Police Department <br />www.santa-ana.org/pd <br />Item # 14 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />September 16, 2025 <br />TOPIC: Inmate Food and Commissary Services <br />AGENDA TITLE <br />Agreement with Aramark Correctional Services, LLC for Inmate Food and Commissary <br />Services (Specification No. 25-038) (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Aramark Correctional <br />Services, LLC to provide inmate food and commissary services in an amount not to <br />exceed $5,070,842 for a three-year term beginning October 1, 2025 and expiring <br />September 30, 2028, with provisions for two (2), one (1) year renewal options, and <br />authorize use of a "pass -through" account enabling payments to Aramark Correctional <br />Services, LLC from the incarcerated person trust account for commissary purchases <br />with no fiscal impact to City funds (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) requires agencies to <br />provide food services for all incarcerated individuals held within their custody. The <br />Santa Ana Police Department currently has an agreement with Aramark Correctional <br />Services, LLC that would have expired at the end of Fiscal Year 2024-25. On June 17, <br />2025, City Council approved an amendment to extend the term for an additional three <br />months through September 30, 2025 to allow continuity of services and sufficient time to <br />select a vendor and negotiate a new agreement. <br />Request for Proposals (RFP) No. 25-038 was issued on March 17, 2025 on the City's <br />online bid management and publication system.
