Chispa is a project of Tides Advocacy, a 501c4 non-profit organization. 1 December 2, 2025 Mayor Amezcua and City Councilmembers 20 Civic Center Plaza Santa Ana, CA 92701 ecomment@santa-ana.org Via Email RE: Item 11 – Ayuda Sin Fronteras Program Mayor Amezcua and Members of the Santa Ana City Council, On behalf of Chispa, we urge the City Council (Council) to vote YES on Item 11 and approve the proposed $150,000 allocation to continue the Ayuda Sin Fronteras Program (Program). It is imperative that the City of Santa Ana (City) expand financial support and relief for residents impacted by recent U.S. Customs and Border Protection (CBP), U.S. Immigrations and Customs Enforcement (ICE), and U.S. Department of Homeland Security (DHS) immigration raids and actions. Since its launch in July 2025, the Program has proven to be a lifeline for City families impacted by the immigration raids who are struggling to pay for housing, utilities, or afford basic necessities such as groceries. With 101 households and 198 individuals already assisted, the need for expanded emergency aid remains urgent and growing. The need has only continued to grow, and the Program’s initial funds were quickly exhausted, clearly demonstrating both the demand and its effectiveness. Providing this additional $150,000 will ensure that families experiencing crisis can continue to access emergency support for housing, utilities, and basic necessities. Santa Ana’s immigrant community is facing ongoing and increasing enforcement activity, and maintaining this safety net is critical to keeping families stable, housed, and safe. For these reasons, we strongly urge the Council to approve this allocation and continue investing in a program that has proven to be responsive, efficient, and deeply needed in our community.
