I read about the recent program that will enable the City to construct fencing, along freeways and riverbeds, as a means to address some of the issues brought forth by encampments. Can a new fence be constructed for the Metro East Residents under this program, funded with CalTrans' money? At Metro East Senior Apartments, the senior citizens are very vulnerable. The 5 South runs along the east side of the development. There have been encampments reported under the underpass. The fencing that is in place belongs to Caltrans, but that was used for construction as a means to physically define the CalTrans easement line. I have made several efforts to have this address and each time CalTrans has refused to respond. First they said they were not responsible, then they made a repair, then they said they are not responsible. The last response I received via AM Valencia is that CalTrans does not have the budget. Our elected AM has issues helping seniors as it means he will have to " pick winners and losers" (his words in writing). There is no written reconciliation explaining the change. • The packet contains duplicate forms, blank signature lines, and standard "pay/appeal" language even though no fine was assessed —suggesting the packet was never properly completed. Condition of the record: The 11-page packet I received is physically torn and folded in several corners and appears incomplete, with duplicate boilerplate pages. The handwritten "VOID" markings raise further concern that the record was not preserved or maintained with the integrity required for an official enforcement action. Requested actions: 1. A written explanation of why the citation was marked "VOID," who approved that action, and why the case was closed before the compliance deadline. 2. Confirmation whether the lighting violation remains a violation, whether shielding was required/installed, and the results of any follow-up night inspections. 3. Clarification of the handling of the "ceiling separation/structural damage" allegations —why they appear in the case description but not in the citation packet. 4. TNR is the solution compatible with both concerns and the humane treatment of the cats. TNR stops the proliferation of cats in a humane way. No cat is killed, but the population goes down overtime. OC has the audacity to use "abandonment" as the excuse, when what it's doing is abandonment by proxy: By telling people to put cats back where they found them, OCAC is contributing exactly to the problem we see in Cypress College. Their work is deeply important because, for too long, talented players from Santa Ana have had to leave their community in search of opportunities elsewhere. La Academia is changing that by building a pathway right at home. I can personally attest to the caliber and seriousness of their program. This November, I will be hosting La Academia's U19 team in Spain for an exclusive soccer and cultural experience. Their players will compete against top youth academies in Madrid and Valencia, while also learning from tours of stadiums (Real Madrid and Valencia), cities, and cultural landmarks. This type of experience is rare, and it demonstrates La Academia's commitment to developing not only elite soccer players but also well-rounded young men and women. However, I am aware that La Academia's efforts are being challenged by limited field access in Santa Ana. This is not a problem unique to them, but their mission and the doors they are opening for local youth make them an organization worth supporting. With fair and consistent access to fields, La Academia can continue providing life -changing opportunities for kids who otherwise might not have access to this level of development. We joined Albion 1 year ago in July 2024 and ever since then we have had a positive impact on our sons soccer journey. He has developed not only as a soccer player but most importantly as a young person. Hes more confident in himslef, his self esteem is higher and so on. Our son, Royce has had the priveledge to be taught by a wonderful coach, Noel Arvizu. Coach Noel goes above and beyond for all the kids, he develops players, he challenges them to be the best version of themselves and he always does it with a smile. For our Albion family, losing access to train in these great fields would be detrimental. It would be very disheartening to our organization and Santa Ana soccer community would suffer as a whole. For me, Royce's father, growing up as a kid we didnt have much opportunities or programs like La Academia or Albion to pursue our dreams. The programs that did exist were too expensive and in my case my father was the only breadwinner, sometimes working two jobs to give us the basic necessities; like shelter, food, clothes etc. while mom stayed home and took care of me and my siblings and the household chores. And im sure most of us hispanic/latino families grew up in a similar way. There was plenty of talent back in the day but not enough money to pursue this dream. For me, this program that the city of Santa Ana has like La Academia or Albion its a gateway to better your chances to become if not a professional athlete, at least a full ride scholarship to a university where your education is payed for. I mean, what parent wouldnt want that? This is the foundation that would lay the tracks to get you there as a scholar athlete. Soccer was not that big 30 years ago like it is now. Soccer has evolved, its global now. With the World Cup next year being hosted here in USA soccer is going to blow up even more. I feel that MLS league in the next few years is going to take off like a rocket and get at the European Level of play, there is so much talent here, especially in Santa Ana! Not joking and not exaggerating. I have 12 barbers that work for me and they are struggling and they can easily go work at another barbershop. And now you want to charge them $100 a month membership just to park ? Most of my guys have been with me for years and they have contributed so much to this Downtown. And every single one of my barbers have had their car broken into in that parking structure over the past years. I am demanding that you continue to give people at least 2-3 hours free parking during the day ! And that is bare minimal . It's like you guys are doing everything you can to completely bankrupt your downtown businesses. Last I checked people don't have to pay for parking at Irvine Spectrum or South Coast Plaza, and they are at a much higher Caliber than our Downtown. Like why would customers even want to come to Downtown? They're either gonna get a parking meter ticket or they're going to park in the parking structure and get their car broken into . Following the December 12, 2024, hearing regarding the Notice of Revocation, the PBA Director made the following findings upon reviewing Code Enforcement Division's Compliance Inspection reports: 1. SAMC Section 41-1253 (1) — Commercial Compliance: The facility was not "established in conjunction with an existing commercial use which is in compliance with all applicable zoning, building and fire code requirements." SAMC Section 41-1253 (2) - Size Limitation: The facility exceeds the allowable 500 square feet by using the east side yard for trash bin storage and relying on an electrical wire crossing from a neighboring residence. 3. SAMC Section 41-1253 (3) - Setback: The facility is located within 50 feet of the terminus of Stanford and King Streets, violating setback standards. 4. SAMC Section 41-1253 (6) - Container Standards: Trash bins on the east side of the property are not covered when the attendant is absent, failing to meet container standards. 5. SAMC Section 41-1253 (7) - Storage of Recyclable Material: Trash bins used for recyclable material storage are left uncovered when unattended, violating storage standards. 6. SAMC Section 41-1253 (8) — Maintenance Standards: The exterior property, parking areas, and premises are not maintained in a clean, safe, and sanitary condition, requiring pressure washing and cleaning. 7. SAMC Section 41-1253 (11) — Proximity to Residential: The facility abuts residential property within five feet and is also located within 100 feet of residentially zoned or occupied property. The PBA Director dismissed the citation for operating beyond allowed hours, as the Business Owner provided evidence of updated, compliant business hours. 8. SAMC Section 41-1253 (12) - Signage: Signs are located inside container doors and are not visible when closed. The facility lacks signage stating that materials cannot be left outside the recycling enclosure or containers. In conclusion, we demand the complete revocation of this business once and for all and reparation of the area!!! We have suffered enough and need justice in our community NOW! For the new partnership with Albion to provide a path to kids from Santa Ana to play higher level soccer that could give them the opportunity, a chance, to get a college scholarship and help them get a solid start in life. A club team in Santa Ana that is affordable for Santa Ana athletes. We had no plans to have our daughter join a club team but after speaking with him and seeing his excitement, we changed our minds. I am so exhausted of ABM in charge of parking in downtown with little to no care and now we get to pay more for it -- it is an embarrassment and you all should be ashamed of how much it is costing this city and how little we receive in return. Raise the fees monthly, but we still get the same urine smelling, ill -looking, poorly managed structures... what does this say? This past weekend was another reflection of poor management from the city: - closing the streets for 4 days for a 2 day event. How can Noche de Altares -- which draws way more people - - open and close the streets for a major event in a single day but this city cannot do the same? - why can't business owners use impacted use streets to do business (deliveries, pickups, employee needs)? I was turned away from a delivery on Monday when there wasn't a SINGLE car on the street. - what happened to no events allowed without 80% approval for impacted businesses?? Many of us have not approved of street closures so why did this happen without our approval? Are you going to pay for our business loss?? impacted businesses need to approve if they will be impacted. - better layout: this past event was so poorly laid out. Most of 3rd street was empty and there were several areas that could have been used for activity but were just empty. Also booths blocked the businesses that support the city all year. And very few brick -and -mortar shops, if any, saw an increase in sales. My name is Bryan Wallace, I am thrilled and honored that ALBION Santa Ana and LA Academia has chosen me to be part of their organization, I am the clubs Technical Director and I have coached youth players in Southern California since 2002, I have also had the privilege of coaching professionally at the highest level, I was also a staff coach at UC Irvine and Cal Poly Pomona for a total of 9 years. Bringing these fields to Santa Ana would make soccer more accessible and equitable for all families in our community. Taking away the fields would have a significant impact on these children and their families. Many of them along with their parents make real sacrifices just to show up for practice and games. They dedicate their time, energy, and limited resources in order to grow as athletes and individuals. These fields are more than just a place to play they are a space where discipline, teamwork, and dreams take root.
