana that I love has been taken away from me. What was once
vibrant and filled with life is now a ghost town. I am urging the City Council to please support Agenda Item#32, in hopes
that it brings the community some sense of safety. While you may feel that we can't ask ICE and federal agents to leave
us alone the least we can do is demand that they identify themselves, clearly display their badge numbers &show their
faces.Too many stories are being shared of impersonators/vigilantes that are kidnapping community members &they
are gone without a trace. This will ensure that those that are violating the law can be held accountable! Lastly, I think it's
very important that our City clearly states it support for CA State bills SIB 627 &SIB 805.

My name is Yenny Bernal. I am a Colombian migrant visual artist,teacher, and small business owner in the city of Santa
Ana with Uplifting Soul Art Events and Galeria of Imagination at MainPlace Mall.
Today I want to share with you my outrage for the continued terrorization of our migrant community in Santa Ana by
masked ICE agents who are refusing to identify themselves or provide us with badge numbers. Also,to voice my
complete disapproval by the mayor and some of the council members to continue to allow our police to support ICE
when we are a Sanctuary city.
This absolutely violates the trust that we put on you as our public servants, and we will not forget during the coming
voting cycle.
It pains me to see my community members being kidnapped in front of their children. My business specializes on arts
education and cultural events and for the last three weeks, I have had seventy percent lost in business due to fear. It's a
disgrace if you think that this is making America better or safer in any way.
I am writing to voice my support for Jesse Lopez proposed items like a relief fund for affected families.,Yes on Bill 805
and Bill 17, and I hope that you seriously consider this ordinance idea,which will protect and strengthen our people's
lives here and now.
ICE out of OC- No police support! No Mayor support.

It is alarming to see the constant media footage of local residents being chased and captured by individuals
who purport to be working as part of immigration enforcement but fail to make their identities and
authority to act known. As an educator, I can attest to the intense traumas that our very own SAUSD
students have experienced, leaving them with deep psychological damage that endures throughout
their youth and beyond. I can also attest as a neighbor and family friend to the sense of terror that has been
instilled in the hearts and minds of families across our city because of these raids. Allowing these officers to
proceed without a modicum of transparency about who they are and even their authorization to conduct
such operations threaten the sense of safety for us all in Santa Ana, lowering our quality of life and our trust
in government to act lawfully.
Agenda item 32 is also in line with actions being taken at the federal level, co-authored by our own
Congressman Lou Correa, to demand more lawful accountability called the No Secret Police Act. And our
state lawmakers have proposed related legislation with SB 805 and SB 627. It is clear that laying low is no
longer a viable option and that direct actions must be taken to preserve our basic rights before they are
violated even further.
You were elected to lead by our residents, and I urge you to take action that demonstrates that leadership
tonight. Move forward to demand that all law enforcement wear visible identification and a ban on wearing
masks that conceal their identities when engaged with the public.

Dear Mayor Valerie Amezcua and Santa Ana City Council Members,
We write in support of Agenda Items #27 and #32. As always, we support efforts to advocate for
community safety and to make transparent immigration enforcement presence in our neighborhoods.
We also write to encourage the City Council to carefully consider its approach to direct aid for residents
during this time, as to be discussed under Agenda Item #28:
1. Existing programming. The City of Santa Ana already has an existing program to support
residents impacted by immigration enforcement-the immigration legal defense fund. Legal
support is often a heavy financial strain on impacted families, so allocating additional funds to
increase legal support capacity is one avenue through which to offer financial relief to residents.
Agenda Item #28 includes expansion of funding for the immigration legal defense fund. Such an
expansion does not need to be routed through or otherwise made more complicated by the
creation of an additional program. Moreover, we continue to emphasize the importance of
ensuring that City-funded legal services are accessible to and reach impacted community
members, including Southeast Asian refugees who are disproportionately targeted for
deportation and face unique challenges to securing adequate legal representation.
2. Funding sources for emergency cash assistance. While some other cities in the region are utilizing
cancelled event funds to support immigrant and refugee residents, their programs involve
significantly smaller allocations.' We strongly encourage the Council to consider
intergovernmental partnerships, public-private partnerships with philanthropic funders, and
amendments to the municipal budget as primary options for funding the emergency assistance
program instead of reallocating community event funds for reasons described below. All three
options are also funding avenues pursued by other Southern California municipalities seeking to
create aid programs for families impacted by immigration enforcement.
3. Honoring the agency of impacted residents and upholding community pride. There are
legitimate safety concerns that many families are grappling with when deciding whether to step
outside their homes, and direct cash assistance is one important way to support families
negatively impacted by immigration enforcement. However, should the City Council pursue the
creation of this emergency cash assistance fund, we encourage the Council to consider
additional or alternative funding sources and allow families the choice of whether to participate
in community events. Families deserve the opportunity to make informed decisions for
themselves rather than having the Council make that decision for them wholesale through mass
cancellation of events-important events that celebrate the rich heritage of local immigrant
and refugee communities.
Similar programs in the cities of El Monte and Montebello have involved municipal fund allocations of approximately$100,000.
Even considering the larger population size and demographics of the City of Santa Ana,a proportionate program would likely be
about$300,000-400,000.The City of Anaheim's program is a partnership and is only partially funded by the municipal government.

My name is Logan Crow, and I live and work in the 6th Ward of Santa Ana. Thank you once again for providing these
opportunities to hear from the citizens of our shared community. I can only imagine how complex and challenging your
roles must be at times like these, and I thank you for shouldering the leadership of our city.
I am writing to voice my strong support of item#32 on the Council agenda for today, Tuesday,July 1, 2025. It continues
to be deeply alarming to see footage of local residents being pursued and/or captured by individuals who purport to be
working as part of immigration enforcement, but who fail to make their identities and authority to act known. Under
such practices, members of our community are at risk of being intimidated, harassed, kidnapped, or worse by individuals
posing as authority figures in bad faith. Moreover, in situations where such activities are indeed being carried out by
legitimate enforcement officers, a lack of proper identification prohibits investigation and litigation should any of these
officers act in a manner that exceeds their authority.
Allowing officers to proceed without a modicum of transparency about who they are, let alone their authority to
conduct such operations, threatens a sense of safety for us all in Santa Ana, lowering our quality of life and our trust in
the government to act lawfully and with transparency. Agenda item 32 is in line with actions being taken at the federal
level,with the No Secret Police Act, co-authored by our own Congressman Lou Correa, intended to demand more lawful
accountability. And our state lawmakers have proposed related legislation with SIB 805 and SIB 627.
Should it be a factor in your consideration, please consider that the argument of"protestors wear masks,why shouldn't
the police?" is wholly irrelevant. Law enforcement officers are armed agents of the state, sworn to serve and protect,
and must be held to a higher standard of transparency and accountability than our general public. An erosion of that
trust of transparency and accountability is exactly what the current climate of masked, unidentified officers is causing
for our community.This is a matter of rights at their most basic. Please move forward to demand that all law
enforcement wear visible identification, and to ban the wearing of masks to conceal officer identities when engaged
with our public.

Dear Santa Ana City Council,
I am writing to express my strong support for Item 32. This ordinance would require all law enforcement officers in
Santa Ana to display visible identification, including a name or badge number, and would ban the use of masks during
interactions with the public. It also affirms the city's support for SIB 627 and SIB 805, two important state bills with similar
goals.
This proposal is about public safety, accountability, and rebuilding trust. Residents in Santa Ana have experienced
serious harm from people impersonating law enforcement, including I C E agents and bounty hunters.These individuals
often operate without uniforms or visible identification and in many cases they have unlawfully detained and physically
assaulted people in our community.This is dangerous and unacceptable.
Although California law currently requires officers to identify themselves when asked,that is not enough. Officers should
wear visible identification at all times when interacting with the public. People should not have to guess who is a real
officer or be forced to ask in tense or intimidating situations.
Item 32 is not about targeting police. It is about protecting the public,the people,we,the Santaneros. It helps prevent
impersonation, increases transparency, and ensures that anyone acting under the authority of law is clearly accountable
to the people. Supporting SIB 627 and SIB 805 at the state level shows that Santa Ana is committed to leading on this
issue.
This ordinance must also include clear enforcement. Rules mean nothing without accountability. We need to make sure
that these requirements are followed and that violations are addressed with real consequences.
I urge you to vote YES on Item 32 and stand with the community. Although many of you have gone against the will of the
people and forced more surveillance on us,this can be your opportunity to turn things around.The community is paying
attention. We will remember the path every single council member chooses. And if you vote against us,we will not
forget it. We will vote you out.
As a reminder,there are true public servants who lead with integrity and courage. Leaders like Zohran Mamdani are

OC Action is a progressive AAPI-Latinx-Labor-Environmental Justice Alliance that seeks to build
progressive transformation of Orange County. The five organizations that anchor OC Action
serve the emerging majority of the county— low-income immigrant Latinx and Asian American
communities that work across issues of immigrant, economic, and racial justice across the
county, including Santa Ana. We believe that local cities and governments have the duty to protect
residents from violence and intimidation. The presence of masked vigilantes in the city's neighborhoods —
individuals who are terrorizing residents and refusing to identify themselves— undermines public safety.
We are in full support of Councilmember Lopez's agenda item advising the drafting of a local ordinance that
ensures any law enforcement officer operating in the City of Santa Ana must have visible identification —
either a name or badge number—and cannot be masked while interacting with the public. Working
families in Santa Ana deserve to know who is policing their neighborhoods.
We furthermore urge the Council to consider formally supporting two critical state bills authored by Senator
Sasha Renee Perez and Senator Scott Wiener:
• SB 627—Would prohibit local, state, or federal law enforcement from acting in our communities
without transparency and oversight.
• SB 805—Would establish clear identification requirements for law enforcement personnel. Most
importantly, it prohibits bounty hunters from engaging in immigration enforcement.

I am writing today as a concerned resident to express my strong support for the proposed ordinance that would require
all law enforcement officials operating in Santa Ana to clearly display their name and badge number and to prohibit the

requirements.
In a democratic society, transparency and accountability are not optional—they are foundational. When law
enforcement officers appear in public masked and without identification, it erodes community trust, creates fear, and
undermines the principle that government officials serve the people. We cannot build public safety by dehumanizing the
relationship between officers and residents.
Recent incidents, both nationally and here in California, have shown masked and unidentified officers tackling or
detaining individuals with no clear justification or warrant.These are not the practices of a free society—they are the
hallmarks of a police state. Santa Ana must take a stand against this trend by codifying basic standards of accountability.
Displaying a badge and name does not place undue burden on officers; instead, it aligns with best practices, ensures
appropriate conduct, and empowers our community to hold public servants to the standards they are sworn to uphold.
I urge you to vote in favor of this ordinance and set a powerful example for cities across the nation: Santa Ana stands
for transparency,dignity,and democratic values.

Dear Mayor and City Council,
I am writing to support the City's efforts to respond to the unprecedented and constitutionally
dubious mass immigration raids occurring throughout Orange County. Your four items are a
necessary step to respond to the urgency of the situation:
• Item 26 - Freedom of Information Act (FOIA) request to U.S. Immigration and Customs
Enforcement (ICE) to add additional transparency and public documentation of
immigration enforcement activity within the City of Santa Ana.
• Item 27 - Resolution calling on all federal representatives to advocate for the removal of
ICE, military, and federal enforcement personnel; support residents impacted by
immigration raids; and a reaffirmation of the City's Sanctuary City policies.
• Item 28 — Considering a temporary program of financial assistance for families impacted
by federal immigration enforcement actions funded by up to $1 million of the FY25-26
budget in accordance with the direction of the Council.
• Item 32 -Discussing and Directing the City Staff to Prepare an ordinance requiring all law
enforcement officers operating in Santa Ana to wear clearly visible identification,
prohibiting face coverings that obscure identity during public interactions, and resolutions
supporting SB 627 and SB 805.
Thank you for taking a comprehensive approach to address the needs of our community in light of
unaccountable masked and unidentified individuals operating in Orange County. The City of
Huntington Park already identified ICE impersonators within their jurisdiction. Troublingly, we
are witnessing an increasing number of reports of individuals impersonating federal agents in other
parts of the Country.

My name is Rocio Rokui I'm a life long community member and resident of Santa Ana. I'm commenting today in support
of agenda item 32 proposed by Jessie Lopez. Our community is on edge and living in fear. My daughter 12 years doesn't
understand why masked men are coming into our city and kidnapping our neighbors, I don't either. How is this
happening?
I urge the city council to require ALL law enforcement to identify themselves with name or badge number and ban law
enforcement from wear mask when interacting with the public. My kid is scared I'm scared these violent men could be
anyone!This is affecting how we move and spend in the city and we are lawful American citizens.
