Project Applicant: Daniel and Diana Vogel
Project Description: The property owner is applying for a Mills Act Contract with the
City for a property that is listed on the local historic register and categorized as “Key.”
Recommended Action:
Recommend that the City Council authorize the City Manager and City Clerk to
execute a Historic Property Preservation Agreement (Mills Act) with Daniel and
Diana Vogel for the property located at 621 North Spurgeon Street, subject to
nonsubstantive changes approved by the City Manager and City Attorney
(Exhibit 1).

party or group. Legal notice was published in the OC Reporter on June 20,
2023 and notices were mailed on said date.

PROPERTY LOCATED AT 419 EAST WELLINGTON AVENUE LOCATED
WITHIN THE SPECIFIC DEVELOPMENT (SD19) ZONING CODE.
Project Location: 419 East Wellington Avenue located within the Specific
Development No. 19 (SD19/French Park) Zoning District
Project Applicant: Duane Rohrbacher, Jr. and Shannon Quihuiz (Applicant)
Project Description: Application for an exterior modification for a property
listed as “Key” on the Santa Ana historical register and known as the “Titchenel
Catland House”. The scope of work includes a partial rehabilitation of an existing,
deteriorating front porch at the building’s primary (south) façade. The porch will
undergo foundation repairs and reinforcement; nonoriginal Craftsman style porch
elements that were added during the early to mid1920s remodel will be removed
and replaced by a simple, compatible porch design; compatible porch features
that are in disrepair will be maintained and repaired inkind; and conjectural
architectural features that have been added over time and are not compatible with
the historic property will be removed.
Environmental Impact: Pursuant to the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review under
Section 15331, Class 31, as this action is designed to preserve a historic
resource. Categorical Exemption No. ER202349 will be filed for this project.
Recommended Action:
Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Modification Application No. 202305.

RECOMMENDED ACTION
Recommend that the City Council authorize the City Manager and City Clerk to execute
a Historic Property Preservation Agreement (Mills Act) with Daniel and Diana Vogel for
the property located at 621 North Spurgeon Street, subject to non-substantive changes
approved by the City Manager and City Attorney (Exhibit 1).
EXECUTIVE SUMMARY
Daniel and Diana Vogel are requesting approval to execute a Mills Act Agreement with
the City of Santa Ana at an existing residence located at 621 North Spurgeon Street that
is currently listed on the Santa Ana Register of Historical Properties.
DISCUSSION
Project Location and Site Description
The subject property, known as the Thomas House, consists of an existing two-story Queen
Anne (Late Victorian) style residence that is approximately 2,122 square feet in size on a
7,405-square-foot residential lot (Exhibit 2). The Thomas House was added to the Santa
Ana Register of Historical Properties (“Register”) in 2001 and categorized as “Key.”
Analysis of the Issues
Ordinance No. NS-2382 authorized the Historic Resources Commission to execute
Historic Property Preservation Agreements (HPPA), commonly known as Mills Act
agreements, for eligible properties. The property is listed on the Register and categorized
as Key, making it eligible for a Mills Act Agreement. The agreement provides monetary
incentives to the property owner in the form of a property tax reduction in exchange for
the owner’s voluntary commitment to maintain the property in a good state of repair as
necessary to maintain its character and appearance. Once recorded, the agreement
generates a different valuation method in determining the property’s assessed value,
resulting in tax savings for the owner. Aside from the tax savings, the benefits include:

•Long term preservation of the property and visual improvement to the neighborhood
•Allows for a mechanism to provide for property rehabilitation
•Provides additional incentive for potential buyers to purchase historic structures
•Discourages inappropriate alterations to the property
In 2001, the Historic Resources Commission placed the Thomas House on the Register
and within the “Key” category because of its distinctive architectural style and quality, as
it is a significant illustration of the cross-gabled subtype of the Queen Anne style.
Character-defining exterior features of the Thomas House that should be preserved
include, but may not be limited to: complex roof configuration; two-story massing and
composition; wood siding (in various widths); front porch (including porch columns,
paneled porch ceiling, wood porch steps, etc.); bay window; windows throughout
including double-hung wood windows with wood trim; pedestrian doors; brick chimney;
architectural detailing (scalloped wood shingles, half-timbered gables, exposed beams
under eaves designed with scalloped ends, fascia with rounded ends, rear gable railing,
etc.); and original carriage house (detached garage).
In 2018, the property received administrative approval for exterior modifications
consisting of window trim restoration at the primary elevation, removal of unpermitted
railing along the carriage house (detached garage), and front yard improvements
including the installation of a “Hollywood Driveway,” with additional landscaping to the
north of the driveway, and a new front yard wrought iron fence. All exterior modifications
were consistent with the Secretary of Interior Standards for Rehabilitation. It was noted
during the 2023 site visit that all aforementioned items were implemented at the subject
property except for installation of the Hollywood Driveway and adjacent landscaping to
the north of the driveway. Staff will work with the property owner to ensure that the
Hollywood Driveway and associated landscaping are installed as part of the rehabilitation
and restoration requirements during the duration of the Mills Act Agreement for this
property.
Additionally, during the 2023 site visit, staff noted the partial removal of non-compatible
yellow textured glass from the rear sunroom and partial restoration of compatible clear
glass. Additional non-compatible yellow textured glass was located on the rear door as
well. Some wood rot was viewed throughout the exterior of the house, specifically at the
rear staircase and front entry stairs. Staff will work with the property owner to address
these concerns as part of the rehabilitation and restoration requirements during the
duration of the Mills Act Agreement for this property. Additional future improvements
proposed by the homeowner during the initial ten years of the Mills Act Agreement include
repainting the exterior gate and home, repair front steps from possible termites, repair
carriage doors, repairing wood windows throughout the property as needed to ensure
operability, and general on-going maintenance. Staff will ensure that the proposed work
will be done sensitively and will maintain the property’s character defining features as part
of the Mills Act Agreement for this property.

As part of the mills act approval process, staff will work with the applicant to ensure that
a bronze plaque is installed honoring and recognizing the structure. The plaque will
include the historic name, address, year built, and local historic register designation.
Lastly, the site will be subject to general maintenance and upkeep requirements including,
but not limited to, replacement or restoration of damaged character-defining features,
landscaping upkeep, painting, etc. These improvements will be subject to review and
approval by staff. Upon consideration of the application, it is recommended that the City
enter into a Historic Property Preservation Agreement.
ENVIRONMENTAL IMPACT
Pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines,
the project is exempt from further review pursuant to Section 15331 of the CEQA
Guidelines (Class 31 – Historical Resource Restoration/Rehabilitation) as these actions
are designed to preserve historic resources. Based on this analysis, a Notice of
Exemption, Environmental Review No. 2023-61, will be filed for this project.
FISCAL IMPACT
The Historic Property Preservation Agreement will reduce the Property Tax revenue
account 01102002-50011 to the City by an estimated $1,212.75 annually, for a period of
not less than ten years.

HISTORIC PROPERTY PRESERVATION AGREEMENT
This Historic Property Preservation Agreement (“Agreement”) is made and entered into
by and between the City of Santa Ana, a charter city and municipal corporation duly organized
and existing under the Constitution and laws of the of the State of California (hereinafter referred
to as “City”), and Daniel Vogel and Diana Vogel, Husband and Wife as Joint Tenants,
(hereinafter collectively referred to as “Owner”), owner of real property located at 621 North
Spurgeon Street, Santa Ana, California, in the County of Orange and listed on the Santa Ana
Register of Historical Properties.
RECITALS
A. The City Council of the City of Santa Ana is authorized by California
Government Code Section 50280 et seq. (known as the “Mills Act”) to enter into
contracts with owners of qualified historical properties to provide for appropriate
use, maintenance, rehabilitation and restoration such that these historic properties
retain their historic character and integrity.
B. The Owner possesses fee title in and to that certain qualified real property
together with associated structures and improvements thereon, located at 621
North Spurgeon Street, Santa Ana, CA, 92701 and more particularly described
in Exhibit “A,” attached hereto and incorporated herein by reference, and
hereinafter referred to as the “Historic Property.”
C. The Historic Property is officially designated on the Santa Ana Register of
Historical Properties pursuant to the requirements of Chapter 30 of the Santa Ana
Municipal Code.
D. City and Owner, for their mutual benefit, now desire to enter into this Agreement
which defines and limits the use and alteration of this Historic Property in order to
enhance and maintain its value as a cultural and historical resource for Owner and
for the community; to prevent inappropriate alterations to the Historic Property
and to ensure that repairs, additions, new building, and other changes are
appropriate; and to ensure that rehabilitation and maintenance are carried out in an
exemplary manner.

E. Owner and City intend to carry out the purposes of California Government Code,
Chapter 1, Part 5 of Division 1 of Title 5, Article 12, Section 50280 et seq., which
will enable the Historic Property to qualify for an assessment of valuation as a
restricted historical property pursuant to Article 1.9, Sec. 439 et seq., Chapter 3
Part 2 of Division 1 of the California Tax and Revenue Code.
NOW, THEREFORE, the City of Santa Ana and the Owner of the Historic Property
agree as follows:
1. Effective Date and Terms of Agreement.
This Agreement shall be effective and commence on August 16, 2023, and shall remain
in effect for a term of ten (10) years thereafter. Each year, upon the anniversary of the effective
date of this Agreement, such initial term will automatically be extended as provided in California
Government Code Sections 50280 through 50290 and in Section 2, below.
2. Renewal.
a. Each year on the anniversary of the effective date of this Agreement, a year shall
automatically be added to the initial ten (10) year term of this Agreement unless written notice of
nonrenewal is served as provided herein.
b. If the Owner or the City desire(s) in any year not to renew the Agreement, the
Owner or City shall serve written notice of nonrenewal of the Agreement on the other party.
Unless such notice is served by the Owner to the City at least ninety (90) days prior to the annual
renewal date, or served by the City to the Owner at least sixty (60) days prior to the annual
renewal date, one (1) year shall automatically be added to the term of the Agreement as provided
herein.
c. Within 30 days from receipt of City’s notice of nonrenewal, the Owner may file a
written protest of City’s decision of nonrenewal. The City may, at any time prior to the annual
renewal date of the Agreement, withdraw its notice to the Owner of nonrenewal.
d. If either the Owner or the City serves notice to the other of nonrenewal in any
year, the Agreement shall remain in effect for the balance of the term then remaining, either from
its original execution or from the last renewal of the Agreement, whichever may apply.
3. Standards and Conditions for Historic Property.
During the term of this Agreement, the Historic Property shall be subject to the following
conditions, requirements and restrictions:
a. Owner shall maintain the Historic Property in a good state of repair and shall
preserve, maintain, and, where necessary, restore or rehabilitate the property and its character-
defining features described in the “Historical Property Description” attached hereto, marked as
Exhibit B, notably the general architectural form, style, materials, design, scale, proportions,
organization of windows, doors, and other openings, textures, details, mass, roof line, porch and
other aspects of the appearance of the exterior to the satisfaction of the City.

b. All changes to the Historic Property shall comply with applicable City plans and
regulations, and conform to the rules and regulations of the Office of Historic Preservation of the
State Department of Parks and Recreation, namely the U.S. Secretary of the Interior’s Standards
and Guidelines for Historic Preservation Projects. These guidelines are attached hereto, marked
as Exhibit C, and incorporated herein by this reference. Owner shall conti nually maintain the
Historic Property in the same or better condition.
c. A view corridor enabling the general public to see the Historic Property from the
public right-of-way shall be maintained, and Owner shall not be permitted to block the view
corridor to the property with any new structure, such as walls, fences or shrubbery, so as to
prevent the viewing of the historic landmark by the public.
d. The following are prohibited: demolition of the Historic Property or destruction of
character-defining features of the building or site; removal of trees and other major vegetation
unless removal is approved by a rehabilitation plan approved by the Historic Resources
Commission; paving of yard surface; exterior alterations or additions unless approved by the
Historic Resources Commission and such alterations are in keeping with the Secretary of
Interior’s Standards; deteriorating, dilapidated or unrepaired structures such as fences, roofs,
doors, walls, and windows; storage of junk, trash, debris, discarded or unused objects such as
cars, appliances, or furniture; and other unsightly by decoration, structure or vegetation which is
unsightly by reason of its height, condition, or inappropriate location.
e. Owner shall allow reasonable periodic inspection by prior appointment, as needed
or at least every five (5) years after the initial inspection, of the interior and exterior of the
Historic Property by representatives of the City of Santa Ana, the County Assessor, the State
Department of Parks and Recreation, and the State Board of Equalization, to determine the
Owner’s compliance with the terms and provisions of this Agreement.
4. Furnishing of Information.
The Owner hereby agrees to furnish the City with any and all information requested
which may be necessary or advisable to determine compliance with the terms and provisions of
this Agreement.
5. Cancellation.
a. The City, following a duly noticed public hearing by the City Council as set forth
in Government Code Section 50280, et. seq., may cancel this Agreement if it determines that the
Owner have breached any of the conditions of this Agreement, or has allowed the property to
deteriorate to the point that it no longer meets the standards for a qualified Historic Property, or
if the City determines that the Owner have failed to restore or rehabilitate the property in the
manner specified in Section 3 of this Agreement. If a contract is cancelled for these reasons, the
Owner shall pay a cancellation fee to the County Auditor as set forth in Government Code
Section 50286. This cancellation fee shall be a percentage (currently set at twelve and one-half
(12 ½) percent by Government Code Section 50286) of the current fair market value of the

property at the time of the cancellation, as determined by the county assessor, without regard to
any restriction imposed pursuant to this Agreement.
b. If the Historic Property is destroyed by earthquake, fire, flood or other natural
disaster such that in the opinion of the City Building Official more than sixty (60) percent of the
original fabric of the structure must be replaced, this Agreement shall be canceled immediately
because, in effect, the historic value of the structure will have been destroyed. No fee shall be
imposed in the case of destruction by acts of God or natural disaster.
c. If the Historic Property is acquired by eminent domain and the City Council
determines that the acquisition frustrates the purpose of this Agreement, this Agreement shall be
cancelled and no fee imposed, as specified in Government Code Section 50288.
6. Enforcement of Agreement.
a. In lieu of and/or in addition to any provisions to cancel the Agreement as
referenced herein, City may specifically enforce, or enjoin the breach of, the terms of the
Agreement. In the event of a default, under the provisions to cancel the Agreement by Owner,
the City shall give written notice to Owner by registered or certified mail, and if such a violation
is not corrected to the reasonable satisfaction of the City Manager or designee within thirty (30)
days thereafter, or if not corrected within such a reasonable time as may be required to cure the
breach or default, or default cannot be cured within thirty (30) days (provided that acts to cure
the breach or default may be commenced within thirty (30) days and shall th ereafter be diligently
pursued to completion by Owner), then City may, without further notice, declare a default under
the terms of this Agreement and may bring any action necessary to specifically enforce the
obligations of Owner growing out of the terms of this Agreement, apply to any court, state or
federal, for injunctive relief against any violation by Owner or apply for such relief as may be
appropriate.
b. City does not waive any claim of default by the Owner if City does not enforce or
cancel this Agreement. All other remedies at law or in equity which are not otherwise provided
for in this Agreement or in City’s regulations governing historic properties are available to City
to pursue in the event that there is a breach of this Agreement. No waiver by City of any breach
or default under this Agreement shall be deemed to be a waiver of any other subsequent breach
thereof or default hereunder.
7. Binding effect of Agreement.
a. Owner hereby subjects the Historic Property, located at 621 North Spurgeon
Street, Assessor Parcel Number, 398-236-02, and more particularly described in Exhibit A, in
the City of Santa Ana, to the covenants, conditions, and restrictions as set forth in this
Agreement.
b. City and Owner hereby declare their specific intent that the covenants, conditions
and restrictions as set forth herein shall be deemed covenants running with the land and shall
pass to and be binding upon Owner’s successors and assigns in title or interest to the Historic
Property. Every contract, deed, or other instrument hereinafter executed, covering or conveying

the Historic Property or any portion thereof, shall conclusively be held to have been executed,
delivered, and accepted subject to the tenants, restrictions, and reservations expressed in this
Agreement regardless of whether such covenants, conditions and restrictions are set forth in such
contract, deed, or other instrument.
8. No Compensation.
Owner shall not receive any payment from City in consideration of the obligation
imposed under this Agreement, it being recognized that the consideration for the execution of
this Agreement is the substantial public benefit to be derived therefrom and the advantage that
will accrue to Owner as a result of the effect upon the assessed value of the Property on the
account of the restrictions on the use and preservation of the Property.
9. Notice.
Any notice required by the terms of this Agreement shall be sent to the address of the
respective parties as specified below or at other addresses that may be later specified by the
parties hereto.

10. General Provisions.
a. None of the terms, provisions, or conditions of this Agreement shall be deemed
to create a partnership between the parties hereto and any of their heirs, successors, or assigns,
nor shall such terms, provisions or conditions cause them to be considered joint ventures or
members of any joint enterprise.
b. The Owner agrees to and shall indemnify and hold the City and its elected and
appointed officials, officers, agents, and employees harmless from liability for damage or claims
for damage for personal injuries, including death, and claims for property damage which may
arise from the direct or indirect use or operations of the Owner or those of his or her contractor,
subcontractor, agent, employee, or other person acting on his or her behalf which relates to the
use, operation, and maintenance of the Historic Property. The Owner hereby agrees to and shall
defend the City and its elected and appointed officials, officers, agents, and employees with
respect to any and all actions for damages caused by, or alleged to have been caused by, reason
of the Owner's activities in connection with the Historic Property.

c. This hold harmless provision applies to all damages and claims for damages
suffered, or alleged to have been suffered, and costs of defense incurred, by reas on of the
operations referred to in this Agreement regardless of whether or not City prepared, supplied, or
approved the plans, specifications or other documents for the Historic Property.
d. All of the agreements, rights, covenants, conditions, and restrictions contained
in this Agreement shall be binding upon and shall inure to the benefit of the parties herein, their
heirs, successors, legal representatives, assigns, and all persons acquiring any part or portion of
the Historic Property, whether by operation of law on in any manner whatsoever.
e. In the event legal proceedings are brought by any party or parties to enforce or
restrain a violation of any of the covenants, reservations, or restrictions contained herein, or to
determine the rights and duties of any party hereunder, the prevailing party in such proceeding
may recover all reasonable attorney’s fees to be fixed by the court, in addition to court costs and
other relief ordered by the court.
f. In the event that any of the provisions of this Agreement are held to be
unenforceable or invalid by any court of competent jurisdiction, or by subsequent preemptive
legislation, the validity and enforceability of the remaining provisions, or portions thereof, shall
not be effected thereby.
g. This Agreement shall be construed and governed in accordance with the laws of
the State of California, with venue in Orange County.
11. Recordation.
No later than twenty (20) days after the parties execute and enter into this Agreement, the
City shall cause this Agreement to be recorded in the office of the County Recorder of the
County of Orange.

DESCRIPTION/BACKGROUND RELATED TO PERIOD ARCHITECTURE:
The Queen Anne (Late Victorian) (also known as the Queen Anne Revival) dominated residential architectural design during the last
20 years of the 19th century in the West, and was nearly as influential on early commercial buildings. Identifying features include the
front-facing gable roof, ornate decoration of wood or metal along the eave and in the gable end, avoidance of flat wall surfaces
through the use of applied ornamentation of wood or metal, and classical columns or pilasters. Multi-storied residential and
commercial examples often incorporated bay windows, sometimes topped with towers. The style borrowed heavily from late
Medieval models, with the addition of other regional interpretations. Some of the most well developed examples can be found in
California and in the Southern states (McAlester, 263-268).

Located on the east side of Spurgeon Street just south of East Civic Center Drive, this is a one and a half story residence in the Queen
Anne (Late Victorian ) style. A hipped roof with lower cross gables caps the dwelling. Narrow horizontal siding covers the body of
the house while the gable faces feature fishscale shingles. Two dormers, one hipped, the other gabled, emerge from the hipped roof
over the façade. A large front gable over the south half of the façade provides a focal point and is detailed with a rounded bargeboard
and open trusswork in the gable end. Two tall and narrow double-hung sash windows are centered within the gable face. Separating
the roof from the house below, a plain frieze and a bracketed soffit circle the house. A cant bay is located beneath the front gable
while a porch is recessed beneath the roof to the north. Suggesting a Colonial Revival influence, Tuscan posts and columns are set on
a low porch wall to enclose the porch. Within the porch space, the entry consists of a paneled and glazed door framed by panels that
may have been sidelights and a transom. Complemented by trees, lawn, and shrubbery, this highly intact house sits on a property
bordered at the sidewalk by a low cement curb. A garage also located on the property was not inspected.
HISTORIC HIGHLIGHTS:
According to previous research, this house was constructed in 1898, a date consistent with its transitional design. It was originally
owned by J. C. Thomas, a rancher and a director of the Santa Ana Valley Irrigation District. Now the only house remaining on this
block of Spurgeon, the house occupies a portion of the original 2¾-acre parcel owned by Thomas (Treasures).

Santa Ana was founded by William Spurgeon in 1869 as a speculative townsite on part of the Spanish land grant known as Rancho
Santiago de Santa Ana. Early growth and development was stimulated by the arrival of the Southern Pacific Railroad in 1878 and the
Santa Fe Railroad in 1886. Following its incorporation as a city in 1886, Santa Ana was recognized as one of the leading
communities in the area in 1889 when it became the seat of the newly created County of Orange.
Santa Ana’s population rose steadily in the late 1880s, survived the economic downturn in 1893, and continued to grow as the end of
the century approached. As a result, numerous homes were constructed during this period. This house is significant architecturally as
an example of the Queen Anne (Late Victorian) style as it was influenced by the Colonial Revival of the early 20th century. Queen
Anne characteristics include the complex roofline, the treatment of the gable ends, the use of fishscale shingles, and the front bay
projection. The porch design, with its Tuscan columns and posts, is more closely affiliated with the Colonial Revival style.
The Thomas House retains good integrity. Character-defining original and restored exterior features, which should be preserved,
include but may not be limited to: roof configuration and treatment; massing; exterior materials and finishes; fenestration; porch
steps; and architectural detailing such as brackets, frieze, bargeboards, stickwork, and columns.
SUMMARY/CONCLUSION:
This property is currently listed in the Santa Ana Register of Historical Property and has been categorized as “Key” because it “has a
distinctive architectural style and quality” as an example of the Queen Anne (Late Victorian) style (Municipal Code, Section 30-2.2).

Secretary of the Interior’s Standards for Rehabilitation of Historic Buildings, as follows:
1. Every reasonable effort shall be made to provide a compatible use for a property
which requires minimal alteration of the building, structure, or site and its
environment, or to use a property for its originally intended purpose.
2. The distinguishing original qualities or character of a building, structure or site
and its environment shall not be destroyed. The removal or alteration of any
historic material or distinctive architectural features should be avoided when
possible.
3. All buildings, structures, and sites shall be recognized as products of their own
time. Alterations that have no historical basis and which seek to create an earlier
appearance shall be discouraged.
4. Changes which may have taken place in the course of time are evidence of the
history and development of a building, structure, or site and its environment.

Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior
Modification Application No. 2023-05.
EXECUTIVE SUMMARY
Duane Rohrbacher, Jr. and Shannon Qhihuiz are requesting approval of Historic Exterior
Modification Application (HEMA) No. 2023-05. Specifically, the request is to allow exterior
modifications consisting of a partial rehabilitation of an existing, deteriorating front porch at
the building’s primary (south) façade for the Titchenel-Catland House located at 419 East
Wellington Avenue. The porch will undergo foundation repairs and reinforcement; non-
original Craftsman style porch elements that were added during the early to mid-1920s
remodel will be removed and replaced by a simple, compatible porch design; compatible
porch features that are in disrepair will be maintained and repaired in-kind; and conjectural
architectural features that have been added over time and are not compatible with the
historic property will be removed. The property was listed as “Key” in 1997 on the Santa Ana
Register of Historical Properties.

Project Location and Site Description
The subject property is located on the north side of East Wellington Avenue in the French
Park National Register Historic District in Santa Ana. The General Plan land use
designation for the site is Low Density Residential (LR-7) and the zoning district is Specific
Development Plan 19 (SD19)/Historic French Park District. The subject property, known
as the Titchenel-Catland House, consists of an existing two-story residence originally
designed in a Victorian Italianate style in 1887. The property was remodeled to add
Craftsman Bungalow elements, including an altered front porch, in the early to mid-1920s.
The property consists of a single-family residence of approximatley 2,143 square feet in
size, with a detached garage, on a 12,600-square-foot lot. The Titchenel-Catland House
is a contributor to the National Register-listed French Park Historic District. The property

is also individually listed as No. 138 on the Santa Ana Register of Historical Properties
(“Register”). It was placed on the Register in 1997 and was categorized as “Key.”
The Titchenel-Catland House is an asymmetrical, two-story residence with a square
footprint. It sits on a raised, concrete and brick foundation and is clad in shiplap wood
siding throughout. The building’s overall massing is composed of a side gable roof with a
front gable that projects from the eastern portion of the primary (south) façade towards
the street. The roof is clad in asphalt shingles and is characterized by wide eaves with
exposed rafters and beam ends. At the primary façade, a projecting flat porch roof divides
the first and second story. The porch roof spans nearly the entire width of the primary
façade and is characterized by two square porch posts resting on wider paneled piers.
The porch roof also extends over a small building projection to the east that contains a
single, wood-hung window within the covered porch area and two wood-hung, south-
facing windows that are set outside of the porch. The building’s main entrance is recessed
within the porch and is composed of a single wood door with an arched light located below
a single transom. One double-hung wood window is west of the main entrance, set within
the covered porch. The building’s windows consist of additional double-hung wood
windows throughout, and wood casement windows with partially divided lights in the top
third portion of each window that are located throughout the second story. Louvered vents
are below the front-facing gable roofs. Alterations include the removal of the front porch
and 1919 sleeping porch and replacement with a new Craftsman style porch that
expanded the porch footprint to the building’s southwest corner; and the addition and later
removal of altered porch roof balusters. The original Victorian Italianate residence and
porch are visible in a 1890 photograph of the building taken shortly after its construction
(Exhibit 7). Additional 1920s Craftsman style alterations include a raised and altered roof
for additional upstairs bedrooms, which introduced new gables and eaves throughout;
added vents below new gables; replacement of upper-story double-hung wood windows
with casement windows; addition of non-original Italianate window ornamentation to the
double window on the south façade’s first story; and building expansion at the second
story. The house is enhanced by a brick pathway, mature trees, shrubs, paving, entry
trellis, picket fence, and landscaping.
Project Description
On March 13, 2023, Krista Nicholds, a qualified Architectural Historian, analyzed the
proposed project and found that it met the Secretary of the Interior’s Standards (Exhibit
8). The language used in Nicholds’ Standards Analysis refers to the project as a porch
“reconstruction” however the appropriate term for the project is a porch “rehabilitation.”
Nonetheless, the terminology does not detract from the conclusion that the proposed
project meets the Standards for Rehabilitation.
On May 18, 2023, the project was submitted to the French Park Neighborhood Review
Committee for review. City staff met with the property owner and members of the
Committee at the subject property on May 24, 2023, to discuss the proposed project. On

May 25, 2023, the Committee provided comments to the City, who then forwarded them
to the applicant. The Committee’s comments have informed the proceeding project
description (Exhibit 9).
The proposed exterior modifications to the residence include the partial rehabilitation of
an existing, deteriorating front porch at the building’s primary (south) façade. Specifically,
the porch will undergo foundation repairs and reinforcement; non-original Craftsman style
porch elements that were added during the early to mid-1920s remodel will be removed
and replaced by a simple, compatible porch design; compatible porch features that are in
disrepair will be either maintained and repaired in-kind or replaced entirely due to sever
deterioration. Conjectural architectural features that have been added over time and are
not compatible with the historic property will be removed. This project proposes no new
square footage and is only concentrated at the building’s front porch located at the primary
(south) façade and includes a portion of the west (side) façade, confined only to the porch
area.
Structural porch repair shall include the addition of three new concrete footers poured in
place, each with a 12-inch diameter. The footers shall be located under new porch posts
and will not be visible from the public right-of-way as they will be hidden behind the porch
skirt, at the building’s foundation. The existing porch skirt (made of one-inch by ten-inch
sized pieces of wood) is deteriorating and will be removed and replaced with a compatibly-
designed porch skirt. The new design will be similar to the existing, consisting of vertical
slats made out of redwood material, that will be one-inch by 12-inch sized pieces slightly
spaced apart for airflow. An existing, deteriorating 12-inch horizontal wood band
immediately above the porch skirt will also be replaced (or added where missing) to match
the existing band that is to the east of the porch steps. The new horizontal band and porch
skirt will be placed at the south and west porch facades. A small area immediately east
of the porch steps on the south façade will also receive a new horizontal band and porch
skirt to cover existing exposed brick at the foundation, and continue the porch skirt design
at the porch’s eastern terminus. Two new porch vents will be replaced like-for-like in the
same locations at the foundation-level (on the south and west façades).
The project will require the removal of two existing, non-original, four-inch by four-inch
porch posts, which are each currently wrapped inside a deteriorating 21.5-inch lower pier
with a 11.25-inch upper square post. The piers and posts will be entirely removed as well.
Immediately east of the porch stairs, there is a piece of wood with the property address
“419” (which may have once been a porch pier, although no photographic evidence has
been provided). This feature will be removed entirely. The new porch design will include
three new porch posts. Two posts will be placed where the existing posts are currently
located, and a third post will be placed to the east of the porch steps. The third post
location will be equal distance from the center of the main entrance as that of the post to
the west of the porch stairs (both eastern posts will frame the main entrance). All three
posts will be eight-inch by eight-inch with eight-inch by ten-inch upper and lower wraps.
The posts will be made out of redwood to match the existing post material like-for-like.

The deteriorating porch decking will undergo like-for-like spot repair with T6 Doug Fir
wood to match the existing decking. The non-original porch railing will be removed and a
new railing will not be installed. The 22-inch porch header will be removed entirely. The
porch roof and cornice will be preserved in place. The porch stairs will also remain.
Inappropriate conjectural additions to be removed include the existing corbel at the
porch’s eastern terminus, and the window ornamentation at the double window, including
the two window consoles, inner brow ornamentation, and lintel.
Analysis of the Issues
As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for
the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating,
Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer,
revised 2017). The proposed exterior modifications would be considered a rehabilitation
project and as such be evaluated against ten criteria. Staff has reviewed the proposed
modifications in comparison to the SOIS. The following is a review of the findings as they
pertain to the applicable criteria:
1. A property will be used as it was historically or be given a new use that requires
minimal changes to its distinctive materials, features, spaces, and spatial
relationships.
The project complies with Standard No. 1. The property currently maintains its
historic use as a single-family residence. The use is not proposed to change. The
interior configuration will remain the same with minimal changes to the front porch
design to address structural and safety concerns, while simultaneously removing
inappropriate, non-original features.
2. The historic character of a property shall be retained and preserved. The removal
of historic materials or alteration of features and spaces that characterize a
property shall be avoided.
The project complies with Standard No. 2. The historic character of the subject
property will be retained and preserved. The proposed porch rehabilitation has
been designed to maintain existing, compatible porch materials and remove only
non-original and conjectural features. Although the proposed rehabilitation will
alter the primary (south) elevation, the existing porch is not original to the original
Victorian Italianate style residence built in 1887, as it underwent a 1920s
Craftsman style porch remodel and has since been altered over time. The
proposed rehabilitation will provide a more compatible porch design that does not
introduce new Victorian Italianate and Craftsman style elements. The proposed
exterior alterations will not alter any important spatial relationships that
characterize the property as the porch has been altered overtime.

3. Each property will be recognized as a physical record of its time, place, and use.
Changes that create a false sense of historical development, such as adding
conjectural features or elements from other historic properties, will not be
undertaken.
The project complies with Standard No. 3. The proposed changes will not create
a false sense of historical development. The proposed rehabilitation will read as a
simplistic design in comparison to the existing Victorian Italianate and Craftsman
style single-family residence. The existing, deteriorating front porch will be
redesigned to include thinner porch posts with a new, third post, to provide visual
symmetry to the entrance. The new porch post will contain no new ornamentation
to be confused with existing original building features, and will be distinct enough
to discern that it is new construction. Moreover, the project includes the removal
of conjectural features, including the existing corbel at the porch’s eastern
terminus, the two window consoles inner brow ornamentation at the double-
window of the south façade, and window lintel.
4. Changes to a property that have acquired historic significance in their own right
will be retained and preserved.
The project complies with Standard No. 4. The Craftsman style porch remodel in
the 1920s removed the building’s early Victorian Italianate style porch entirely and
expanded the porch footprint to the building’s southwest corner. The expanded
porch, constructed approximately 100 years ago, has acquired historic significance
in its own right as it was designed in relation with the building’s overall Craftsman
style alterations. However, the porch has since been altered numerous times. The
porch piers, posts, and header are not appropriately sized to the residence and
they are severely deteriorated. The proposed project will improve upon the 1920’s
remodel to be more compatible with the historic residence by introducing new
porch posts with a thinner diameter and a third porch post to frame the porch
entrance and provide symmetry to the building. The porch header (below the
cornice) and railing will be removed to provide a cleaner design that opens the
porch and creates better visibility of the residence. The existing porch skirt, which
is not original and deteriorated, will be removed and replaced with a compatible
skirt in a similar design as the existing. Additionally, conjectural items that have no
historic significance will be removed. The project will not remove any significant
features that acquired historic significance in their own right, such as the porch roof
and cornice, decking, and massing.
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a property shall be preserved.

The project complies with Standard No. 5. Distinctive materials, features, finishes,
and construction techniques or examples of craftsmanship that characterize the
property will be preserved. Although the project proposes altering the front porch,
the majority of items to be altered will be either repaired or replaced like-for-like
given the amount of deterioration. The porch posts, which are not original and
deteriorated, will be redesigned to reflect a compatible, simple design. The porch
railing, which is also not original and in disrepair, will be removed entirely. The
porch header is not compatible and will be removed.
6. Deteriorated historic features will be repaired rather than replaced. Where the
severity of deterioration requires replacement of a distinctive feature, the new
feature will match the old in design, color, texture, and, where possible, materials.
Replacement of missing features will be substantiated by documentary and
physical evidence.
The project complies with Standard No. 6. Deteriorated historic features will be

color, texture, and, where possible, materials. The non-original porch posts and
railing are so severely deteriorated with wood rot and missing wood pieces that it
has become a structural hazard. The porch posts will be removed entirely and
redesigned to reflect a compatible, simple design that better suites the historic
property, which has been altered over time.
The deteriorating porch decking has holes and wood rot. It will undergo like-for-
like spot repair with T6 Doug Fir wood to match the existing decking. The existing
12-inch horizontal wood band immediately above the porch skirt (at the south and
west facades) is not original and does not accurately match the existing band to
the east of the porch steps (pieces of wood overlap on the south façade and the
band is bent and deteriorated at the west façade). The band will be fully replaced
to match the existing band that is to the east of the porch steps. The porch skirt is
not original and severely deteriorated. The skirt will be fully removed and replaced
with a new skirt in a similar style, featuring vertical slats made out of redwood
material to match existing. The new skirt slats will be two inches wider than existing
and will be spaced apart to allow for airflow. Two new porch vents (which are part
of the porch skirt) will be replaced like-for-like in the same locations.
A small area immediately east of the porch steps on the south façade will also
receive a new horizontal band and porch skirt to cover existing exposed brick at
the foundation, and continue the porch skirt design at the porch’s eastern terminus.
Although this design is not based on documentary evidence, the porch and entire
building have been largely altered over time and the new band and skirt will provide
cover to the exposed foundation while unifying the overall porch design.

7. Chemical or physical treatments, if appropriate, will be undertaken using the
gentlest means possible. Treatments that cause damage to historic materials will
not be used.
Standard 7 does not apply as the project will not involve chemical or physical
treatments on the building and will be in full compliance with the Standards.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.
Standard 8 does not apply as there are no known archeological resources onsite.
9. New additions, exterior alterations, or related new construction will not destroy
historic materials, features, and spatial relationships that characterize the property.
The new work shall be differentiated from the old and will be compatible with the
historic materials, features, size, scale and proportion, and massing to protect the
integrity of the property and its environment.
The project complies with Standard No. 9. The front porch rehabilitation will not
destroy historic materials or features. All porch materials and features in need of
full replacement (porch band, skirt, and posts) will be replaced with the same
materials as existing, and those needing in-kind repair (porch decking) will be
repaired with matching materials. The existing porch skirt is not original and
therefore the new skirt will feature slightly wider posts that will be compatibly
designed with the overall porch. Although the deteriorated posts and piers will be
removed entirely, the new posts will replace the old in the same location (with the
addition of a third new post to provide symmetry) and will provide a more
compatible porch design with thinner post width to better match the residence.
Important spatial relationships characterizing the Victorian Italianate and
Craftsman style residence will not be disturbed, as the rehabilitation will not add or
remove building or porch square footage. The new porch posts will be
differentiated from the historic building in that they will not contain Victorian
Italianate ornamentation or be overtly Craftsman in style, however their simplistic
design will be compatible with the historic materials, features, size, scale and
proportion, and massing to protect the integrity of the property and its environment.
10.New additions and adjacent or related new construction will be undertaken in such
a manner that, if removed in the future, the essential form and integrity of the
historic property and its environment would be unimpaired.
The project complies with Standard No. 10. The proposed project is considered
generally reversible, as it is confined to the exterior porch only. It also does not
remove essential aspects of the building’s form and materials. Although the
proposed rehabilitation will be at the primary façade, the alterations are largely

focused on repairing and replacing existing materials and avoids altering the most
significant and character-defining features. The essential form of the house and
the vast majority of its historic materials will remain unimpaired.
In conclusion, staff has determined that the project complies with The Secretary of the
Interior’s Standards for Rehabilitation. Specifically, the analysis indicates that the proposed
porch rehabilitation will be compatible and consistent with the existing architectural elements
that reflect a blend of Victorian Italianate and Craftsman style architecture while being
mindful not to disturb the historic materials that characterize the property. By localizing the
scope of work within the porch footprint and not expanding the building square footage, and
by differentiating the new work from the old while also removing conjectural features, the
property will maintain its historic and character-defining features. Most importantly, the porch
rehabilitation will allow for the option for it to be changed in the future in such a way that the
essential form and integrity of the historic property and its environment will be unimpaired.
The role of the Historic Resources Commission is to issue a Certificate of Appropriateness
upon finding that the proposed modifications do not substantially change the character and
integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the
Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government
agreement with the State of California. Staff finds that the historic exterior modification
application meets the necessary criteria to be awarded a Certificate of Appropriateness and
should be approved. It is also recommended that staff approve the exact materials and
finishes to be used prior to installation to ensure quality and compatibility.
Public Notification
The project site was posted with a notice advertising this public hearing, a notice was
published in the Orange County Reporter and mailed notices were sent to all property
owners within 500 feet of the project site. At the time of this printing, no correspondence,
either written or electronic, had been received from any members of the public.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the recommended action is
exempt from further review under Section 15331, Class 31, as this action is designed in
a manner consistent with the Secretary of Interior’s Standards. Based on this analysis, a
Notice of Exemption, Environmental Review No. 2023-49 will be filed for this project.
FISCAL IMPACT
There is no fiscal impact associated with this action.

PROPERTY LOCATED AT 419 EAST WELLINGTON
AVENUE (HISTORIC EXTERIOR MODIFICATION

BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE
CITY OF SANTA ANA AS FOLLOWS:
Section 1. The Historic Resources Commission of the City of Santa Ana hereby
finds, determines and declares as follows:
A. Duane Rohrbacher, Jr. and Shannon Qhihuiz (“Applicants”) are requesting
approval of Historic Exterior Modification Application No. 2023-05 to allow
exterior modifications to the property at 419 East Wellington Avenue,
historically known as the Titchenel-Catland House.
B. The legal owners of the property are Duane Paul Rohrbacher, Jr., a single
man and Shannon Dominique Quihuiz, a single woman as joint tenants.
C. The legal description for the subject property is attached hereto as Exhibit
A and incorporated by this reference as though fully set forth herein.
D. The Titchenel-Catland House is individually listed as No. 138 on the Santa
Ana Register of Historical Properties and categorized as “Key” in 1997.
E. The Titchenel-Catland House was originally built in 1887 and is
architecturally significant as a Victorian Italianate Style residence. In the
early to mid-1920s, the Titchenel-Catland underwent a remodel that added
Craftsman Bungalow elements. These Craftsman style alterations have
acquired historic significance in their own right. Character-defining exterior
features of the Titchenel-Catland House that should be preserved include,
but may not be limited to, the Victorian elements (elongated windows and
doors, prominent bay window, wide shiplap siding trimmed with corner
boards), the gable roof, single exposed beam-ends, rafter tails, and
louvered vents, representative of the Craftsman Bungalow style.
F. Pursuant to Santa Ana Municipal Code Section 30-6, no exterior physical
modifications, other than those identified by the Historic Resources
Commission for administrative approval by city staff, shall be permitted with
respect to a historic structure until the Historic Resources Commission
approves such request at a duly noticed public hearing and issues a
certificate of appropriateness. The Historic Resources Commission shall
issue the certificate of appropriateness upon finding that the proposed

modification(s) does not substantially change the character and integrity of
the historic property.
G. The proposed exterior modifications to the two-story, single-family
residence consist of a partial rehabilitation of an existing, deteriorating front
porch at the building’s primary (south) façade. The porch will undergo
foundation repairs and reinforcement; non-original Craftsman style porch
elements that were added during the early to mid-1920s remodel will be
removed and replaced by a simple, compatible porch design; compatible
porch features that are in disrepair will be maintained and repaired in -kind;
and conjectural architectural features that have been added over time and
are not compatible with the historic property will be removed.
H. Pursuant to Santa Ana Municipal Code Section 30 -6, the Historic
Resources Commission held a duly noticed public hearing on July 6, 2023,
for the request for exterior modifications to the Titchenel-Catland House.
I. Since the property is deemed a historic structure, all exterior modifications
are required to meet the Secretary of Interior’s Standards for Rehabilitation.
1. The following Secretary of Interior’s Standards are applicable:
i. The project complies with Standard No. 1. The property
currently maintains its historic use as a single-family
residence. The use is not proposed to change. The interior
configuration will remain the same with minimal changes to
the front porch design to address structural and safety
concerns, while simultaneously removing inappropriate, non-
original features.
ii. The project complies with Standard No. 2. The historic
character of the subject property will be retained and
preserved. The proposed porch rehabilitation has been

non-original porch posts and railing are so severely
deteriorated with wood rot and missing wood pieces that it has
become a structural hazard. The porch posts will be removed
entirely and redesigned to reflect a compatible, simple design
that better suites the historic property, which has been altered
over time.
The deteriorating porch decking has holes and wood rot. It will
undergo like-for-like spot repair with T6 Doug Fir wood to
match the existing decking. The existing 12-inch horizontal
wood band immediately above the porch skirt (at the south
and west facades) is not original and does not accurately
match the existing band to the east of the porch steps (pieces
of wood overlap on the south façade and the band is bent and
deteriorated at the west façade). The band will be fully
replaced to match the existing band that is to the east of the
porch steps. The porch skirt is not original and severely
deteriorated. The skirt will be fully removed and replaced with
a new skirt in a similar style, featuring vertical slats made out
of redwood material to match existing. The new skirt slats will
be two inches wider than existing and will be spaced apart to
allow for airflow. Two new porch vents (which are part of the
porch skirt) will be replaced like-for-like in the same locations.
A small area immediately east of the porch steps on the south
façade will also receive a new horizontal band and porch skirt
to cover existing exposed brick at the foundation, and
continue the porch skirt design at the porch’s eastern
terminus. Although this design is not based on documentary
evidence, the porch and entire building have been largely
altered over time and the new band and skirt will provide cover
to the exposed foundation while unifying the overall porch
design.
vii. The project complies with Standard No. 9. The front porch
rehabilitation will not destroy historic materials or features. All

porch materials and features in need of full replacement
(porch band, skirt, and posts) will be replaced with the same
materials as existing, and those needing in-kind repair (porch
decking) will be repaired with matching materials. The existing
porch skirt is not original and therefore the new skirt will
feature slightly wider posts that will be compatibly designed
with the overall porch. Although the deteriorated posts and
piers will be removed entirely, the new posts will replace the
old in the same location (with the addition of a third new post
to provide symmetry) and will provide a more compatible
porch design with thinner post width to better match the
residence. Important spatial relationships characterizing the
Victorian Italianate and Craftsman style residence will not be
disturbed, as the rehabilitation will not add or remove building
or porch square footage. The new porch posts will be
differentiated from the historic building in that they will not
contain Victorian Italianate ornamentation or be overtly
Craftsman in style, however their simplistic design will be
compatible with the historic materials, features, size, scale
and proportion, and massing to protect the integrity of the
property and its environment.
viii. The project complies with Standard No. 10. The proposed
project is considered generally reversible, as it is confined to
the exterior porch only. It also does not remove essential
aspects of the building’s form and materials. Although the
proposed rehabilitation will be at the primary façade, the
alterations are largely focused on repairing and replacing
existing materials and avoids altering the most significant and
character-defining features. The essential form of the house
and the vast majority of its historic materials will remain
unimpaired.
ix. Standards 7-8 are not applicable. No features of this
description would be affected by this Project.
Section 2. In accordance with the California Environmental Quality Act, the
recommended action is exempt from further review under Section 15331, Class 31, as
this action is designed in a manner consistent with the Secretary of Interior’s Standards.
Based on this analysis, a Notice of Exemption, Environmental Review No. 2023 -49 will
be filed for this project.
Section 3. The Historic Resources Commission of the City of Santa Ana after
conducting the public hearing hereby approves the Certificate of Appropriateness for
Historic Exterior Modification Application No. 2023-05, as conditioned in Exhibit B,
attached hereto and incorporated herein. The Historic Resources Commission finds that
the proposed modifications do not substantially change the character and integrity of the
historic property. This decision is based upon the evidence submitted at the above said

hearing, which includes, but is not limited to: the Staff Report and exhibits attached thereto
and the public testimony, all of which are incorporated herein by this reference.

of this Resolution pursuant to Public Resources Code Section 5029.

DESCRIPTION/BACKGROUND RELATED TO PERIOD ARCHITECTURE:
The architectural style terminology is adapted from the National Register Bulletin 16A.
The Victorian Italianate style was one of the Late Victorian styles that flourished between 1860 –1890. The style emphasizes the
vertical lines in volumes and elongated doors and windows. Wide overhanging eaves often with decorative brackets and hipped roofs,
usually cap these buildings. Other significant features include balustrade balconies, corner quoins and rectangular windows with hood
mouldings.
The Craftsman Bungalow architectural style is an early 20th century American movement, developed by Charles and Henry Greene of
Pasadena, California. The height of the movement is between 1900 and 1920’s. The Craftsman Bungalow is characterized by the use
of natural wood for exposed massive beams and rafters and exterior siding. Some of the most prominent features are: low pitched
gabled roof with wide overhangs and projecting brackets; the emphasis on horizontal shapes informally arranged; the use of shingles
as exterior finish; broad, gabled entry porches; no applied ornament; creek rock foundations and porches. Many house include
Japanese and Swiss influences in their exterior detailing.

The unusual architectural character of this 1887 Victorian house can be explained by the 1925(1921?) remodel that added Craftsman
elements. At that time, the roof was raised, adding more rooms on the second floor and the porch was redesigned. The ell-shaped
gabled roof, accented with single exposed beam ends, rafter tails, and louvered vents, features a prominent front bay on the east side.
Casement windows with muntins in the top third are used throughout the second story. A railing of plain balusters, placed between
square piers, borders the flat roof of the single-storied porch. Square wood posts, resting on paneled piers, support the 1925 front
porch. From the Victorian era are the cut corners, tear drops, paired double hung windows with hood mouldings, and wide shiplap
siding trimmed with corner boards.

HISTORIC HIGHLIGHTS:
Originally built by a Mr. Carden, the house was shortly after owned by the Titchenel’s, a town constable. One of Santa Ana’s most
prominent pioneer families, the Titchenels came to the new village on November 9, 1869, one month after William Spurgeon bought
the property that was to become Santa Ana. The Titchenels bought two lots. Tradition says that he built the town’s first house, on
Fourth and Main Streets. This was the second house, built in 1887. Originally, the property covered the whole block from Wellington
to Washington and French to Lacy Streets. The block was later subdivided and is known as the Titchenel addition. From 1881 to
1886 he also built and operated the Titchenel Block in downtown Santa Ana. Serving as an early peace officer, he also was a farmer,
a builder, and a teamster. Osgood and Aurelia Catland, along with their daughter Irene, a teacher in nearby Tustin, moved into this
house in 1906, purchasing it four years later. In 1910, Osgood is listed as an engineer. The Catland family lived in the house until the
1980’s.

This example of residential architecture during the City of Santa Ana’s early formation years is located in French Park Historic
District. This two story farm house was built during the early years of the development of French Park, a residential district
advertised as the “Nob Hill” of Orange County. French Park was home to many prominent businessman, doctors, bankers, attorneys
and civil servants from 1880 to the early 1940’s. This house is in excellent condition, and on its original site.
SUMMARY/CONCLUSION:
This building is characteristic of a significant period in the history of the City of Santa Ana. The house was built during the early
formation and development of the City and French Park. While this building is associated with a significant person in the City, the
Titchenel family, the subsequent owner extensively modified the house and it no longer reflects the architecture that existed when the
Titchenel family lived here.

·Remove two 4"x4" porch posts wrapped inside wider columns (21.5" base
and 11.25" upper) with three new 8"x8" posts in concrete footers with a
8"x10" upper and lower wrap (which will be 1" thick). The third post is an
additional post to frame the entryway - the other two are replacing existing
posts. All posts will be made out of redwood to match the wood like-for-like.

vertical slats with small gaps for air flow. Replace existing wood trim below
porch floor and above skirt, on the south and west elevations, like-for-like in
height (12") and depth to match existing wood trim below existing south

invisible, hidden behind the porch skirting. The footers will be 12” in
diameter.

Dear Planning-Historic Preservation Division,
Please find herein a summary assessment of the new porch construction for the property at 419 E.
Wellington, Santa Ana, a contributor to the French Park Historic District. Based on drawings titled “Duane
2.0” by Trisha Candelario and submitted by property owner, Duane Rohrbacher, I find the new porch
design to be compatible with the Secretary of the Interior’s Standards for the Treatment of Historic
Properties and the City of Santa Ana’s French Park Design Guidelines (1985). As a consequence of my
work as a built environment historian with over six years’ experience and my graduate degree in Heritage
Conservation, I meet the Secretary of the Interior’s Professional Qualification Standards in history and
historic architecture.
Summary Assessment
1) A property shall be used for its historic purpose or be placed in a new use that requires minimal
change to its historic character.
The project of replacing the porch does not alter the property’s historic purpose as a residence and
contributor to the French Park National Historic District. Based on historic photographs, the residence has
always featured a covered porch at the front entrance. The new porch is replacing a non-original,
dilapidated porch with a design that is compatible with the residence’s Victorian Italianate architectural
style. The design is in keeping with the historic character of the neighborhood and does not require any
significant changes to the property.
2) The historic character of a property shall be retained and preserved.
The porch design retains the historic character of the property by using materials and details that are
compatible with the Victorian architectural style of the house. The new porch will be constructed of wood
and will feature narrow square columns evoking the Victorian style.
3) Each property shall be recognized as a physical record of its time, place, and use.
The new porch is compatible with the original architectural style of the house, but it is also differentiated
so that it cannot be mistaken as original.
4) Changes to a property that have acquired significance in their own right shall be retained and
preserved.
The new porch design preserves the changes that have been made to the property over time, including
the expansion of a small porch in the early 1900s and maintaining the architectural significant of the
expanded porch to keep with the mixed architectural style of the house and porch.
5) Distinctive features, finishes, and construction techniques or examples of craftsmanship that
characterize a historic property shall be preserved.
The project replaces a non-original porch with a compatible but differentiated new porch. Historically, the
residence’s main elevation was comprised of a traditional Victorian-style Italianete porch with brackets.
The porch expansion led to craftsman style porch columns. The new design simplifies the bulky craftsman
style columns with simply wrapped posts, keeping with the simplicity of the Victorian architecture and
maintaining the Craftsman design updated.
6) Deteriorated historic features shall be repaired rather than replaced, wherever possible.
The new porch design includes the repair of deteriorated historic features, including the replacement of
damaged woodwork and the repair of the original foundation. The painted redwood sheeting is being
repaired and replaced with in-kind material. The non-original porch elements are being replaced with a
compatible design and materials.
7) Chemical or physical treatments that cause damage to historic materials shall not be used.
The new porch project avoids the use of chemical or physical treatments that could cause damage to
historic materials, such as pressure washing or sandblasting.
8) Archeological resources shall be protected and preserved in place.
The project encompasses a porch replacement, an above-ground feature of the residence. There are no
known archaeological resources on the property.
9) New additions, exterior alterations, or related new construction shall not destroy historic materials
that characterize the property.
Historic materials that characterize the property will not be destroyed by the new porch construction.
10) New additions and adjacent or related new construction shall be undertaken in such a manner
that, if removed in the future, the essential form and integrity of the historic property and its
environment would be unimpaired.
The new porch could be removed in the future without impairing the essential form and integrity of the
historic property or its environment.

French Park Neighborhood Review
for 419 E. Wellington, Santa Ana, CA 92701
The Architectural Review Committee recently received NR-2023-9-FP, for 419 E. Wellington. On
May, 24, 2023 the Committee, city staff, and the owner, met to discuss a porch rehabilitation project.
The Committee requested the meeting, and we appreciate City’s and owner’s time to attend.
1. Porch Post Diameter
Committee requests an increase in the porch post diameter, from 4” to 8”. The reason for the increase is
to balance the house massing with the new three supports. Committee believes the 8” diameter will
better suit the previous porch expansion, completed in the late 1920’s.
2. Porch Post Location
Committee suggests moving the proposed east porch post, so it is equal distance from the center-line of
the front door to that of the middle post. We use the middle post as the fixed point for this
measurement, because it appears to support an important roof joist.
To ensure the east post is equal distance to the center-line of the front door, we suggest measuring from
the center of the middle post, and use that distance to find the location for the center of the east post.
3. Existing Wood-Clad Porch Columns, and Wood-Clad Bases
Committee agrees with removing the two wood-clad porch columns, and the associated wood porch
post bases.
4. Porch Skirt
The Committee suggests replacing the proposed horizontal skirt siding with vertical boards (perhaps
something similar to what already exists.) The existing south and west facing skirts are damaged, and
the Committee agrees that new skirting is needed. We suggest the new skirt siding have a vertical
orientation, with small gaps for air flow. An example of a porch skirt (slat and space) configuration is
attached.
5. Porch Wood Trim.
Committee suggests replacing existing horizontal porch wood trim, located on the south and west
facing elevations, with new wood. The wood trim is below the porch deck, and above the vertical
beaded board siding. New wood boards to match the original wood trim in height, and depth. An
example of the original wood trim is below the south-facing parlor window.
6. Missing Porch Wood Trim and Wood Skirting
We discussed adding a missing length of the aforementioned porch wood trim, and missing porch wood
skirting, to the south elevation. The missing wood area is between the porch steps, and the parlor
window. Missing wood trim to match an example found below the south-facing parlor window. See the
attached photograph for a possible porch skirt (slat and space) configuration.
7. Porch Deck
Owner proposes to repair the existing porch deck tread. The tread appears in serviceable condition, so
the Committee supports its rehabilitation, and reuse.
8. Committee concurs to remove the modern corner-corbel from the front porch.
9. Committee concurs to remove the modern wood corbels and wood brow, from the original parlor
window.
