It is assumed that this meeting will be virtual, but we are able to attend in person if necessary. The purpose of this meeting will be to discuss the project, resources available, specific tasks and approach, project schedule, and communication protocols. It is assumed that this will be a 1-hour meeting and will be attended by two Ascent-team-members.-AscentstafFw lLrecord-_muting-notes_an_d_wilLdistribute�copy-of the-notes ta_the attendees.A portion of this task is also dedicated to mobilizing our team internally, holding a project start-up meeting, and administrative activities in project initiation. Deliverables Attendance at kickoff meeting Meeting notes Task 2: Initial Peer Review of CEQA Exemption and Technical Analyses Ascent's CEQA and technical experts will critically review the exemption documentation and related technical analyses listed above that will were prepared by FCS.This will include a thorough review of the CEQA Compliance Memo and the following related technical analyses: Air Quality, Greenhouse Gas Emissions, and Energy Analysis (including Health Risk Assessment) • Biological Resources Analysis • Cultural Resources Analysis • Noise Analysis Note: no other studies have been identified in the FCS scope of work, and the peer review of other studies is outside of this scope of work. Should other studies be made available, we will also include the peer review of those studies for an additional negotiated fee. We will advise the city on whether the documents contain any flaws, omissions, errors, and/or generally substandard CEQA practices related to methodologies, analyses, and substantiation of conclusions. Ascent will also conduct a cursory review of modeling appendices for consistency with the technical study conclusions (if provided). Where discrepancies in the analysis are found,we will raise those deficiencies early in the process and offer solutions for the applicant and its team to resolve the issues. We will document comments and critiques through comment features in MS Word or Adobe Acrobat. Any required revisions will be completed by the applicant and resubmitted.Ascent will participate in one meeting with the city(and if desired,the applicant's team)to discuss review comments. We will develop a mutually agreeable schedule prior to the kickoff meeting and will maintain and update the schedule throughout the environmental review process. Our project manager will track the critical path and inform the city of critical milestones that may be at risk. Other typical tasks would include cost tracking, budget management, participation in conference/video-call meetings, and unscheduled phone calls and email communication, as needed. We understand the City may desire to establish regular meetings.We have budgeted for participation in up to two additional virtual meetings (two team members at 1 hour each), separate from the meeting in Task 2. Ascent can also be available to support the city during public meetings. We have not included this in our budget but will gladly add this at the City's request for an additional fee. In addition, we propose to complete the backcheck second peer review within 2 weeks of receiving the revised documents. We understand that project schedules often change and can be driven by differing factors. Thus, this schedule is flexible, and we will work with the city to help meet project deadlines as necessary. ESTIMATED COST Ascent proposes to complete the scope of work identified above for an estimated fee of$22,110. A summary by task is provided below. To promote clarity, the following assumptions explain the basis of the proposed price.The price is estimated based_ on a good-faith, current understanding of _ _the project. If selected, Ascent is interested irLdiscussing_the City's_needs_and revising the scope of_worfc_ and price, as warranted, to meet expectations. • Proposed Price Validity. The price proposed to carry out the scope of work is valid for 120 days from the date of submittal, after which it may be subject to revision. • Time-and-Materials Cost. The proposal is a not-to-exceed price to perform the proposed scope of work. Monthly invoices will be submitted based on a time-and-materials basis occurring in each billing period. • Price and Staff Allocation to Tasks. Labor and other direct costs have been allocated to tasks to determine the total budget.Ascent may reallocate costs and labor resources, as needed, as long as the total contract price is not exceeded. • Meetings and Conference Calls. The number and duration of proposed meetings and conference calls are specified. If they are exceeded, a budget augmentation may be warranted. • Scope of Analysis. The price is based on the proposed scope of analysis. If new technical issues, alternatives, field surveys, modeling, or analysis is identified after contract execution, a budget amendment may be warranted. • Review of Modeling Outputs. Ascent will conduct a cursory review of modeling appendices for consistency (if provided); however, this scope does not include detailed review or investigations into the modeling software or outputs.
