C-3-2925 <br /> '- BETWEEN <br /> 3 ORANGE COUNTY TRANSPORTATION AUTHORITY <br /> a AND <br /> THE CITY OF IRVINE AND CITY OF SANTA ANA <br /> 6 FOR <br /> 7 AMENDMENT OF THE MASTER PLAN OF ARTERIAL HIGHWAYS <br /> 8 The following Memorandum of Understanding ("MOU") is effective this day of <br /> 9 , 2025 ("Effective Date"), by and between the Orange County Transportation Authority, <br /> 10 550 South Main Street, P.O. Box 14184, Orange, California 92863-1584 (hereinafter referred to as <br /> 11 "AUTHORITY"), and the City of Irvine and City of Santa Ana, a municipal corporations duly organized <br /> 12 and existing under the constitution and laws of the State of California (hereinafter collectively referred to <br /> 13 as "CITIES" and individually as "CITY"). AUTHORITY and each CITY are sometimes referred to <br /> 1.1 collectively in this MOU as the"PARTIES" and individually as "PARTY." <br /> 15 RECITALS <br /> 16 WHEREAS, AUTHORITY administers the Master Plan of Arterial Highways (hereinafter referred <br /> 17 to as "MPAH") including the review and approval of amendments requested by local agencies; and <br /> 18 WHEREAS, the CITY of Irvine has requested an amendment to the MPAH as set forth in <br /> 19 Exhibit A, entitled "Amendment to the MPAH", to reclassify Red Hill Avenue, between MacArthur <br /> 20 Boulevard and Main Street, from a major (six-lane, divided) to a primary (four-lane, divided) arterial <br /> 21 (hereinafter referred to as the "Amendment to the MPAH"); and <br /> 22 WHEREAS,traffic analysis conducted as part of the MPAH amendment process determined that <br /> 23 the Amendment to the MPAH would result in projected changes to future traffic patterns; and <br /> 24 WHEREAS, CITIES have established Level of Service (LOS) "D" as their minimum acceptable <br /> 25 LOS and an appreciable impact is defined as an increase in Intersection Capacity Utilization ("ICU") of <br /> 26 0.01, or otherwise adopted by the respective CITY, for intersections currently operating at an <br />
