AND
THE SANTA ANA POLICE BENEVOLENT ASSOCIATION
accordance with Section 3500 et. seq. of the California Government Code, representatives
c the City administration have met with representatives of the Santa Ana Police Benevolent
•..•soiation (hereinafter referred to as Association) , and have reached an agreement and
n, e.r:-t_anding to recouuuend that the City Council adopt by resolution the following changes
in compensation benefits for employees of the City of Santa Ana represented by the Associ-
ation for the 1974-75 and 1975-76 fiscal years, effective July i, 1974:
1:'74-75 Fisc.. '.. Year
salaries: 1) Effective 7-1-74, an across-the-board 4% salary increase for all
employees represented by the Association.
2) Effective 1-1-75, an across-the-board 2% increase for all employees
represented by the Association.
3) Effective 4-1-75, an across-the-board 2'/ salary increase for all
employees represented by the Association.
Benefits: 1) Effective 7-1-74, the City, as employer, will contribute $12.00 per
month for each employee toward the purchase of a dental insurance
plan for the employee and his dependents. Said sum shall be the
total cost paid by the City toward such coverage for the employee
and his dependents. In the event the premium cost shall exceed $12.00
per month, such additional cost for such coverage will be borne
entirely by the employee.
2) Effective 7-1-74, an incentive allowance equal to one percent of base
salary will be granted to all non-sworn Police Department personnel
who possess and can demonstrate conversational Spanish language fluency
in accordance with standards and procedures developed by the' City
Personnel Department.
3) Effective 7-1-74, all personnel who have successfully completed their
probationary period and are appointed to the classification" of Patrolman
will be paid an additional $55.00 per month while officially assigned
to the following special-duty designations:
Investigator
Motorcycle Officer
Community Relations Officer
Background Investigator
Training Officer (Personnel Training Section)
Administrative Assistant
Accident Investigator
The City retains the right and discretion to make such assignments and
to reassign personnel from special-duty designations to regular Patrolman
duties and while the employee is not assigned to any of the above special
duty designations, he shall not be entitled to the additional $55.00
per month compensation.
4) Effective 1-1-75, all employees represented by the Association who
actually work Thanksgiving Day and/or Christmas Day will receive at
their option, an opportunity to enjoy another day off with pay on a
straight-time basis in return for each such holiday actually worked
as an extension to their annual vacation leave; provided that such
arrangements do not represent any additional cost to the City. In the
event the implementation of this policy does, in fact, constitute an
added cost to the City, the City retains the right and discretion to
immediately eliminate the option granted herein. In no case shall
employees utilizing such option receive any additional holiday compen-
sation over and above that provided employees not using the option.
Second Year (1975-76 Fiscal _ar_)
Salaries: 1) Effective 10-1-75, an across-the-board 3% salary increase for all
employees represented by the Association.
2) Effective 4-1-76, an across-the-board 87 salary increase for all
employees represented by the Association.
Benefits: 1) Effective 7-1-75, the City, as employer, will contribute an additional
amount, up to, but not to exceed $2.00 per month for each employee to
cover premium increases, if any, for the dental insurance plan imple-
mented 7-1-74.
2) To be available by 1-1-76, the City Personnel Department, after consul-
tation with the Police Department administration, will develop a com-
plete report containing a study, review and analysis of the current
Police Educational Incentive and Career Development Program and recomm-
endations relative to the improvement of such program in order that
such report may be considered during the Meet and Confer Sessions
between the City and the Association scheduled for the Spring of 1976.
3) Effective 4-1-76, the City, as employer, will contribute $4.00 per month
for each employee toward the purchase of a Long-Term Disability Income
Protection Plan which plan shall be provided to the employees by the
City. In the event the premium cost shall exceed the $4.00 amount,
such additional cost will be borne entirely bythe employee.
Except as provided herein, all other existing terms and conditions of employment affecting
the Association and its members shall remain in full force and effect.
This Agreement is subject to ratification of the membership of the Association and is
subject to approval by the City Council of the City of Santa Ana. Following such ratifi-
cation and approval, the terms of this Agreement shall be complemented by appropriate
resolutions and ordinances by action of the City Council of the City of Santa Ana.
