Project Applicant: Jane Lewis (Applicant) on behalf of Andrew Spero and Amy Miller (Property Owner) Project Description: The applicant is requesting approval of Historic Exterior Modification Application (HEMA) No. 2023­03 to allow exterior modification for the above­mentioned property, which is listed as “Contributive” on the Santa Ana historic register known as the Fuller­Utt House. Applicant is proposing a rear addition of 261 new square feet to the historic single family residence, along with an interior remodel consisting of 373 square feet. The rear addition will not be visible from the street. New roof will match existing but will have an additional 2x2 wood fascia trim board to differentiate from existing. Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the project is exempt from further review under Section 15331, Class 31, as this action is designed to preserve a historic resource. Categorical Exemption No. ER­2023­41 will be filed for this project. Recommended Action: 1. Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2023­03. 2.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2023­02 FOR THE PROPERTY LOCATED AT 302 WEST FOURTH STREET (HISTORICALLY KNOWN AS THE GILMAKER BLOCK)  WITHIN THE TRANSIT ZONING CODE (SD84) – ANDREA DUMOVICH HEYWOOD, CASE PLANNER Project Applicant: Mitch Huffman, representing Pintar Investment Company on behalf of 4  and Broadway OZ SPE, LLC, a Delaware LLC (Property Owner) Project Description: The applicant is requesting approval of Historic Exterior Modification Application No. 2023­02 for the property mentioned above which is listed as “Key” on the Santa Ana historic register, known as the Gilmaker Block. The scope of work includes renovating an existing 8,863­square­foot, single­story, commercial structure and adding a new rooftop unit of approximately 4,056 square feet. A 1,632 square foot outdoor seating area with trellis would also be constructed at the rooftop. On the first level, two new sectional roll­up metal windows will replace non­original windows on the east elevation and two existing doors will be altered to accommodate ADA requirements. The alley (rear) will require new doors and windows. Environmental Impact: In accordance with the California Environmental Quality Act, the recommended action is exempt from further review under Section 15303, Class 3 (New Construction of Conversion of Small Structures) and under Section 15331, Class 31 (Historical Resource Restoration/Rehabilitation), as this action is designed in a manner consistent with the Secretary of Interior’s Standards. Based on this analysis, a Notice of Exemption, Environmental Review No. 2022­92 will be filed for this project. APPEAL INFORMATION:The formal action by the Commission shall become effective after the ten­day appeal period. An appeal from the decision or requirement of the Commission may be made by any interested party, individual, or group. The appeal must be filed with the Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final day to appeal shall be extended to the next day City Hall is open for public business. Please note: Under California Government Code Sec. 65009, if you challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the Commission or City Council at or before the hearing. EXECUTIVE SUMMARY Andrew Spero and Amy Miller are requesting approval of Historic Exterior Modification Application (HEMA) No. 2023-03. Specifically, the request is to allow exterior modifications consisting of a single-level rear addition of approximately 261 square feet, and interior modifications to include an interior kitchen remodel/expansion of approximately 229 square feet with new interior master bathroom of approximately 144 square feet (totaling approximately 373 square feet of interior remodel), for the Fuller-Utt House located at 2140 North Ross Street. The property was listed as “Contributive” in 2007 on the Santa Ana Register of Historical Properties. DISCUSSION Project Location and Site Description The subject property is located on the west side of North Ross Street in the Floral Park National Register Historic District in Santa Ana. The General Plan land use designation for the site is Low Density Residential (LR) and the zoning district is Single Family Residential (R1). The site contains a single-story 1,384-square-foot English Revival style residence and a detached garage on a 9,150-square-foot lot. The property is known as the Fuller-Utt House and is a contributor to the National Register-listed Floral Park Historic District. The property is also individually listed as No. 488 on the Santa Ana Register of Historical Properties (“Register”). It was placed on the Register in 2007 and was categorized as “Contributive.” The Fuller-Utt House is a one-story, stucco-clad residence that features the picturesque asymmetry typical of the English Revival style. Steeply pitched, the cross-gabled roof of patterned wood shingles with rolled edges is meant to suggest thatching. Tall and narrow vents with horizontal louvers pierce the gable ends. Stucco sheathes the building. Centered on the façade, a front-gabled wing contains a slightly pointed tripartite window whose fixed center sash is flanked by four-light casements. The window surround is cast-stone, scored to resemble masonry. The north half of the façade displays a pair of six-over-one, double-hung sash windows, also framed with scored cast-stone. The same scored cast stone, with a faux keystone, surrounds a large fixed-pane window marking the south half of the façade. Elevated three steps and facing south from the central wing, the recessed entry, accented by a cast stone surround, consists of a wood door accented with a small stained-glass window screened with spindlework. Fenestration on the side elevations includes additional double-hung sash windows, in both six-over-one and one-over-one configurations. Located in the southwest corner of the property, the original garage features sliding wood doors with vertical siding and a stepped parapet wall. Alterations include substitution of French doors for a window on the rear elevation of the house and the addition of tile to the garage roof. The house is enhanced by mature trees and landscaping. Project Description The proposed exterior modifications to the residence include the partial demolition of an existing bedroom at the building’s northwest corner to accommodate a new rear addition, and an interior remodel consisting of removing an interior laundry room and expanding the existing kitchen by approximatley 229 square feet, and a new interior master bathroom. The proposed building addition will accommodate a new master bedroom with walk-in-closet addition of approximately 261 square feet. The existing bedroom will be reconfigured into a new master bathroom of approximately 144 square feet, providing the residence with a second bathroom while maintaining the residence’s three bedroom count. The master bedroom addition will extend approximately 19 feet towards the rear (west) of the property and be approximately 14 feet wide. The rear addition will include a set of new French doors, with a full height casement window, leading towards rear yard and a new, 519 square foot uncovered rear raised wood deck (approximately 20 inches above grade). The addition’s north and south side elevations will each have two new new dual glazed double-hung wood windows for the new master bedroom, along with a smaller casement wood window for the walk-in-closet on the north elevation and a smaller double- hung wood window for the entrance hallway leading into the master bedorom on the south elevation. The kitchen remodel will include a new wood Dutch door with an upper light and two new dual glazed hung wood windows along the west (rear) elevation. The existing single double-hung wood window that will be removed from the rear (south) elevation in place of the new French doors, will be salvaged and replace an existing window at the south (side) elevation in order to provide symmetry with an existing window on the south elevation.         HEMA No. 2023-03 – The Fuller-Utt House (2140 North Ross Street) May 3, 2023 Page 3 3 3 7 4 The proposed addition is designed with a front gable with the same dimensions as the east (front) elevation’s gable, and will not exceed the existing height of the single-story residence. The gable’s fascia will lack the rolled edges (thatching) and the eaves at the proposed addition will have an additional 2x2 wood fascia trim board; consistent with Secretary of the Interior’s Standards (SOIS) for the Treatment of Historic Properties, these elements will differentiate the addition from the original structure. A new attic vent will be placed below the gable roof to match existing vents. The addition will include new exterior plaster to match the style, color and texture of the existing residence. New underground vents will be added to the addition to match the existing vents on the main house. All new windows and French doors are proposed to be wood and dual glazed and will match the existing, including the wood trim. All new double-hung windows located on the rear addition (north, west, and south elevations) will not include an upper sash horn detail so to differentiate the new windows from the original double-hung windows. The proposed alterations will be located in the rear of the house, where it is not generally visible from the public right-of-way, and avoids the most significant and character-defining features. As a result of the residence’s proposed addition and interior remodel, minor changes are proposed to the existing rear detached garage. Changes will include infilling an existing pedestrian door at the north elevation and adding a new pedestrian door opening further south on the garage’s north elevation in order to accommodate the new rear yard deck. The new, six panel door will resemble the existing (deteriorated) door and will incorporate the salvaged door knob of the original door. Additionally, all existing foliage on the detached garage will be removed in order to maintain the historic garage materials and extend the longevity of the building. A new eight-foot-tall wood fence will be located in the rear yard and be parallel to the driveway, spanning from the main house to the detached garage to partially enclose the rear deck. These changes are subject to administrative review due to their relatively minor scale, but are being included in the overall project description as they stem directly from the request to add to and remodel the residence. Analysis of the Issues As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, revised 2017). The proposed exterior modifications would be considered a rehabilitation project and as such be evaluated against ten criteria. Staff has reviewed the proposed modifications in comparison to the SOIS. The following is a review of the findings as they pertain to the applicable criteria: 1. A property will be used as it was historically or be given a new use that requires minimal changes to its distinctive materials, features, spaces, and spatial relationships.         HEMA No. 2023-03 – The Fuller-Utt House (2140 North Ross Street) May 3, 2023 Page 4 3 3 7 4 The project complies with Standard No. 1. The property currently maintains its historic use as a single-family residence. The use is not proposed to change. The interior configuration will remain substantially the same with the addition providing enhanced functionality. 2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. The project complies with Standard No. 2. The historic character of the subject property will be retained and preserved. The proposed addition has been designed to remove as little historic material as possible and will be located on a secondary, rear façade, where it will not be generally visible from the public right-of-way. The proposed exterior alterations will not alter the primary east (front) elevation, or any important spatial relationships that characterize the property. The salvaged rear (west) elevation window to replace the existing south elevation window will maintain the property’s historic window materials and will be located towards the west (rear) half of the south elevation, further away from the street. 3. Each property will be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken. The project complies with Standard No. 3. The proposed changes will not create a false sense of historical development. The proposed addition will read as contemporary in comparison to the existing single-family residence, which incorporates distinctive architectural features of the English Revival style. The addition will have a front-gabled roof to match the existing house, which is designed to be compatible with the existing scale and massing of the residence yet distinct enough to discern that it is a new addition. Moreover, the addition will be distinguished by the lack the rolled edges (thatching detail) at the gable’s fascia, and the wider eaves which will have an additional 2x2 wood fascia trim board, as well as the double-hung windows without the upper sash horn detail. Therefore, the architectural treatment will read as contemporary, not conjectural. 4. Changes to a property that have acquired historic significance in their own right will be retained and preserved. Standard 4 does not apply as the project will not remove any significant features that were added over time. 5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a property shall be preserved.         HEMA No. 2023-03 – The Fuller-Utt House (2140 North Ross Street) May 3, 2023 Page 5 3 3 7 4 The project complies with Standard No. 5. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize the property will be preserved. The project does not propose to remove character- defining features or materials/finishes along the primary elevation. The project proposes to remove part of the rear (west) and side (north) elevations to accommodate a master bedroom addition, which includes salvaging an original window and relocating it at the south side elevation to accommodate the kitchen remodel; removing non-original French doors; and removing a door and window along the rear (west) elevation, all of which are not readily visible from the public right-of-way. 6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. Standard 6 does not apply as the proposed project does not deal with issues of deterioration of existing materials or replacement of existing features. 7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used. Standard 7 does not apply as the project will not involve chemical or physical treatments on the building and will be in full compliance with the Standards. 8. Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken. Standard 8 does not apply as there are no known archeological resources onsite. 9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. The project complies with Standard No. 9. The new rear addition will not destroy historic materials, features, or spatial relationships that characterize the property. The proposed addition is located at the rear (northwest corner) in an area that is not easily visible from the public right-of-way. Although a new, front-gable roof will be added to the existing rear hip roof, only a small portion of the existing roof will be altered to accommodate the addition; the new gable will not alter any of the existing roof located on the primary (east) façade or any of the north (side) elevation that is visible from the street. The materials of the new addition will also be compatible with the existing historic materials, through the use of similar materials, as well as differentiated by the lack the rolled edges (thatching detail) at the gable’s fascia, the wider fascia trim, as well as the double-hung windows without the upper sash horn detail. The kitchen remodel will incorporate a salvaged original wood window, to be located from the rear (west) elevation in place of an existing window at the south (side) elevation, in order to create fenestration symmetry at the south elevation. 10.New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The project complies with Standard No. 10. The proposed project is considered generally reversible, as it does not remove essential aspects of the building’s form and materials. The proposed addition will be located in the rear of the house, where it is not generally visible from the public right-of-way, and avoids the most significant and character-defining features. The essential form of the house and the vast majority of its historic materials will remain unimpaired. In conclusion, staff has determined that the project complies with The Secretary of the Interior’s Standards for Rehabilitation. Specifically, the analysis indicates that the proposed rear addition will be compatible and consistent with the existing architectural elements that reflect the original English Revival style architecture while being mindful not to disturb the historic materials that characterize the property. By localizing the scope of work so that the addition is setback from the primary facades while maintaining a smaller massing than the historic building, and by differentiating the new work from the old, the property will maintain its historic and character-defining features. Most importantly, due to the additive nature, the rear addition will allow for the option for it to be removed in such a way that the essential form and integrity of the historic property and its environment will be unimpaired. The role of the Historic Resources Commission is to issue a Certificate of Appropriateness upon finding that the proposed modifications do not substantially change the character and integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government agreement with the State of California. Staff finds that the historic exterior modification application meets the necessary criteria to be awarded a Certificate of Appropriateness and should be approved. Moreover, the addition will be distinguished by the lack the rolled edges (thatching detail) at the gable’s fascia, and the wider eaves which will have an additional 2x2 wood fascia trim board, as well as the double-hung windows without the upper sash horn detail. Therefore, the architectural treatment will read as contemporary, not conjectural. iv. The project complies with Standard No. 5. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize the property will be preserved. The project does not propose to remove character-defining features or materials/finishes along the primary elevation. The project proposes to remove part of the rear (west) and side (north) elevations to accommodate a master bedroom addition, which includes salvaging an original window and relocating it at the south side elevation to accommodate the kitchen remodel; removing non-original French doors; and removing a door and window along the rear (west) elevation, all of which are not readily visible from the public right-of-way. v. The project complies with Standard No. 9. The new rear addition will not destroy historic materials, features, or spatial relationships that characterize the property. The proposed addition is located at the rear (northwest corner) in an area that is not easily visible from the public right-of-way. Important spatial relationships characterizing the English Revival architectural style will not be disturbed, as the addition is positioned to the rear of the existing house. Although a new, front-gable roof will be added to the existing rear hip roof, only a small portion of the existing roof will be altered to accommodate the addition; the new gable will not alter any of the existing roof located on the primary (east) façade or any of the north (side) elevation that is visible from the street. The materials of the new addition will also be compatible with the existing historic materials, through the use of similar materials, as well as differentiated by the lack the rolled edges (thatching detail) at the gable’s fascia, the wider fascia trim, as well as the double-hung windows without the upper sash horn detail. The proposed project is considered generally reversible, as it does not remove essential aspects of the building’s form and materials. Significance (continued): Santa Ana was founded by William Spurgeon in 1869 as a speculative town site on part of the Spanish land grant known as Rancho Santiago de Santa Ana. The civic and commercial core of the community was centered around the intersection of Main and Fourth Streets. Stimulated by the arrival of the Santa Fe Railroad and incorporation as a city in 1886, and selection as the seat of the newly created County of Orange in 1889, the city grew outwards, with residential neighborhoods developing to the north, south, and east of the city center. Agricultural uses predominated in the outlying areas, with cultivated fields and orchards dotted with widely scattered farmhouses. The Fuller-Utt House is located in Floral Park, a neighborhood northwest of downtown Santa Ana bounded by East Seventeenth Street, North Flower Street, Riverside Drive, and Broadway. Groves of oranges, avocados, and walnuts and widely scattered ranch houses characterized this area before 1920. Developer and builder Allison Honer (1897-1981), credited as the subdivider and builder of a major portion of northwest Santa Ana, a rrived in Santa Ana from Beaver Falls, New York in 1922 (Talbert, pages 353 -356). “Before nightfall on the day of his arrival, Mr. Honer purchased a parcel of land. And that month, he began building custom homes in Santa Ana” (Orange County Register, September 15, 1981). The parcel chosen became the Floral Park subdivision between Seventeenth Street and Santiago Creek. “When built in the 1920s, the Floral Park homes were the most lavish and expensive in the area. They sold for about $45,000 each” (Orange County Register, September 15, 1981). Revival architecture in a wide variety of romantic styles was celebrated in the 1920s and 1930s and Floral Park showcased examples of the English Tudor, French Norman, Spanish Colonial, and Colonial Revival. The Allison Honer Construction Company went on to complete such notable projects as the 1935 Art Deco styled Old Santa Ana City Hall, the El Toro Marine Base during World War II, and the 1960 Honer Shopping Plaza. Honer lived in the neighborhood he had helped to create, at 615 West Santa Clara Avenue. In the late 1920s and 1930s, another builder, Roy Roscoe Russell (1881-1965), continued developing the groves of Floral Park. An early Russell project was his 1928 subdivision of Victoria Drive between West Nineteenth Street and West Santa Clara Avenue. The homes were quite grand and displayed various revival styles, including Russell’s own large, Colonial Revival mansion at 2009 Victoria Drive. In the early post World War II years, Floral Park continued its development a s numerous, smaller, single-family houses were built. Continuing in the Floral Park tradition, they were mostly revival in style. In the 1950s, low, horizontal Ranch Style houses completed the growth of Floral Park . Today (2007) Floral Park maintains its identity as the premier neighborhood of Santa Ana, historically home to many affluent and prominent citizens. The Fuller-Utt House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1 for its exemplification of the distinguishing characteristics of the English Revival style. EXECUTIVE SUMMARY Mitch Huffman, representing Pintar Investment Company, is requesting approval of Historic Exterior Modification Application (HEMA) No. 2023-02 for the Gilmaker Block located at 302 West Fourth Street. Specifically, the applicant is requesting approval to allow exterior modifications consisting of a new 4,056-square-foot rooftop addition and 1,632 square-foot rooftop outdoor seating area with trellis, and renovating the existing 8,863- square-foot, single-story, commercial structure to accommodate three retail spaces and one restaurant. The property was listed as “Key” in 2001 in the Santa Ana Register of Historical Properties. DISCUSSION Project Location and Site Description The subject property is located at the southwest corner of Fourth Street and Broadway in Downtown Santa Ana. The General Plan land use designation for the site is District Center-Medium High (DC-3) and the zoning district is Downtown (DT). The site contains a single-story 8,863-square-foot commercial building that is an appropriately rehabilitated example of the brick vernacular commercial style that was prevalent on smaller commercial buildings in towns across the west. The property is known as the Gilmaker Block and is a contributor to the National Register-listed Downtown Santa Ana Historic District. The property is also individually listed as No. 244 on the Santa Ana Register of Historical Properties (“Register”). It was placed on the Register in 2001 and was categorized as “Key.” Although the resolution and accompanying executive summary approving the Gilmaker Block as No. 244 on the Register could not be located, the meeting minutes for the Historic Resources Commission hearing dated March 1, 2001, approving the Gilmaker Block for listing on the Register, is attached to this report. The         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 2 3 3 8 2 existing site description (paraphrased in the paragraphs below) is summarized from ARG’s Memorandum dated January 18, 2023 with a revised date of April 6, 2023. The full memorandum is attached to this Staff Report as Exhibit 7. As noted by the Memorandum, the Gilmaker Block is a single-story, square-shaped, brick vernacular commercial style building situated on a corner lot. The primary facades face Fourth Street to the north and Broadway to the east. The rear (south) façade faces an alley way and the west façade is entirely concealed as it abuts the neighboring commercial building. Parapet walls, which are accentuated by glazed and patterned brick and scrollwork along the north and east facades, conceal the building’s flat roof. The north façade is composed of four recessed storefronts (consisting of canted windows with tile bulkheads), each divided by brick pilasters embellished with decorative glazed brick. All four storefront entrances have a multi-light transom with operable sashes above the entrances and landings featuring 1x1 patterned tiles. Decorative brick above the storefronts is made of glazed stringcourses and diamond patterns. Decorative glazing wraps around the corner of the building, from the north to east, and stops just halfway along the east façade. The north half of the east façade contains two large wood-frame, multi-light fixed windows with multi-light transoms (mirroring those located above the north façade storefronts), as well as tiled bulkheads. Just south of the large windows are two smaller, single-hung wood-frame windows. A third, large, fixed wood window is located further south of the single-hung windows, and is flanked by two recessed entrances (paired, fully glazed, wood frame pedestrian doors with transoms), however it contains a transom but no bulkhead. Lastly, a smaller single-hung wood-frame window is at the south end of the east façade. Unlike the primary facades, the rear (south) alley-facing façade is unadorned and utilitarian. Although the façade is brick-clad, the majority of the rear façade’s bricks are a darker shade of red than those located on the primary north and east facades. Multiple window openings (some arched), with either fixed, single-hung, or double-hung wood windows (including a mix of original and replacement windows) or brick infill, line the lower portion of the façade. A single door with arched opening is infilled with brick. Some window openings/infill have security bars on the openings. Three recessed arched entrances each contain a security screen concealing a pedestrian door with a transom above. The building’s west façade abuts the neighboring property to the west and is not visible. Project Description The project’s proposed interior modifications consist of renovating the existing 8,863- square-foot, single-story, commercial structure to accommodate three retail spaces and one restaurant. As part of the new restaurant use, the project will require exterior modifications consisting of a new 4,056-square-foot rooftop addition and 1,632 square- foot rooftop outdoor seating area with trellis.         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 3 3 3 8 2 The eastern-most storefront facing Fourth Street will be rehabilited into a restaurant and the three storefronts to the west will be rehabilited for commercial use. The existing Fourth Street original storefronts on the primary (north) façade will be repaired in-kind and protected in place to maintain the existing historical character. All character-defining features on the north and east facades will be protected and repaired in-kind as needed, which includes original brick exterior, glazed brick trim, parapet, bay divisions articulated by piers, and architectural ornamentation. The second eastern-most storefront addressed as 304 West Fourth Street is composed of non-original replacement materials (aluminum- framing and replacement glazing) and will be restored to original wood-frame and glazing materials to match the original materials on the adjacent storefronts. The two western- most storefront doors, addressed as 306 and 308 West Fourth Street, each feature a wood spacer between them in order to support a wall between the two retail spaces. The spacers at the doors and between the upper transoms would be removed in order to align the doors as true double-doors and restore the transoms as a single transom at each storefront. Additional ground-level exterior modifications to the historic building’s primary facades include: two new aluminum roll-up metal garage doors with glazing, which will replace non-original windows at the east facade (while maintaining and protecting in place the original multilight transoms above); building code modifications to the existing paired pedestrian doors on the east facade; and a new door opening with a single, metal pedestrian door to provide access to the electrical room at the south end of the east facade (towards the building’s rear and below an existing single-hung window). The new aluminum roll-up doors on the east facade will have divided light configurations similar to the original fixed picture windows as identified in historic photographs. The existing paired pedestrian doors and transoms will be further recessed into the east facade wall in order to accommodate building code accessibility requirements, which involves lowering the existing floor, removing the steps at both entrances to provide a flat entrance surface, and reversing the door swing orientation. The east facade’s original three single-hung wood windows and single, centrally located large window with multi-light transom will remain in place. Modifications to the rear (south) alley-facing wall include three new pedestrian door openings and two new roll-up garage door openings to be added to the facade, which would remove five infilled windows, two window openings, one door with an arched transom, and one arched infilled door. One of the three existing arched door openings will be enlarged and arch removed to accommodate a new replacement door that is flush with the facade wall to meet building code requirements. The two remaining arched openings with a door and transom will remain, however the doors will be infilled with brick to accommodate interior altertions. Existing brick to be repaired and resused as structurally feasible. Brick deteriorated beyond repair to be replaced in-kind with new matching brick. The remaining windows (including openings and infilled brick windows) on the rear (south) facade and the one single-hung window on the east facade, above the new metal door, will be protected in place as structurally feasible to maintain historical character. In the         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 4 3 3 8 2 event that they cannot be functional windows due to safety and/or internal practical tenant uses, these windows will become faux windows to preserve the exterior character. Faux windows means all existing historic window materials to remain but the windows will be made non-operable. Interior ground-floor reconfigurations to accommodate the new restaurant will require new uses located at the buidling’s rear, which include a new kitchen and new circulation (stairs and elevator) to access the second story, as well as a new trash room with below-grade grease interceptor and new mechanical, electrical, and gas meter rooms. A new interior lobby will be accessible from the east facade along Broadway. A new, single-story rooftop addition and outdoor seating area with trellils will be associated with the downstairs restaruant. The addtion will include a kitchen, bar, and seating/lounge area. The addition will be 16 feet 6 inches tall and have rectangular massing that will be subordinate to the historic building. The majority of the addition will be setback 31 feet from the north and east facades, with a small projection at the southeast end located 15 feet from the east facade. Most of the addition will be 15 feet 3 inches from the rear (south) façade, with a small portion abutting the rear property line in order to accommodate an internal staircase. Rooftop seating will be situated below a dark-colored, partially covered aluminum metal trellis and will be enclosed by a wire mesh metal railing and planters which wrap around the building addition to the north and east. Rooftop seating will be setback 15 feet from both the north and east facades. The addition will have a simple design to be compatible yet differntiated from the historic building. It will have a flat roof and parapet; similar brick wall cladding to the historic building with a darker shade of brick laid in a different bond pattern; decorative details that reference the historic building’s white brick string courses; and similar fenestration patterns (window openings and bays) as the historic building. New ground-level outdoor seating will be located along Fourth Street, adjacent to the three commercial storefronts, and along Broadway near the new roll-up doors. Analysis of the Issues As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, revised 2017). The proposed exterior modifications would be considered a rehabilitation project and as such be evaluated against ten criteria. Staff has reviewed the proposed modifications in comparison to the SOIS. The following is a review of the findings as they pertain to the applicable criteria, and paraphrase of the SOIS analysis stated in ARG’s Memorandum dated January 18, 2023 with a revised date to reflect updates as of April 6, 2023:         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 5 3 3 8 2 1. A property will be used as it was historically or be given a new use that requires minimal changes to its distinctive materials, features, spaces, and spatial relationships. The project complies with Standard No. 1. The property currently maintains its historic use as a multi-tenant commercial building. The proposed use will continue multi-tenant commercial use and will add a new restaurant use to the ground floor and in the new rooftop addition. The new restaurant use will not disturb the historic building, as the interior configuration will remain substantially the same, requiring minimal change to its distinctive materials, features, spaces, and special relationships. The addition will be setback away from the primary building facades in order to maintain the historic building’s overall character. 2. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. The project complies with Standard No. 2. The historic character of the subject property will be retained and preserved. The proposed rooftop addition and interior alterations have been designed to remove as little historic material as possible. The addition will be smaller in size and massing than the historic building and setback between 15-31 feet from the three street-facing facades so to limit visibility from the public right-of-way. The addition is designed to complement the historic building without overwhelming the existing historic character through its flat roof, rectangular shape, similar yet distinct fenestration, and darker shade of brick laid in a different bond pattern. The majority of building features and materials to be removed or replaced are not historic, including the two large, non-original windows on the east façade, non-original aluminum storefront at the north façade, and some of the rear fenestration. Although a new door opening will be added to the east facade to provide access to the electrical room, it will be located towards the rear of building and will not disrupt the building’s character defining features (besides a small amount of brick). Changes to the rear (south) façade, including the reuse of existing brick and/or new brick to match parts that require brick infill; the removal of two windows, five infilled windows, two existing window openings, one door with arched transom, and one existing arched infilled door; and the addition of new pedestrian and roll- up metal doors, will not harm the historic character of the property as it is located on a secondary façade that has been altered over time. Most of the building’s distinctive character defining features—which are noted as its prominent intersection location in Downtown Santa Ana; flat roof with stepped parapet; brick cladding with ornamentation at the north and east façades; recessed wood-framed storefronts and transoms at the north façade; large window openings and paired wood-framed doors with transoms at the east façade—would not be altered as part         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 6 3 3 8 2 of the proposed project. Thus, the historic character of the property would be retained and preserved. 3. Each property will be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken. The project complies with Standard No. 3. The proposed changes will not create a false sense of historical development. The proposed addition will read as contemporary in comparison to the existing brick vernacular commercial style building through its use of slightly differentiated materials, including distinct brick, metal trellis, and aluminum windows. The addition will be compatible yet differentiated from the historic building through its flat roof with parapet, fenestration pattern, and rectangular massing. New roll-up garage doors and single pedestrian door on the east façade, and new doors on the south facade will be compatible with the historic building. Therefore, the architectural treatment will read as contemporary, not conjectural. 4. Changes to a property that have acquired historic significance in their own right will be retained and preserved. Standard 4 does not apply as the project will not remove any significant features that were added over time. The removal of two non-original fixed picture windows on the east façade and a non-original aluminum storefront at the north façade have not acquired historic significance in their own right as they were added after the building’s period of significance. 5. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a property shall be preserved. The project complies with Standard No. 5. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize the property will be preserved. The project does not propose to remove character- defining features or materials/finishes along the primary facades. Although the east and south facades will undergo some window replacement and a new door opening, and the south façade will also have door replacements and some window removal, the materials and features are either not historic and/or distinct to the building, or are located on the secondary (rear) façade that has changed over time. 6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials.         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 7 3 3 8 2 Replacement of missing features will be substantiated by documentary and physical evidence. The Project complies with Standard No. 6. Any deteriorated historic features or materials (brick wall cladding; wood windows/doors; decorative glazed and patterned brick detailing at the north and east facades; and three recessed storefront entrances with canted windows, multi-light transoms, and tiled storefront landings at the north façade) identified during the building’s rehabilitation will be repaired rather than replaced to the extent feasible. If deteriorated beyond repair, features/materials will be replaced in-kind. The single aluminum-frame storefront addressed as 304 West Fourth Street will be restored to original wood-frame and glazing materials to match the original materials on the adjacent storefronts. The two western-most storefront doors, addressed as 306 and 308 West Fourth Street, will have the wood spacers removed between the doors and transoms, and will be restored to true double doors with a single transom at each storefront. 7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used. The Project meets Standard No. 7. Any chemical or physical treatments required during the building’s rehabilitation will be undertaken using the gentlest means possible so as to minimize damage to historic fabric. 8. Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken. Standard 8 does not apply as there are no known archeological resources onsite and the project does not involve ground-disturbance. 9. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. The project complies with Standard No. 9. The new rooftop addition will not destroy historic materials, features, or spatial relationships that characterize the property. The proposed addition will be 16 feet 6 inches from base to parapet and will be set back 31 feet from both the north and east facades (with the exception of a small volume at the southeast corner), which will minimize visibility from the public right- of-way. The addition’s scale, volume, massing, and setbacks follow the Secretary of the Interior’s Guidelines for rooftop design while providing a compatible addition with minimal visual impact on the historic building. The proposed materials of the         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 8 3 3 8 2 new addition will be compatible with the existing historic materials, through the use of similar materials, as well as differentiated by a darker shade of brick laid in a different bond pattern and different fenestration patterns that reference the original building’s window openings. The proposed addition will be compatible with National Register-listed Downtown Santa Ana Historic District. The new two-story massing and height will be similar to most surrounding and contributing buildings in the historic district if not smaller in height. The addition’s massing, roof, and siding are all compatible with those elements within the historic district. 10.New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The project complies with Standard No. 10. The proposed project is considered generally reversible, as it does not remove essential aspects of the building’s form and materials. The proposed addition will be setback 31 feet from the primary north and east facades, and the outdoor seating and trellis area will be setback 15 feet from both north and east facades, where it is not as easily visible from the public right-of-way, and avoids dominating the historic building. The essential form of the historic commercial building and the vast majority of its historic materials will remain unimpaired. In conclusion, staff has determined that the project complies with The Secretary of the Interior’s Standards for Rehabilitation. Specifically, the analysis indicates that the proposed rooftop addition would be compatible and consistent with the existing architectural elements that reflect the original brick vernacular commercial architectural style construction while being mindful not to disturb the historic materials that characterize the property. By localizing the scope of work so that the addition is setback from the primary facades while maintaining a smaller massing than the historic building, and by differentiating the new work from the old, the property will maintain its historic and character-defining features. Most importantly, due to the additive nature, the rooftop addition will allow for the option for it to be removed in such a way that the essential form and integrity of the historic property and its environment would be unimpaired. The role of the Historic Resources Commission is to issue a Certificate of Appropriateness upon finding that the proposed modifications do not substantially change the character and integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government agreement with the State of California. Staff finds that the historic exterior modification application meets the necessary criteria to be awarded a Certificate of Appropriateness and should be approved. It is also recommended that staff approve the exact materials and finishes to be used prior to installation to ensure quality and compatibility.         HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) May 3, 2023 Page 9 3 3 8 2 Public Notification The project site was posted with a notice advertising this public hearing, a notice was published in the Orange County Reporter and mailed notices were sent to all property owners within 500 feet of the project site. At the time of this printing, no correspondence, either written or electronic, had been received from any members of the public. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the recommended action is exempt from further review under Section 15303, Class 3 (New Construction of Conversion of Small Structures) and under Section 15331, Class 31 (Historical Resource Restoration/Rehabilitation), as this action is designed in a manner consistent with the Secretary of Interior’s Standards. The Gilmaker Block was originally built in the late 1880s as a brick commercial building; however, in 1920 it was rebuilt using salvaged building materials from the previous building. The Gilmaker Block is architecturally significant as an appropriately rehabilitated example of the brick vernacular commercial style that was prevalent on smaller commercial buildings in towns across the west. Character-defining exterior features of the Gilmaker Block that should be preserved include, but may not be limited to, brick exterior; glazed brick trim; parapet; bay divisions articulated by piers; and architectural ornamentation. F. Pursuant to Santa Ana Municipal Code Section 30-6, no exterior physical modifications, other than those identified by the Historic Resources Commission for administrative approval by city staff, shall be permitted with respect to a historic structure until the Historic Resources Commission approves such request at a duly noticed public hearing and issues a certificate of appropriateness. I. Since the property is deemed a historic structure, all exterior modifications are required to meet the Secretary of Interior’s Standards for Rehabilitation. 1. The following Secretary of Interior’s Standards are applicable: i. The project complies with Standard No. 1. The property currently maintains its historic use as a multi-tenant commercial building. The proposed addition will read as contemporary in comparison to the existing brick vernacular commercial style building through its use of slightly differentiated materials, including distinct brick, metal trellis, and aluminum windows. The addition will be compatible yet differentiated from the historic building through its flat roof with parapet, fenestration pattern, and rectangular massing. New roll-up garage doors and single pedestrian door on the east façade, and new doors on the south facade will be compatible with the historic building. Therefore, the architectural treatment will read as contemporary, not conjectural. iv. The project complies with Standard No. 5. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize the property will be preserved. The project does not propose to remove character-defining features or materials/finishes along the primary facades. Although the east and south facades will undergo some window replacement and a new door opening, and the south façade will also have door replacements and some window removal, the materials and features are either         FREE RECORDING PURSUANT TO GOVERNMENT CODE § 27383 Resolution No. 2023-XXX Page 4 of 10 3 3 8 3 not historic and/or distinct to the building, or are located on the secondary (rear) façade that has changed over time. v. The Project complies with Standard No. 6. Any deteriorated historic features or materials (brick wall cladding; wood windows/doors; decorative glazed and patterned brick detailing at the north and east facades; and three recessed storefront entrances with canted windows, multi-light transoms, and tiled storefront landings at the north façade) identified during the building’s rehabilitation will be repaired rather than replaced to the extent feasible. If deteriorated beyond repair, features/materials will be replaced in-kind. The single aluminum-frame storefront addressed as 304 West Fourth Street will be restored to original wood-frame and glazing materials to match the original materials on the adjacent storefronts. The two western-most storefront doors, addressed as 306 and 308 West Fourth Street, will have the wood spacers removed between the doors and transoms, and will be restored to true double doors with a single transom at each storefront. vi. The Project meets Standard No. 7. Any chemical or physical treatments required during the building’s rehabilitation will be undertaken using the gentlest means possible so as to minimize damage to historic fabric. vii. The project complies with Standard No. 9. The new rooftop addition will not destroy historic materials, features, or spatial relationships that characterize the property. The proposed addition will be 16 feet 6 inches from base to parapet and will be set back 31 feet from both the north and east facades (with the exception of a small volume at the southeast corner), which will minimize visibility from the public right-of-way. The addition’s scale, volume, massing, and setbacks follow the Secretary of the Interior’s Guidelines for rooftop design while providing a compatible addition with minimal visual impact on the historic building. The proposed materials of the new addition will be compatible with the existing historic materials, through the use of similar materials, as well as differentiated by a darker shade of brick laid in a different bond pattern and different fenestration patterns that reference the original building’s window openings. The proposed addition will be compatible with National Register-listed Downtown Santa Ana Historic District. The addition’s massing, roof, and siding are all compatible with those elements within the historic district. viii. The project complies with Standard No. 10. The proposed project is considered generally reversible, as it does not remove essential aspects of the building’s form and materials. The proposed addition will be set back 31 feet from the primary north and east facades, and the outdoor seating and trellis area will be set back 15 feet from both north and east facades, where it is not as easily visible from the public right- of-way, and avoids dominating the historic building. The essential form of the historic commercial building and the vast majority of its historic materials will remain unimpaired. ix. Standards 4 and 8 are not applicable. No features of this description would be affected by this Project. Section 2.In accordance with the California Environmental Quality Act, the recommended action is exempt from further review under Section 15303, Class 3 (New Construction of Conversion of Small Structures) and under Section 15331, Class 31 (Historic Resource Restoration/Rehabilitation), as this action is designed in a manner consistent with the Secretary of Interior’s Standards. Categorical Exemption, Environmental Review No. 2022-92 will be filed for this project. Section 3.The Historic Resources Commission of the City of Santa Ana after conducting the public hearing hereby approves the Certificate of Appropriateness for Historic Exterior Modification Application No. 2023-02, as conditioned in Exhibit B, attached hereto and incorporated herein. The applicant shall contract a qualified historic professional to research feasible alternatives to the proposed roll-up garage doors on the primary (east) façade. The historic professional will examine any operable window/door alternatives that are compatible with the existing building’s design and maintain the building’s historic character. A detailed memorandum produced by the historic professional shall explain the alternatives and address how they meet the Secretary of the Interior’s Standards for Rehabilitation. Should an alternative exist that is more architecturally compatible with the existing structure, the alternative shall be implemented. If the historic professional concludes that there are no feasible alternatives to the roll-up garage doors, supporting analysis will be included in the memorandum. 2. The architect shall work with a qualified historic professional to incorporate additional details in the rooftop addition that reference the historic building. Such ideas that should be explored are adding additional white glazed brick detailing similar to the historic building; adding glass block; and painting exterior finishes red to match the historic building. 3. Prior to plan submittal, the applicant shall adjust the architectural plans as follows: a. Based on the memorandum’s conclusion regarding the roll-up garage doors, the plans shall reflect the appropriate window/door design for the two windows on the primary (east) façade. b. Remove the vestibule for the electrical room at the primary (east) façade. The door should have a setback of 6-10” from the building face and have an architectural steel door or other barrier installed for security purposes to prevent loitering and trash/debris from accumulating.
