<br />Public Hearing: The Historic Resources Commission decision is final unless
<br />appealed to the City Council within 10 days of the decision by any interested
<br />party or group. Legal notice was published in the OC Reporter on April 18, 2023
<br />and notices were mailed on said date.
<br />1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202303 FOR THE
<br />PROPERTY LOCATED AT 2140 NORTH ROSS STREET (HISTORICALLY
<br />KNOWN AS THE FULLERUTT HOUSE) LOCATED WITHIN THE SINGLE
<br />FAMILY RESIDENCE (R1) ZONING DISTRICT – ANDREA DUMOVICH
<br />HEYWOOD, CASE PLANNER.
<br />Project Applicant: Jane Lewis (Applicant) on behalf of Andrew Spero and Amy
<br />Miller (Property Owner)
<br />Project Description: The applicant is requesting approval of Historic Exterior
<br />Modification Application (HEMA) No. 202303 to allow exterior modification for the
<br />abovementioned property, which is listed as “Contributive” on the Santa Ana
<br />historic register known as the FullerUtt House. Applicant is proposing a rear
<br />addition of 261 new square feet to the historic single family residence, along with
<br />an interior remodel consisting of 373 square feet. The rear addition will not be
<br />visible from the street. New roof will match existing but will have an additional 2x2
<br />wood fascia trim board to differentiate from existing.
<br />Environmental Impact: Pursuant to the California Environmental Quality Act
<br />(CEQA) and the CEQA Guidelines, the project is exempt from further review under
<br />Section 15331, Class 31, as this action is designed to preserve a historic
<br />resource. Categorical Exemption No. ER202341 will be filed for this project.
<br />Recommended Action: 1. Adopt a resolution approving a Certificate of
<br />Appropriateness for Historic Exterior Modification Application No. 202303.
<br />2.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202302 FOR THE
<br />PROPERTY LOCATED AT 302 WEST FOURTH STREET (HISTORICALLY
<br />KNOWN AS THE GILMAKER BLOCK) WITHIN THE TRANSIT ZONING
<br />CODE (SD84) – ANDREA DUMOVICH HEYWOOD, CASE PLANNER
<br />Project Applicant: Mitch Huffman, representing Pintar Investment Company on
<br />behalf of 4 and Broadway OZ SPE, LLC, a Delaware LLC (Property Owner)
<br />Project Description: The applicant is requesting approval of Historic Exterior
<br />Modification Application No. 202302 for the property mentioned above which is
<br />listed as “Key” on the Santa Ana historic register, known as the Gilmaker Block.
<br />The scope of work includes renovating an existing 8,863squarefoot, singlestory,
<br />commercial structure and adding a new rooftop unit of approximately 4,056 square
<br />feet. A 1,632 square foot outdoor seating area with trellis would also be
<br />constructed at the rooftop. On the first level, two new sectional rollup metal
<br />windows will replace nonoriginal windows on the east elevation and two existing
<br />doors will be altered to accommodate ADA requirements. The alley (rear) will
<br />require new doors and windows.
<br />Environmental Impact: In accordance with the California Environmental Quality
<br />Act, the recommended action is exempt from further review under Section 15303,
<br />Class 3 (New Construction of Conversion of Small Structures) and under Section
<br />15331, Class 31 (Historical Resource Restoration/Rehabilitation), as this action is
<br />designed in a manner consistent with the Secretary of Interior’s Standards. Based
<br />on this analysis, a Notice of Exemption, Environmental Review No. 202292 will be
<br />filed for this project.
<br />Recommended Action: 1. Adopt a resolution approving a Certificate of
<br />Appropriateness for Historic Exterior Modification Application No. 202302.

<br />4:30 PM in the Council Chamber, 22 Civic Center Plaza, Santa Ana, CA.
<br />APPEAL INFORMATION:The formal action by the Commission shall become effective after
<br />the tenday appeal period. An appeal from the decision or requirement of the Commission
<br />may be made by any interested party, individual, or group. The appeal must be filed with the
<br />Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
<br />Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
<br />day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
<br />day to appeal shall be extended to the next day City Hall is open for public business. Please
<br />note: Under California Government Code Sec. 65009, if you challenge in court any of the
<br />matters on this agenda for which a public hearing is to be conducted, you may be limited to
<br />raising only those issues which you (or someone else) raised orally at the public hearing or in
<br />written correspondence received by the Commission or City Council at or before the hearing.
