Use caution when opening attachments or links. Dear Mayor Amezcua and City Council Members, My name is Lisa Tran, and I am a resident of the Memorial Park Neighborhood within Ward Six. I am writing to express my strong support for Agenda Item 41, the proposed moratorium on new smoke shops in Santa Ana. As of last week, there are 41 smoke shops in our city. I ask: how many smoke shops do we really need? There should be clear rules about how close these businesses can operate near schools to protect our children and impressionable teenagers. I am particularly concerned about a new smoke shop directly across from Lathrop Intermediate School, on the opposite corner from another existing smoke shop. This combined smoke and beauty shop blurs the lines between who may enter and what they may purchase. This raises serious concerns, including:  Can children safely enter with their parents?  Can teenage girls enter if they only intend to buy beauty products?  Easy access for youth to addictive or illegal products, including Kratom, CBD, and nitrous oxide, which is illegal but has been sold behind the counter in some smoke shops. I am also concerned about public safety. Several smoke shops have become gathering spots for groups of men who congregate and sometimes use drugs in front of these businesses, negatively affecting neighborhood quality of life. Santa Ana residents deserve safer, healthier communities, and our children and teenagers deserve protection from the aggressive marketing and easy accessibility of addictive substances. I strongly support the proposed moratorium and urge the Council to approve Agenda Item 41. Thank you for your time and consideration. Agenda December 2, 2025 Honorable Mayor Valerie Amezcua and Council Members, I wish to extend my support of Agenda item number 41 requested by Councilmember Lopez. There are approximately 40+ smoke shope operating within the city of Santa Ana. We have reached capacity for such a businesses to operate in the City, a moritorium is needed. Some shops have become a nuisance requiring code enforcement and Santa Ana Police Department to take action in citing, confiscating and even closing the shops because of illegal activities. Shops are now openning within 500 feet of public schools. A moratorium is needed as soon as possible. I thank you for your consideration. Sincerely, Elsa M.
