Thank You Carl Benninger Ward 4 1 Let's be Part of the Solution not the source of the Problem I will keep this short without a long explanation on each point. So short and to the point. I did read the Constitution of the US. You will see that the Federal Government has Supremacy over the States went it comes to Federal Law and responsibly for Immigration So ICE is going anywhere unless the Fed say so. So the solution to me is Citizenship. But the present policies/regulations need to be improved. So I am asking the City Council to instruct the City Manger to write a letter to the two US Representatives and US Senators in support to revamp our Federal Immigration policies and path to US Citizenship. The changes I would recommend would be as follows; 1) Path to Citizenship for anyone who has been in the county for 10 years+and proven to be a citizen by commenting no crimes, prove they have payed taxes and or benefited the community. 2) Anyone who does service or have service in the US Military receives Citizenship a pond an honorable discharge from the Service 3) With all methods available the vending of an Individual should be reduced to months not years as presently. 4) Review the present yearly quotes allowed for new citizens per County by reviewed. I am sure they need to be increased for some and decrease for others. These increases could be a period of time then returned to present numbers. This could be one of the reason for the long delays example is the U-Visa program. The yearly limit is 10,000 people per year. There is presently an eight year back log. So as of today 80,000 people that have qualified for a visa but have to wait. 5) Anyone who has applied for Citizenship is exempt from deportation until case is resolved. Again that resolution should be in months not years. 6) 1 would make this offer for a five year period. Anyone who does not apply could be subject to deportation. I talked to Lou Correa during his visit to Santa Ana on June 21. He is in support but letter from Council would help. Also on the news this weekend were a group of members of Congress interest in revamping the immigration laws. So there is support in Congress. Remember"US Citizenship Matters" and the longest journey starts with the first step. Lets us in Santa Ana take that first step. I do empathize with these families who have been affected; however, it is not the taxpayer’s responsibility to disperse our tax dollars in assisting them The crucial term here is “illegal”. We should not be condoning anything “illegal” - plain and simple. To name a few, this team has taken away funding from the following: 1. Open swim for residents Monday through Friday @ Jerome, Salgado and El Salvador pools 2. No summer concerts at any of the parks 3. No Christmas Tree Lighting ceremony Although I will agree that I have been complacent in not insisting from our elected officials in the United State House of Representative and in the United States Senate on implementing “Immigration Reform”. I will also admit that we all knew of these “illegal” immigrants for years and admit that we closed our eyes – looked away – I guess expecting some form of amnesty or pathway to citizenship. This will all change in the next election. But until then, this does not give this team the “green light” to disperse funds for “illegal immigrants”. Upon doing this, you send the wrong message. You basically tell the “illegal immigrant” that it is “ok” to violate the law; it is “ok” to cross our borders without applying for a VISA. It is “ok” to vandalize our city, use vulgarity towards our Mayor in our city chamber. It is “ok” to continue “as is” since we are giving you our money. This entitlement must cease. It was not us the citizens of Sant Ana who sent ICE into our city. It was not us the citizens of Santa Ana who authorized military presence downtown - but yet we are paying the price. On or about two weeks ago – on a Friday hot afternoon – my two grandsons were excited to go swimming in our local pool. This is a fun activity that we look forward to each summer – myself included. I squeeze into my bathing suit and join my grandsons at our community pool. We used to go to Memorial but since the renovations began, we then moved our swimming activities to El Salvador Park. El Salvador Park pool is no longer open Monday through Friday from 1:00 – 2:30 pm – it is only open on Monday and Wednesday from 1:00 to 2:30. Therefore, on this hot Friday afternoon, the boys put on their trunks and goggles – grabbed their 4 quarters and we headed to Jerome Park. As we entered the pool, the staff member refused to take our quarters and stated that he can only accept dollar bills. I explained that we did not know of this policy and it was not noted on the website and if he could please accept the four quarters as payment – he refused and so did his supervisor. I was in disbelief – I could not go home to get dollar bills since it would take almost 45 minutes to go home and back. I ended up approaching incoming patrons – literally pleading for dollar bills in exchange for our quarters – unbelievable. Mind you, I coach TBall at this same park. So you can only imagine when I hear of $20,000.00 being paid for a councilmember to attend a Harvard Class. Or when I visually see $49,000.00 being paid for a mural in downtown Santa Ana – the Sahuayo Sister City Mural project – a four artist commission with two artists not from California and two artists not from the United States. Let me be clear, Sahuayo is not my sister city. How and why this concept baffles me. I know that I have not been too involved in my civic responsibilities and when I mention this to my fellow Santaneros many don’t know when this Mexican City became our sister and for what purpose. This is a different discussion which will be addressed under separate via. With respects for a new pitching machine, I have literally attended the past few months or rather when a forum is available the Parks and Recreation Council meetings and emphasized the need for a new pitching machine. It has been long overdue for a few years now but to no avail. Our baseball season has started at Jerome with close to or over 500 participants – Santa Ana children – our future and yet you have told them they are not worthy of a new pitching machine. Nor are they worthy of an updated Diamond #4 respectively. The staff at Jerome do the best they can with what is given but the issue remains at bay - there should be no reason why a new pitching machine cannot be provided or a new diamond for these kids. But yet, you milk me for $1.00 in quarters to enter our city pool. No new pitching machine for our baseball season, no concerts in the park for all of us to enjoy, no city pools open 1.5 hours per day Monday through Friday, no Christmas tree lighting, and us the residents of Santa Ana, feel the cutback. Your priority is authorizing:  $20,000.00 for a Harvard Class  $49,000.00 for a mural for artists who do not live in California nor our country. And you still want to give $100,000.00 for “illegal” immigrants? Why? Your priority should be in providing services for us the residents – who stand behind you – who voted for you – those of us who truly care about Santa Ana and not have an arrogance of entitlement. In closing, let us keep on the forefront, that it was the Latino vote which put Trump in office. As of this writing, the polls state that the majority of Latino’s still stand behind Trump. Until this narrative has changed, the deportations will continue to increase. What then, do we continue to put our tax dollar monies into this fund? When does it end?
